Senior Health Officer (HIV/AIDs, STI’s & OIs) - Mainstreaming and Partnerships

Reports to: Principal Health Officer [HIV/AIDS, STIs and Opportunistic Infections (OI) Programme]

Organ/Institution: EAC Secretariat

Duration of Contract: Five (5) Years

Station: EAC Secretariat, Arusha - Tanzania

Main Purpose of the Job:

To coordinate the mainstreaming of EAC regional level responses to HIV/AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) through all EAC organs, EAC regional sectoral projects and programmes as well as the autonomous institutions of the EAC by ensuring that they integrate HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) prevention and control initiatives in their strategic plans, budgets and programmes, including facilitating establishment and strengthening of effective public, private and civil society multisectoral stakeholders partnerships.

Duties and Responsibilities:

1. Mainstreaming of HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in all EAC regional sectoral plans and policies of the EAC, including workplace policies.
2. Support HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) mainstreaming in EAC Partner States’ national policies, strategies, projects and programmes in liaison with relevant technical counterparts in both public and private sector at country levels.
3. Facilitate the development and harmonization of EAC regional HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) mainstreaming tools, methodologies and training programmes.
4. Ensure that all EAC organs and its autonomous institutions have mainstreamed HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in their strategies, plans, budgets, projects and programmes.
5. Develop processes to integrate regional level private and civil society sector mainstreaming strategies and approaches with a view to building a holistic database including documentation and dissemination of best practices.
6. Develop and strengthen capacity to undertake the mainstreaming of HIV and AIDS in all sectors and at all levels in East Africa, and create the skills needed for the integration of HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in all EAC regional sectoral projects and programmes.
7. Prepare and disseminate biannual progress reports on EAC HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) Programme.
8. Review national technical documents with appropriate working groups and prepare draft common documents for each area of work.
9. Prepare quarterly progress reports per condition.
Qualifications and Experience:
• A Masters degree in Public health with a specialization in HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) with at least 7 years relevant working experience, 3 of which must be a Managerial level.
Skills and Competencies:
• Inter-personal, analytical, Communication skills, Planning and organizing skills, monitoring and evaluation skills, leadership skills and a team player, working knowledge of computers and other relevant Information Communication Technologies (ICTs).
