1. Background

The Multimedia University College of Kenya was established through Legal Notice No. 155 of November 2008 by H.E the President of the Republic of Kenya.The College’s Mbagathi Campus was established in 1949 as the Central Training School for the East African Posts and Telecommunications Administration. After the break-up of the East African Community, the College was taken over by the Kenya Posts and Telecommunication Corporation where it assumed a new role as a national and regional training centre in telecommunications, postal and management studies.

Over the last 6 decades, institutional planning and development have undergone several phases of change in order to cope with increasing population and the vision to become an eminent centre of learning and research in the region.The University College aspires to scale new heights of academic excellence as an international research-led university.In this regard, the Campus Master Plan (CMP) is crucial for the University College’s development in the next decade and beyond.Through the master plan, the College aims to maintain the beauty of the campus so that it serves as a tranquil setting for the academic pursuits for the present and future generations.It is on this basis that the University College has decided to engage qualified firms to develop a visionary and sustainable CMP.The CMP will be a living and developing document setting out the vision that would ensure balanced and sustainable development of the College in the coming decades.

2. Scope

The CMP will inter alia address the following matters:
· Anticipated growth of programmes and departments;
· Comprehensive analysis of existing architectural, structural, HVAC, communication infrastructure (including voice, video and data), plumbing, fire protection, sewerage and environmental systems;
· Campus land use including building sites, land usage and propose new acquisitions;
· Parking strategy and available land use for surface parking;
· Analysis of the current and proposed facilities including the proposed Library, ICT Centre, Centre for Foundation Studies, Centre for Criminology and Forensic Science, School for Postgraduate Studies, Multimedia University Stadium, and Halls of Residence.
· Campus integration with the Nairobi Metropolitan Area including consideration for the economic and cultural integration and zoning;
· Departmental location;
· Pedestrian circulation;
· Sports and recreation facilities;
· Surge space; and
· Connectivity and outdoor spaces.

3. Invitation for Expressions of Interest (EOI)

The College invites Expressions of Interest from qualified, competent and registered firms forming a consortium to provide professional consultancy services in the areas of
(a) Education Planning
(b) Architecture
(c) Engineering including Structural, Civil, traffic planning and ICT
(d) Landscape Architecture and Design
(f) Quantity Surveying, and
(h) Environmental Management.

Interested qualified consortia comprising the above disciplines are invited to apply for shortlisting/ prequalification, indicating the individual consultancy firms forming the consortium and their respective areas of competency, qualifications and experience, by submission of the following documents/information as mandatory requirements.
· Company profile including certified copy of certificate of incorporation,
· Certificate of Registration by a recognized professional body (Certified copy);
· Professional indemnity cover of at least 5m for the lead firm of the consortium (Certified copy);
· Current Certificate of Tax Compliance from Kenya Revenue Authority;
· Current Practicing licence and letter of good standing for the lead persons of the consortium from the respective recognized professional body;
· Experiences in related assignments supported by completion certificates and/or letters of reference;
· Audited financial reports for the last three years; and
· A brief description of how the Consortium intends to carry out the assignment.

Interested firms will be given additional information, and be allowed to visit the campus on request.The complete Expression of Interest documents should be submitted in plain sealed envelopes bearing no identification of the Tenderer and marked as “Expression of Interest for Provision of Consultancy Services for the Campus Master Plan,” and addressed to:

Only qualified firms will proceed to the next stage of Request for Proposals.The bids should reach the College on or before 12th March 2010 at 10.00am.

The bids will he opened immediately thereafter in the presence of the firms’ representatives who choose to attend the opening session.
