Job Description
Duties and Responsibilities
Managerial Responsibility
- Co-ordinate
the design of financial aspects for all new projects/ programs and
agreements for approval;
- Coordinate
the general accounting and payables functions;
- Coordinate
budget costing activities in line with the set budget control policies, to
ensure effective and efficient utilization of funds within the Commission;
- Determine
budgetary constraints on financial expenditures on the Commission’s
budget, and make decision in line with the department’s strategy on
the allocation of funds;
- Supervise
the performance appraisal of staff that report to the position to ensure
the achievement of both individual and Commission goals;
- Ensure
finance functions are in line with the departmental objectives and
strategy; and
- Facilitate
the proper utilization, custody and maintenance of assets to ensure the
efficiency and effectiveness quality of service to the department and
reduce on the wastage of capitals provided.
Operational Responsibility
- Prepare
directorate’s budgets for the recurrent and operational votes and
quarterly expenditure forecast as a basis for discussions with the
National Treasury for release of funds;
- Prepare
proposals seeking funds for additional expenditures and reallocation of
voted funds during the year;
- Prepare
quarterly and monthly expenditure reports for review by management, to
provide information on the current usage of the Commission’s budget,
necessary for decision making on budget utilization;
- Compile
pending bills required for approval by management to ensure timely payment
in accordance to the financial department strategy;
- Participate
in the preparation of financial reporting policies to conform to the
existing government regulations;
- Prepare
cash requirement projections for authorization by management, to ensure
timely allocation of funds for the implementation of the commission
activities;
- Prepare
reports on public expenditure and for use by management to make
recommendations on how to improve the utilization of funds in the
Commission;
- Prepare
financial commitments, issue local purchase orders (LPOs) and Local
Service orders (LSOs),for timely payments and service delivery to the
Commission;
- Examine
the expenditure and financial commitments reports, to show the variances
on the budget for further review by management;
- Prepare
the income and expenditure reports to the controller of budget and the
National treasury, for transparency and audit purposes of the Commission;
- conduct
regular spot checks on the Commission’s budget control policies to ensure
adherence to the laid down procedures; and
- Analyze
each item in the departmental proposals as recommended by the budget
committee to project forecasts for the next financial year and ensure proper
allocation of funds;
Requirements
- Master’s
degree in Accounting or Finance or MBA (Accounting or Finance option);
- Certified
Public Accountant (CPA II )or Association of Chartered Certified
Accountant (ACCA or Chartered Financial Analyst (CFA) level II;
- A
Management Course lasting not less than four (4) weeks from a recognized
institution;
- Ten
(10) years of service , of which three (3) should be in a comparable
position from a reputable organization; and
- Meet
the requirements of Chapter Six of the Constitution of Kenya.
Remuneration Package:
Gross Salary: As per NPSC Salary
Structure
Terms of Service: Permanent and
Pensionable
Anual Leave: 30 working days per
financial year
