Data Quality Assessment (DQA) Experts
Company Profile: SoCha (a word created by combining the terms Social
and Change) is an independent Monitoring, Evaluation and Learning (ME&L)
firm that provides bespoke solutions to social challenges.
We are a veteran-owned small
business, registered in the United States, and headquartered in Mauritius with
staff support offices in Nairobi and Bangkok.
SoCha is structured to be
nimble and flexible and currently supports multiple foreign assistance
interventions across Asia and Africa.
Background: USAID Kenya and East Africa (USAID/KEA) contracted
SoCha LLC to implement the five-year USAID Localization, Inclusion, and
Sustainability Activity (LISA).
The activity aims to support
USAID/KEA staff and stakeholders to be more efficient, effective, transparent,
inclusive, and skilled in achieving development outcomes.
The LISA team will support
USAID’s work to increase locally led, owned, and managed development outcomes.
It will utilize local expertise
and seek to partner with local entities with in-depth knowledge and networks in
Kenya and utilize this expertise strategically. Utilization of local expertise
will focus on work objectives entailing close collaboration and interaction
with local actors, including local indigenous organizations, counties,
companies, institutions, and government.
To support the work of LISA,
SoCha is seeking a qualified Data
Quality Assessment (DQA) Experts.
Activity Background: LISA, implemented by SoCha LLC, seeks to engage Data
Quality Assessment experts to provide overall technical guidance and support to
assigned DQA activities. Applicants will be considered for work that is
available immediately and over the next 12 months.
The following are the roles, responsibilities,
requirements, and deliverables.
Roles and Responsibilities for DQA Experts:
The consultant will undertake the following tasks.
- Provide technical guidance, support, and oversight of the
activity, including coordinating DQAs planning with LISA and the relevant
technical offices, organizing, and executing site visits, leading
stakeholder interviews, and developing summary reports.
- Update / develop as necessary data collection tools
(including for site visits, collecting beneficiary feedback) and standing
operating procedures (SOPs) to guide the data collection process.
- Develop / update reporting templates (including for findings
by Implementing Partner (IP), indicators, and/or summary reports by
technical office.
- Take lead in undertaking desk review of implementing partner
reports, activity briefs, and other relevant documents related to data
collection and management.
- Support USAID A/CORs, Activity Managers and MEL point of
contact with interviews with stakeholders, site-level data collection, and
beneficiary spot-checks.
- Lead data collection, analysis and writing findings reports
by IP and summary reports of DQAs per technical office.
- Utilize innovative methods to effectively communicate
observations/key findings, lessons learned and recommendations to the
mission/program staff.
- Lead presentations of findings / key takeaways and
recommendations to the Mission/ stakeholders, as requested.
- Participate in regular check-in calls and debriefs with the
Mission and LISA staff.
- Other activities as agreed upon with LISA staff.
Required skills:
- Master’s degree in Statistics, Economics, Monitoring and
Evaluation, Health, Nutrition, or another relevant field from a recognized
university.
- 5+ years' experience working in monitoring and evaluation in
the USAID context,
- A firm grasp of USAIDs Automated Directives System (ADS) 201
policy and requirements on undertaking DQAs,
- Extensive, demonstrated experience planning and conducting
rigorous DQAs of USAID indicators,
- Ability to diplomatically communicate and work effectively
with a wide range of USAID implementing partners and stakeholders; and
- Strong analytical and writing skills, with proven experience
in synthesizing and analyzing data into summary and findings reports.
Deliverables:
The following are illustrative
of deliverables that will be required:
- Review and analysis of relevant IP and stakeholder documents;
- Developed/updated and approved data collection tools;
- Developed and approved DQA implementation plan per technical
office;
- Final report(s) and presentation(s), inclusive of complete
DQA checklist for each indicator and summary report of findings and
recommendations per IP
Location: Various counties in Kenya as needed.
LOE or Contract Length: Contracts and Level of effort (LOE)vary and will be
issued based on client requests. Average Length of contract: one to three
weeks, with LOE between 7 to 30 days.
