 Terms of Service: – Permanent and Pensionable

Duties and Responsibilities

  • Ensure correct interpretation and implementation of human resource regulations relating to pensions, human resource information systems, labour laws and other statutes relating to human resource management
  • Ensure good employee relations
  • Ensure bonding of public servants who proceed for training.
  • Provide Technical Support Human Resource Development Officers.
  • Undertake to revise HRD policies.
  • Ensure compliance with the Training Bond Policy.
  • Participate in the planning and implementation of sectional programme
  • Analyse the staffing levels and make proposals for succession planning
  • Analyse utilization of human resources and advising on proper deployment
  • Analyse staff progression and makes proposals for career development
  • Coordinate, up-dating and maintenance of the Human Resource Development database

  • Analyse Human Resource Management issues emanating from County ministries/ Departmentsand initiates appropriate action
  • Participate in the organization, monitoring and evaluation of training programmes


  • Kenyan Citizen
  • Bachelor degree in Human Resource Management/Development/Business Administration/ Education or any social science from a recognized institution in Kenya
  • Diploma/Post Graduate Diploma/ Higher National Diploma in Human Resource Management/ Personnel Management/ Labour Studies or equivalent and relevant qualification from a recognized institution.
  • Master’s degree in a relevant field will be an added advantage
  • Certificate in management course lasting not less than four (4) weeks or equivalent qualification from a recognized institution
  • Member of Human resource professional body
  • Certificate in Computer application skills from a recognized institution

  • Clearance from the Ethics and anti- corruption commission
  • Clearance from the CRB.
