Duties and
Responsibilities
- Ensure
correct interpretation and implementation of human resource regulations
relating to pensions, human resource information systems, labour laws and
other statutes relating to human resource management
- Ensure
good employee relations
- Ensure
bonding of public servants who proceed for training.
- Provide
Technical Support Human Resource Development Officers.
- Undertake
to revise HRD policies.
- Ensure
compliance with the Training Bond Policy.
- Participate
in the planning and implementation of sectional programme
- Analyse
the staffing levels and make proposals for succession planning
- Analyse
utilization of human resources and advising on proper deployment
- Analyse
staff progression and makes proposals for career development
- Coordinate,
up-dating and maintenance of the Human Resource Development database
- Analyse
Human Resource Management issues emanating from County ministries/
Departmentsand initiates appropriate action
- Participate
in the organization, monitoring and evaluation of training programmes
Qualifications
- Kenyan Citizen
- Bachelor degree in Human Resource
Management/Development/Business Administration/ Education or any social
science from a recognized institution in Kenya
- Diploma/Post Graduate Diploma/
Higher National Diploma in Human Resource Management/ Personnel
Management/ Labour Studies or equivalent and relevant qualification from a
recognized institution.
- Master’s degree in a relevant
field will be an added advantage
- Certificate in management course
lasting not less than four (4) weeks or equivalent qualification from a
recognized institution
- Member of Human resource
professional body
- Certificate in Computer
application skills from a recognized institution

purpose of complying with the provision of Chapter Six of the Constitution
- Tax
compliance certificates
- Clearance
from HELB where necessary
- Clearance
from the Ethics and anti- corruption commission
- Clearance
from the CRB.
- Certificate
of Good Conduct from the police
