Principal Health Officer [HIV/AIDS, STIs and Opportunistic Infections (OI) Programme]

Grade: Professional Staff Category (P3 Equivalent)

Reports to: Principal Health Officer (PHO)

Organ/Institution: EAC Secretariat

Duration of Contract: Five (5) Years

Station: EAC Secretariat, Arusha - Tanzania

Main Purpose of the Job:

As the overall coordinator of the implementation of the EAC Regional Integrated Multisectoral Strategic Plan for HIV and AIDS: 2008 – 2012 and head of the EAC HIV/AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) Prevention and Control Programme, the officer will be responsible for managing all technical and administrative functions of the programme, including the supervision of all staff of the programme in liaison with the Principal Health Officer at the EAC Secretariat.

Duties and Responsibilities:

1. Coordinate the implementation of EAC regional policies and strategies for the prevention, control and eradication of HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in the EAC Partner States.
2. Coordinate the implementation of the EAC Regional Integrated Multisectoral Plan for HIV and AIDS: 2008 – 2012.
3. Coordinate and facilitate the EAC Regional Technical Working Group (TWGs) on HIV-AIDS & STI’s, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) and also relevant activities of various Expert Sub-Committees on HIV/AIDS, STIs and OIs, including the EAC Partner States’ National Technical Teams (NTTs).
4. Coordinate the harmonization of national policies, operational guidelines for HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in the East African region.
5. Coordinate implementation of joint action for control of HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in the East African region.
6. Follow-up the implementation of common strategies for the prevention and control of HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) by the EAC Partner States.
7. Coordinate technical and financial resource mobilization initiatives among various national, regional and international multisectoral stakeholders to support the implementation of identified priority EAC regional responses to HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in the EAC Partner States.
8. Account for all the deliverables of the HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) Programme responses and interventions in the East African region through monthly, quarterly and annual reports and dissemination of the same through national, regional and international multisectoral stakeholders’ forums as may be required from time to time.
Qualification and Experience:
• A Masters degree in Public Health or its equivalent with at least 10 years relevant working experience, 5 of which must have been a managerial level.
Skills and Competencies:
• Inter-personal, analytical, communication skills, planning and organizing skills, monitoring and evaluation skills, leadership skills and a team player, working knowledge of computers and other relevant Information Communication Technologies (ICTs).
