Job Overview
- In this role, you will serve on the UAT
Project Senior Management Team and the Technical Advisory Committee. This
role includes overall responsibility for day-to-day management of the PATH
UAT project team including technical leadership and management responsibility
for PATH UAT technical implementation, monitoring, and reporting of
approved scope of work.
- This position is based in UAT Project
Nairobi Office, and you will provide technical support and supervision for
all the advocacy and policy activities related to Leadership and
Governance in the following counties: Elgeyo Marakwet, Baringo, Tharaka
Nithi, Samburu, Laikipia, Turkana, Trans Nzoia, Taita Taveta, Kilifi and
Nairobi, including supervising a team of technical officers based in three
county clusters. As the technical lead for PATH UAT project, you will
ensure that PATH delivers high-quality programming and continuously works
towards improving the overall impact UAT project. You will coordinate
closely with other consortium partner staff including Cluster Leads and
Technical Advisors to contribute to a holistic, integrated, and
comprehensive project implementation.
- This position will report to the PATH
Advocacy and Policy Country Lead with dotted lines to the UAT Chief of
Party.
Duties and Responsibilities:
- Lead the coordination, implementation,
and monitoring of all assigned project activities as outlined in the
detailed implementation plan in line with UAT project’s program quality
principles and standards, donor requirements, and good practices for health
policy and systems strengthening.
- Provide technical assistance to counties
including capacity building on policy development, implementation, review
and monitoring and ensure effective supervision of other staff.
- Cultivate and strengthen relationships
with national and county level target policymakers, government and
ministerial officials and staff, strategic partners, and key opinion
leaders to promote priority policy changes and policy implementation
including investments.
- Provide technical and policy advisory
support and thought partnerships to decision makers at national and county
levels.
- Provide technical assistance to civil
society organizations on the development and implementation of effective
advocacy strategies/initiatives or approaches at national and county
level.
- Represent UAT in meetings at national and
county levels to support the forging relations with the GOK, CBOs, other
stakeholders, and the community.
- Represent UAT in key technical working
groups (TWG) and strategic forums at national and subnational level to
contribute thought partnerships to policy making processes.
- Take lead in providing technical
assistance, guidance, and capacity strengthening for project staff
including in the development of tools, templates, fact sheets and policy
briefs.
- Coordinate and monitor financial and
material resources relevant to achieve the assigned project outcome.
ensuring efficient use of project resources through planning and
oversight.
- Ensure accurate and timely reporting of
all assigned project activities per donor and UAT standards and
established schedules.
Required Skills And Experience
- Bachelor’s degree in public health,
social sciences, international development, or a related field. Master’s
degree in public health, medicine, health systems strengthening (public
policy), social sciences or a related field is an added advantage.
- 7 years relevant experience in Public
Health.
- Experience in implementing and managing
US Government funded projects and/or other similar donor funded projects.
- Demonstrated leadership experience is
preferred.
- USAID Program Management experience is an
added advantage.
- Experience working in complex partner
consortiums.
- In-depth understanding of USAID rules and
regulations and expectations for program results, outcomes, impact, and
reporting.
- Experience working with the Ministry of
Health and County Health Management Teams required.
- Deep understanding of health sector
governance, devolution, and county structures.
- Excellent interpersonal communication,
and presentation skills required.
- Ability to oversee implementation of
participatory action planning approaches and engage County, Sub- County
and Ward-level stakeholders.
- Advocacy experience related to policy,
leadership, and governance; health financing strongly preferred.
- Demonstrated experience in capacity
building of government, civil society, and community teams.
- Proven experience in developing policy
briefs, fact sheets, tools, and templates.
- Demonstrated experience in managing teams
and supervising staff in multiple locations.
- Experience using MS Windows and MS Office
packages (Excel, Word, PowerPoint).
- Good relationship building and
partnership management skills and the ability to work closely with local
partners and county government officials.
- Maturity and ability to remain calm,
focused and solution-oriented while working under pressure is a must have
for this position.
