The Gender Specialist will participate in the development of a workable and contextualized Gender Equity and Social Inclusion (GESI) Strategy and oversee its implementation in the aquaculture project dubbed Empowering Youth in Sustainable Aquaculture Markets and Jobs Creation. This strategy will be utilized by ENA and other partners in the aquaculture project to guide Gender Equity and Social Inclusion amongst all programme partners.

The primary objective of the programme is to reshape prevailing perceptions surrounding the entrepreneurial and employment prospects within the aquaculture sector. By focusing on building knowledge and enhancing capacity, the initiative seeks to inspire young people, particularly women, to recognize and capitalize on the abundant opportunities and growth potential offered by engaging in aquaculture and mariculture.


A key facet of the programme involves addressing socio-cultural norms and attitudes, with a specific aim to dismantle barriers that contribute to the male-dominated nature of the sector. Through targeted interventions, the consortium aspires to foster a more inclusive environment, ensuring greater participation and representation of women in the aquaculture industry.

Key Tasks, Duties And Responsibilities

Directly contribute to the achievement of relevant Project outputs.

  • Undertake a gender analysis to identify gender gaps and develop relevant tools to address them.
  • Lead the planning and implementation of GESI activities
  • Provide strategic advice to Project Consortium partners regarding the realization of GESI throughout the Programme deliverables.
  • Disseminate updates on GESI-related policies, guidelines, templates, standards, and norms related to project implementation.

  • Train the key actors on aspects of gender and youth mainstreaming for integrating gender and youth considerations into all aspects programme management.
  • Prepare high-quality Terms of Reference for TOTs and monitor the development and implementation of their work plans.
  • Coordinate consortium partners to ensure GESI-responsive planning and implementation of activities.

Provide necessary support to project partners on GESI-related issues:

  • Participate in developing a strategy for mainstreaming GESI and develop action-plans for its implementation.
  • Oversee the implementation of the GESI strategy in the project.
  • Facilitate sensitization and awareness creation sessions conducted by Local Implementing Partners on GESI
  • Collaborate with Monitoring and Reporting Experts in the consortium to make sure impact measurement focuses on women, PWDs and other vulnerable groups.

  • Build capacity of project staff on GESI
  • Contribute to producing resource materials on GESI-related issues:
  • Support development and maintenance of the knowledge products on relevant GESI issues.
  • Document lessons learned and best practices for the project.

Academic:

  • A Masters Degree in the field of Gender Studies, Sociology, Project Management, Development or Law or any other related fields.

Experience & Skills

  • Relevant experience in Gender Equity and Social Inclusion.
  • Strong writing, research and analytical skills.
  • Strong organizational, advocacy, internal and external engagement skills.
  • Strong experience and knowledge of gender transformative approaches, gender mainstreaming/integration, Gender Action Learning Systems.
  • Proven knowledge and hands on experience in gender capacity building.
  • Excellent facilitation skills, communication, partnership and teamwork skills.
  • Knowledge of government structures and policies at local and national level particularly within the field of gender.
  • Demonstrate skills on preparing quality reports and other knowledge products.
  • Sound understanding of sustainable development goals and their implications on the program.
