Chief Officer

Terms of Service: – 5 Years Contract

Job Summary

The Chief Officer shall be the authorized officer in the County Department of Irrigation and shall be responsible to the County Executive Committee Member for Water, Sanitation, Irrigation, Environment, Energy and Climate Change.

Duties and Responsibilities

  • Administration of a County Department;
  • Implementation of County Executive Committee resolutions as guided by the Executive Committee Member;
  • Formulation and implementation of programs to attain Vision 2030 and sector goals;
  • Development and implementation of strategic plans and sector development plans;
  • Implementation of policies and regulations;

  • Providing strategic policy direction for effective service delivery;
  • Coordinating the county’s irrigation programs;
  • Maintaining effective collaboration and partnerships with other organs of the national government, county, other counties, as well as the Private Sector in developing sustainable irrigation plans for the county such as the Oluch Kimira project.
  • Mapping and profiling the counties irrigation needs.
  • Overseeing the implementation of approved irrigation programs.
  • Establishing county irrigation development programs and plans;
  • Formulate and implement county irrigation strategy in collaboration with relevant
    stakeholders, in line with national policies and strategies;
  • Develop and maintain an irrigation database and integrate systematic monitoring and evaluation for irrigation programs;
  • Identify community-based irrigation smallholder schemes for implementation in line with national guidelines;
  • Mainstreaming irrigation related statutory obligations such as those that relate to the environment, water and health;
  • Provide capacity building for farmers and support establishment of viable farmer organizations, and in particular irrigation water users associations to develop and manage irrigation schemes including actively participating in conflicts resolution within irrigation schemes when necessary.
  • Ensuring compliance with the National Values and Principles of Good Governance as outlined in Articles 10 and 232 of the Constitution of Kenya;
  • Ensuring effective and efficient utilization of the Department’s financial and non-financial resources including management, control and reporting on financial information, material resources, and facilities;
  • Building human resource capacity by developing and implementing Human Resource Plans for the Department;
  • Efficient and effective service delivery to the public;
  • Promoting the realization of the County Integrated Development Plan (CIDP), and;
  • Performing any other duties as may be assigned from time to time.

Qualifications

  • Be a Kenyan citizen;
  • Have a relevant Bachelor’s degree from a recognized university in Kenya;
  • Master’s degree in a relevant field will be an added advantage;
  • Possession of a relevant professional qualification and membership with a relevant professional body will be added advantage.
  • Have a vast knowledge and experience of not less than 10 years in a relevant field, 5 years of which MUST be in leadership or senior management position in public or private sector;
  • Have a proven experience in managing resources in a high performing organization;
  • Demonstrate thorough understanding of County development objectives and vision 2030;
  • Be result oriented and a strategic thinker;
  • Have excellent communication, organizational and interpersonal skills;
  • Have capacity to work under pressure to meet strict deadlines;
  • Demonstrate understanding and commitment to the values and principles of governance and public service as outlined in Articles 10 and 232 of the Constitution of Kenya;
  • Be computer literate and have a working knowledge of IFMIS, and Satisfy the requirements of Chapter Six (6) of the Constitution of Kenya.
