Senior Monitoring and
Evaluation (M&E) Officer
Role Purpose:
The
Senior Monitoring & Evaluation (M&E) Officer is responsible for
gathering and integrating data from disparate sources to extract trends and
program insights. They will work across the WISH2 team and partners to identify
and respond to data analysis needs, ensuring data visualisation and reporting.
The Senior M&E Officer will work closely with the Programme and Financial
Teams to assess the performance of the programme in a cohort of selected
countries under WISH 2.
Responsibilities
Oversee
data collection, identifying trends and anomalies that can be used to derive
insights into programme progress.
Log
data into the project database.
Evaluate
data quality across partners and Member Associations (MAs) and recommend
improvements to data capturing that meets the reporting requirmements of the
programme.
Guide
partners and MAs on implementing data collection for key performance tracking
indicators, logframe indicators and programmatic projections/targets.
Train
partners and MAs on the use of data systems and toolkits.
Collaborate
with the finance team to provide data analysis in support of financial
performance metrics.
Visualise
data and analysis for Programme Managers and Country Managers that can be used
to derive programmatic solutions.
Review
programme performance against key metrics with Programme and Country Managers
based on collected data.

Responsibility:
None.
Qualifications
Prior
experience working in an M&E position with a particular focus on
multi-country programmes with a health/SRHR focus.
Strong
technical knowledge related to data ecosystems, data analysis and generation of
evidence for action in improved programming.
Proven
experience working across teams.
Technical
expertise in data models, database design development, data mining and
segmentation techniques.
Knowledge
of statistics and experience using statistical packages for analysing datasets
(Excel, SPSS, SAS etc).
Experience
presenting and explaining information in an accessible way.
Experience
with supportive capacity-building approaches for field-based partners.
Previous
not-for-profit experience desirable.
International
experience (particularly developing countries) desirable.
Experience
working in matrix organisations.
Skills:
Analytical,
resourceful, organised, patient but persistent, detail and solution-oriented
and able to tell the story behind raw data to non-technical audiences.
Adept
at queries, report writing and presenting findings.
Proven
skills in using Excel, DHIS2, Power BI.
Strong
analytical skills with the ability to collect, organize, analyse, and
communicate significant amounts of information with attention to detail and
accuracy.
Interpersonal
skills with a proven ability to influence and negotiate.
Verbal
and written English communication skills. French or Arabic an advantage.
Project
management skills including experience of reporting to donor agencies.
Time
management skills with the ablility to meet tight deadlines.
