Job Description
Duties and Responsibilities
Strategy/ Policy Responsibilities
- Providing
leadership, advising senior management on ICT matters and supporting the
ICT governance system;
- Coordinate
the development of ICT policies, procedures and standards;
- Oversee
the designing of appropriate ICT architecture; putting in place quality
assurance systems, risk plans, disaster recovery procedures and business
continuity plans;
- Identifying
ICT outsourcing opportunities;
- Undertake
the development of the Commissions ICT budget and ensure budgetary control
and policies and procedures are adhered to;
- Undertake
the preparation of the Commission’s ICT status reports and ensure the
adherence to professional standards and guidelines;
- Coordinate
the review of ICT policies to incorporate emerging ICT trends for
efficient and effective service delivery;
- Ensuring
that the directorate delivers consistent, clear and high standards support
service that enhance their performance;
- Initiate
the development of new systems or modification of existing ones to enhance
effective and efficient service delivery; and
- Oversee
system analysis, design and programme specifications.
Managerial Responsibilities
- Planning
and coordinating the development of work programmes and the allocation of
staff resources;
- Managing
multiple and concurrent large, high-profile projects;
- Ensure
the provision of technical support to end users for all hardware and
software;
- Coordinate
the development of research on emerging technological issues;
- Provide
guidelines in the provision of technical support to end users for all
hardware and software;
- Identify
performance gaps and recommend proper training and deployment of all ICT
Officers in the Commission;
- Coordinate
Information Communication Technology procurement issues and ensure
effective utilization and management of ICT infrastructure; and
- Liaising
with user departments to ensure effective maintenance of Information
Communication and Technology equipment;
Requirements
- Master’s
degree in Computer Science or its equivalent from a
recognized institution;
- Professional
certifications in ICT such as Certified Computer Network Professional
(CCNP, CCNA, MCSE,MCSA,MCSD, Oracle Certified Database Administrator,
CISM/CISA or their equivalent qualification from a recognized institution.
- A
Management Course lasting not less than four (4) weeks from a recognized
institution;
- Membership
of an ICT professional body;
- Twelve(12)years’
experience of which three(3)should be in a comparable position from a
reputable organization; and
- Meet
the requirement of Chapter Six of the Constitution of Kenya
Remuneration Package:
Gross Salary: As per NPSC Salary
Structure
Terms of Service: Permanent and
Pensionable
Anual Leave: 30 working days per
financial year
Leave Allowance: As existing in the
Commission
Medical Cover: As existing in the
Commission
