Context: Terre des hommes Foundation is an independent, neutral, and impartial Swiss organization founded in 1960, dedicated to bringing about significant and lasting change in the lives of children and young people, especially those most at risk.

Tdh ensures their well-being and the effective implementation of their rights as defined in the Convention on the Child’s Rights and other human rights instruments.

Tdh promotes the active participation of children and young people to empower them. We advocate for their rights and support them in expressing their needs and interests. Tdh works in fragile contexts and conflict zones, as well as in more stable environments.

Tdh is present in Kenya since 2011. Currently Tdh is providing protection services for children and families
affected by migration, natural crises and poverty in Dadaab refugee camps, in Garissa County, and in Korogocho informal settlement in Nairobi.

The intervention in Dadaab refugee camps is focused on prevention and response to child protection needs while strengthening protection community-based mechanisms in the refugee operation and its host communities.

In Korogocho informal settlements, Tdh implements early child development activities and child protection activities with a strong community-based approach aiming at decreasing violence against children and strengthening child protection mechanisms.

General job description: Reporting to his/her immediate superior, the Monitoring and Evaluation (M&E) Officer provides technical and methodological support to operations teams. He/she develops monitoring plans and adapt and roll out monitoring tools in compliance with Tdh’s approaches and methods.

The M&E Officer is responsible for collecting, processing, and analysing data, and ensures that  monitoring information is effectively communicated. He/she takes part in internal and external evaluation processes in addition to monitoring of project activities.

Main Responsibilities:

Monitoring plans

·  Develop project monitoring plans and adapt and roll out monitoring tools to meet project and
programme requirements. Helps design databases in coordination with the Monitoring and Evaluation Manager and Project Manager

·  Checks that collection tools are consistent with M&E plans, working in coordination with the M&E
Manager while reporting any technical or methodological issues.

Monitoring activities

·  Assists the Project Manager and MEAL Manager to collect data identified in the M&E plan..

·  Enter monitoring data provided by project teams using the appropriate tools.

·  Informs the Project Manager and project team of any unmet targets, contextual changes (risks and
opportunities) and negative effects on beneficiaries.

·  Manage and organise M&E information while ensuring ethical considerations in data management are observed in coordination with the information management (IM) team if necessary.

·  Recruit, train and supervise any team members involved in occasional data collection activities
(investigators, data clerks, data interns, research assistants).

·  Provides Key information to specific program department to support Program activities

·  Ensures Data quality checking of forms and data

·  Implement project MEAL plans, document findings and provide timely feedback to program teams.

·  Populate indicator tracking templates on a monthly basis, provide feedback to project teams and take lead, scheduled project reviews in liaison with the Project Manager.

·  Provide coordinated training to Tdh Program staff and persons acting on Tdh`s accord I.e., community mentors, research assistants on MEAL tools and processes.

·  In liaison with the field safeguarding focal point, monitor and document feedback from project
stakeholders on Tdh approved tools.

Communication and reporting

·  Support the Project Manager develop presentations adapted to different target audiences.

·  Coordinate the collection and management of M&E information required to write reports for internal and external use.

Evaluation

·  Supports the internal and external evaluation process (by providing monitoring data, logistical support and provide input in review of data collection instruments where necessary.

·  Participate in meta-evaluations and validation of findings following evaluations and Tdh commissioned studies.

Security and child safety

·  Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies.

Other professional skills required:

1. BA Degree in Project Management or Information Systems

2. Diploma in Monitoring and Evaluation/ Project Management

3. Experience of at-least 3 years in a Non-governmental organization

4. Basic knowledge of project cycle management

5. Experience in developing and implementing monitoring tools in the humanitarian aid and
development sector

6. Experience in supporting internal and external M&E for projects: baselines/endlines, routine
monitoring, proposal writing, report writing etc.

7. Familiarity with child -friendly quantitative and qualitative collection methods in the humanitarian
aid and development sector.

8. Competence in research methodologies including survey design, sampling and reporting.

9. Command of IT tools and experience in using databases

10. Is Knowledgeable on the CPIMS tools (Added advantage)

11. Ideally, experience with some or all of the following tools: Advanced Excel (including pivot tables),
CPIMS, SPSS, ODK/KoBo tool box, Ona, etc.

Languages:

·  Fluency in English and Kiswahili.
