1. Background & context

The Committee of Experts (CoE) on the Constitutional Review is an independent body established under the provisions of the Constitution of Kenya Review Act 20081.The core work of the CoE is to analyze the existing draft constitutions, identify contentious issues, invite proposals from Kenyans on what they think their solutions are on those issues, and then publicize a harmonized draft constitution.
The process will culminate in the publication of the Proposed New Constitution that will be subjected to a national referendum.In pursuance of Section 6, 23, 27 and 35 of the Review Act, the CoE is mandated to facilitate civic education (CE) in order to stimulate public discussion and awareness on constitutional issues.In view of this, the CoE intends to develop a simplified interactive civic education (CE) Curriculum that will demystify constitutional issues and facilitate understanding, appreciation and effective public participation in the review process.The curriculum is intended for use by the CoE, Civil Society Organizations (CSOs) partnering with CoE in delivering CE, CE facilitators, CE provincial and constituency coordinators and other actors identified for CE by the CoE.The message developer, as described in this ToR, will simplify and develop captivating, thought provoking and high recall messages from the content of the curriculum that will appeal to the wider Kenyan audience.The messages will be used in the

Curriculum, IEC, CE material, Radio and TV infomercials.The curriculum is a set of 3 publications that will be used for civic education.These are:

· Handbook for Civic Education on constitutional issues
· Curriculum for Civic Education Providers on constitutional issues
· Manual for Civic Education Providers on constitutional issues

These tools will be used in concert to ensure that all actors involved in the provision of CE are well equipped to train and inform citizens to make informed decisions.In undertaking the assignment the message developer will work closely with the secretariat of the CoE, content developer (lead consultant), illustrator, graphic designer and translator contracted for the task.

Objective of the Messages

In developing the messages, the consultant will be guided by the content in the curriculum, public perception and mood to ensure standardized messaging.The purpose of all messages should aim at;

· Celebrate being Kenyan.
· Show diversity; how do we appreciate being different but one nation.
· Encourage Kenyans to shun tribalism.
· Call on Kenyans to actively participate and own the review process.

2. Scope of Work:

Reporting to the Deputy Director, Civic Education, Mobilization and Outreach, the message developer will:-

· Develop messages for civic education curriculum and complementary IEC and civic education material
· Pre test messages with a sample of civic education providers, Private Sector Professional Associations, religious and cultural organizations, CSOs and media.
· Liaising with lead consultant, develop a work plan detailing how he/she will undertake the task.

3. Deliverables

For purposes of this ToR the message developer will develop messages that are in tandem with the objectives set out above in relation to the content in the curriculum as follows;

· One message to celebrate being Kenyan and call for public discussion/participation in the review process
· One message that will show diversity; how do we celebrate unity in diversity, with the constitution as a unifying factor.
· One message that will encourage Kenyans to shun tribalism.
· One message that will elicit public discussion on the Proposed New Constitution and participation in the Referendum.
· Various messages as guided by the content developer of the curriculum as dictated by public mood.

4. Contract Duration

The consultancy will take 20 days upon signing the contract.5. Required competencies and experience of consultant
· Masters degree in either English, Journalism, Linguistics or related field
· At least 7 years of work experience in designing and developing slogans, taglines and messages for civic education, public advocacy initiatives/ campaigns and IEC material
· Very good familiarity with Kenya’s social political environment and constitutional making process and cultural sensitivity
· A proven commitment to the values of nation-building, good governance, constitutionalism, democracy, human rights and gender equity.
· Excellent communication skills in English and Kiswahili (oral and written)
· Good inter-personal and computer skills.
· Experience as a senior spokesperson

6. Payment

The consultant will work at a rate determined in accordance to his/her qualifications and UNDP rules and regulations. Payment will be staggered across the phases of the consultancy.
