and support them in expressing their needs and interests. Tdh works in fragile
contexts and conflict zones, as well as in more stable environments.
Tdh is present in Kenya since
2011. Currently Tdh is providing protection services for children and families
affected by migration, natural crises and poverty in Dadaab refugee camps, in
Garissa County, and in Korogocho informal settlement in Nairobi.
The intervention in Dadaab
refugee camps is focused on prevention and response to child protection needs
while strengthening protection community-based mechanisms in the refugee
operation and its host communities.
In Korogocho informal
settlements, Tdh implements early child development activities and child
protection activities with a strong community-based approach aiming at
decreasing violence against children and strengthening child protection
mechanisms.
Tdh will complement the
Ministry of Health efforts to contribute to reduction in morbidity and
mortality by early detection, referral and provision of appropriate
treatment/management to severe malnourished children (6-59 months), pregnant
and lactating women (PLW). In complement, a WASH component will be
integrated in the activities.
The project will be implemented
in three sub-counties in Garissa County: Dadaab, Garissa Township and Lagadera.
Tdh will work with Community Health Volunteers at community level, in health
facilities staff and with Sub-County Health Teams to improve early detection,
management, and referral of SAM (Severe Acute Malnutrition) children.
General job description: Reporting to his/her immediate superior, the
Monitoring and Evaluation (M&E) Assistant provides technical and
methodological support to operations teams. He/she helps implement monitoring
and evaluation plans, adapt, and roll out monitoring tools and support
reporting processes in compliance with Tdh’s approaches and methods.
The M&E Assistant helps
collect, process, and analyse data, and ensures that monitoring and evaluation
output is effectively communicated. In addition to project monitoring, he/she
supports in internal and external evaluation processes.
Main Responsibilities:
Monitoring Plans
- Implement project monitoring plans.
- Adapt and roll out monitoring tools to meet project and
programme requirements and check that collection tools are consistent with
M&E plans, working in coordination with the M&E Officer while
reporting any technical or methodological issues.
- Inform the technical manager on any methodological or
contextual factors that may influence adherence to the processes outlined
in the monitoring plans and as well support in updating the program risk
register.
Monitoring activities
- Where necessary, support in designing databases in
coordination with the Monitoring and Evaluation officer and Project
Manager
- Take lead in tracking monitoring data using standard Tdh
tools in the prescribed schedules.
- If necessary, assists the Project Manager and MEAL officer
collect data identified in the M&E plan.
- Supervises and/or supports data collection activities in the
field while respecting ethical and methodological standards.
- If necessary, helps enter monitoring data provided by project
teams using the appropriate tools.
- Helps recruit, train and supervise research assistants
involved in occasional data collection activities.
- Perform monitoring activities and generate reports in
accordance to the MEAL plans
- Where necessary, participate in surveys as per donor
requirements.
- To provide coordinated training to Tdh Program staff and
Community on the CPIMS tools and other standard and/or customtools and
follow up on proper implementation
Communication and reporting
- Helps the Project Lea and/ MEAL Officer develop presentations
adapted to different target audiences.
- Provides the M&E information required to write reports
for use by Tdh and by donors, working with the IM team if necessary.
- Take lead in operationalising the feedback and response
mechanism in the respective base including documentation and responding to
feedback as guided by Tdh risk management policies.
- Facilitate learning through sharing of monthly CP dashboards,
data reports, support in project reviews and learning workshops.
- Informs the Project Manager and/or MEAL officer of any unmet
targets, contextual changes (risks and opportunities) and negative effects
on beneficiaries.
Evaluation
- Supports the internal and external evaluation process (by
providing monitoring data, logistical support and assistance in monitoring
the results of evaluations).
Security and child safety
- Understands and applies security policies, the Child
Safeguarding Policy and fraud prevention policies.

Other professional skills required:
1. BA Degree/ Diploma in
Project Management, Social Sciences or Information management.
2. M & E Experience of
at-least 2 years in a non-governmental organization.
3. Good knowledge of project
cycle management.
4. Experience in developing and
implementing monitoring and evaluation plans in the humanitarian aid and
development sector
5. Experience in supporting
internal and external M&E processes: baselines/endlines, routine
monitoring, proposal writing, data analysis and report writing etc.
6. Familiarity with
quantitative and qualitative collection methods in the humanitarian aid and
development sector
7. Command of IT tools and
experience in using databases.
8. Is Knowledgeable on the
CPIMS+/ PRIMERO as well as any other child protection information management
systems.
9. Ideally, experience with at
least TWO all of the following tools: Advanced Excel (including pivot tables),
CPIMS, SPSS, ODK/KoBo toolbox, Ona, etc.
10. Experience working in
Refugee set up is a plus.
11. Certificate in M& E
from a reputable institution.
12. Knowledge in Turkana
Language is preferred
Languages: Fluency in English and Kiswahili. Ability to
communicate in Ng`aturkanais a plus
