Capacity Building Officer (Training, Information, Advocacy, Communication and Social Mobilization) Job: East African Community

Capacity Building Officer (Training, Information, Advocacy, Communication and Social Mobilization)

Reports to: Senior Health Officer (HIV/AIDS, STIs and OIs)

Organ/Institution: EAC Secretariat

Duration of Contract: Five (5) Years

Station: EAC Secretariat, Arusha - Tanzania

Main Purpose of the Job:

The officer will be responsible for the coordination and facilitation of institutional development support, including training, information, advocacy, communication, social mobilization and capacity enhancement for the implementation of EAC regional HIV/AIDS, Sexually Transmitted infections (STIs) and Opportunistic Infections (OIs) Programme.

Duties and Responsibilities:
• Coordinate relevant EAC regional HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) and other health-related trainings, advocacy and social Mobilization.
• Collect relevant information on HIV/AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) and disseminate to EAC Partner States.
• Serve as a Training, Information, Advocacy, Communication and Social Mobilization (ACSM) specialist to the HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) Programme.
• Facilitate the identification of relevant capacity building and training skills needed for the integration and sustainability of HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) responses in all EAC regional sectoral projects and programmes.
• To develop a robust capacity building programme for the strengthening the institutional and organizational ability of the various EAC organs and its autonomous institutions to implement specific regional HIV and AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) responses and advise on ways to address any gaps.
• Prepare generic Training, Information, Advocacy, Communication and Social Mobilization (ACSM) plan and Advocacy materials for the prevention, control and eradication of HIV/AIDS, Sexually Transmitted Infections (STIs) and Opportunistic Infections (OIs) in the EAC Partner States.
Minimum Academic and Professional Qualifications:
• A Bachelor’s Degree in either; Health, Education, Social Sciences, Economics, Business Administration or its equivalent from a recognized University with at least five (5) years working experience in designing, development and implementation of training programmes and curriculum development preferably in the Health Sector.
• A Diploma in Human Resource Development (Training) or its equivalent will be an added advantage.
Skills and Competencies:
• Good inter-personal working relations, good communication and report writing skills, proficiency in use of computers and able to work in a multi-sectoral environment.
