PATH Vacancy Announcement in Kenya: Deputy Country Leader

PATH seeks to recruit a Kenyan National to fill the Deputy Country Leader position to support program quality assurance and effectiveness.

The Deputy Country Leader will work in a complementary fashion with the Country Leader to effectively lead and manage the Kenya Country Program.

The Deputy Country Leader will provide technical support to project teams and to partner organizations to help establish quality, sound, reliable, effective, and efficient project management systems.

S/he will work with the project team to develop all projects work plans, budgets and work procedures.

S/he will also work closely with and support the finance function in monitoring the grant funds and developing the project’s financial reports to donors.

Specific duties:
• Work with project teams to ensure project quality and effectiveness including development and application of quality assurance tools and job aids.
• Supervise selected project directors and serve as responsible project manager for new and small projects.
• Work closely with project directors to inspire effective teamwork, high performance and quality standards.
• Support the PATH project directors to develop and coordinate the annual budgeting process for their projects.
• Support project teams to design project objectives, key interventions and evaluation strategies.
• Ensure that project teams achieve project goals according to donor expectations and within approved project budgets.
• Participate actively in new business development activities for PATH including proposal writing. Assist with final editing of project proposals, reports and official letters for consistency, accuracy, completeness and compliance with project requirements
• Work with the finance team to ensure prudent management of the funds provided to PATH projects and partner organizations.
• Provide technical support and training to the partner organizations to strengthen their capacities.
• Assist in the preparation of quarterly, bi-annual and annual reports to HQ and donors and interim status reports when required.
• Travel at least 25% of the time to oversee and provide support to project activities.

Qualifications:
• Masters degree in public health, international management, economic development, social sciences, business, law or equivalent required; minimum ten years managing one or more large projects or offices in developing countries; or an equivalent combination of education and experience.
Skills and experience:
• Demonstrated experience in management of large projects with multiple partners.
• Strong leadership and technical skills, with proven capacity to direct and manage change, and inspire high-performing teams.
• Demonstrated financial, HR management and administrative capabilities.
• Knowledge of USG funding rules and regulations, financial reporting and disclosure requirements.
• Passion for and commitment to public health.
• Demonstrated leadership and strategic planning skills.
• Strong track record of raising funds from a variety of donors and of donor liaison, including demonstrated ability to oversee the preparation of proposals for funding.
• Ability to interact and negotiate effectively with donor and collaborative agencies and private foundations.
• Ability to facilitate decision-making processes and to build constructive alliances internally and externally.
• Ability to provide technical support and training in programmatic issues.
