for a Real Estate Agent
Background Information: SOS Children’s
Villages Kenya (SOS CV Kenya) is a child-focused Non-Governmental Organization
established in 1973 to provide care and protection to children who have lost or
are at risk of losing the care of their biological families.
The organization’s vision is “Every child belongs to a family
and grows with love, respect and security” and its programmes are driven by the
mission of building families for children in need, helping them shape their own
future and to share in the development of their communities.
In this regard, it works to reduce poverty; increase access to quality education and decent work; reduce inequalities and build strong institutions as laid out in SDGs 1, 4, 8, 10, 16 and 17. SOS CV Kenya’s programmes respond to both the care needs of vulnerable children and the root causes of their situations, while prioritizing the best interests of the child and the needs of the local communities.
The organization anchors its response on national and
international legal and policy frameworks related to child rights such as the
UN Convention on the Rights of the Child (1989); the African Charter on the
Rights and Welfare of the Child (1990); the UN Guidelines for the Alternative
Care of Children (2009); the Children’s Act (2001), Kenya’s Constitution (2010)
and the country’s Guidelines for the Alternative Family Care of Children
(2014).
Over the last three years, SOS CV KE has served more than 15,000
children directly while benefitting more than 150,000 children, parents and
caregivers indirectly.
In this regard, the MA intends to engage a Real Estate agent to
manage SOS CV Kenya properties in differentnt operational locations where SOS
CV Kenya operates (Nairobi, Mombasa and Eldoret).
Expected Deliverables
· Their role will involve
finding tenants, showing properties to be leased/rented to prospective tenants
and explaining terms and conditions of rent or lease.
· Drawing up lease and
sale agreements and estimating costs.
· Collecting rent and on
behalf of owners inspecting properties before, during and after tenancies
ensuring that the rent has been paid on time
· Arranging for repairs
and maintenance of the properties by ensuring the availability of workers to
perform repairs and maintenance of the properties
· Facilitating
negotiations with tenants and owner/landlord on rents and fees
Supplier Eligibility
Service Providers may not apply, and will be rejected as
ineligible, if:
· They are bankrupt, being
wound up, having their affairs administered by the courts, having entered into
an arrangement with creditors, having suspended business activities, are the
subject of proceedings concerning those matters, or are in any analogous
situation arising from a similar procedure provided for in national legislation
or regulations;
· They have been convicted
of an offence concerning their professional conduct by a judgment which has the
force of res judicata;
· They have been guilty of
grave professional misconduct proven by any means which the contracting
authority can justify;
· They have not fulfilled
obligations relating to the payment of taxes and other statutory contributions
in accordance with the legal provisions of the country in which they are
established or with those of the country of the contracting authority or those
of the country where the contract is to be performed;
· They have been the
subject of a judgment which has the force of res judicata for fraud,
corruption, involvement in a criminal organization or any other illegal
activity;
Found to be in serious breach of contract in previous contracts with SOS or its
partners.

Response Documents
Offertory must submit an offer in their own format and ensure it
contains all the required documents and information specified in this tender
document:
· Bidders must submit
their own independent offer including at least (but not limited to):
· All documents required
in the “Eligibility evaluation” section of this Expression of Interest
· All documents required
in the “Technical evaluation” section of this expression of interest
· A price offer
· Any other documents to
support due diligence and to strengthen bidder’s offer.
The original EOI should be initialed and the price/ service fees
offer pages of the bid must be signed by the authorized person(s) representing
the bidder and stamped.
Any interlineations, erasures, or overwriting shall be valid
only if they are initialed by the person (s) signing the bid.
Acceptance of Successful
Response
Documentation submitted by bidders will be verified by SOS CV
KENYA.
The winning bidder will be required to sign a contract for the
stated, agreed upon amount.
EVALUATION CRITERIA
Specific Eligibility
Criteria
Eligibility criteria must be met and the corresponding
supporting documents must be submitted with offers.
Offerors who do not submit these documents will be disqualified
from any further technical or financial evaluation.

Technical Evaluation
An SOS CV KENYA Tender Committee will conduct an evaluation of
the EOI.
SOS CV KENYA reserves the right to accept or reject any or all
bids, and to accept the offer(s) deemed to be in the best interest of SOS CV
KENYA.
SOS CV KENYA will not be responsible for or pay for any expenses
or losses which may be incurred by any
Offeror in the preparation of their tender.
The technical evaluation will grade technical criteria on a pass/fail
basis. Supplier’s bids must meet the minimum technical standard established
here, in order to receive a passing mark.
Only offers who pass all technical criteria will move on to the next round of evaluation
Financial Evaluation and
Price / Cost Analysis
All interested bidders who passed all technical criteria will
move on to the financial evaluation where the most reasonable service fee will
be accepted as the winning offeror(s) assuming the Service fee is deemed fair
and reasonable and subject to the additional due diligence.
Additional Due Diligence
Upon completion of both the technical and financial evaluations
SOS CV KENYA may choose to engage in additional due diligence processes with a
particular offeror or offeror(s).
The purpose of these processes is to ensure that SOS CV KENYA
engages with reputable, ethical, responsible service providers with solid
financials and the ability to fulfill the contract.
Additional due diligence may take the form of the following
processes (though it is not limited to):
· Reference Checks
· Supplier’s facility
visits
· Determination of
relations and affiliations between offers
Other appropriate documented method giving SOS CV KENYA increased confidence in the service provider’s ability to perform.
Financial
Proposal: Offerors will submit a proposed budget with their proposals in
excel. The proposed budget will have sufficient detail to allow evaluation of
elements of costs proposed. Budgets should be submitted in KES ;.SOS CV Kenya
reserves the right to request any additional information to support detailed
cost and price. Offerors should also indicate the inclusion or exclusion of any
applicable Taxes.

with your organization within the past two years in connection with and if
possible, subject matter applicable to this RFP.
