Qualifications
·         served for a minimum period of fifteen (15) years, three (3) of which must have been in the grade of Deputy Commissioner for Refugees Affairs, CSG 6 or in a comparable and relevant position in the wider Public Service;

Responsibilities
·         formulating, implementing and reviewing refugee policies and programmes;
·         coordinating the implementation of the Department’s strategic plans and realization of its objectives;
·         providing advice on the care and welfare of refugees and the rehabilitation of refugee hosting areas;
·         issuance of refugee status determination, decisions and relevant protection related documentation;
·         overseeing the processing of applications for refugee status;
·         providing facilities and services for the protection of refugees and asylum seekers;
·         promoting durable solutions for refugees granted asylum in Kenya;
·         maintaining appropriate registration and documentation system for all refugees in Kenya;
·         ensuring that refugee economic and productive activities do not have a negative impact on the host communities, natural resources or the local environment;
·         recommending for prosecution of persons suspected of committing an offence under the Refugee Act 2006;
·         approving applications for people wishing to visit refugee camps; and facilitating safe return of Kenyans living in other countries as refugees

OCCUPATIONAL HEALTH AND SAFETY OFFICER (MEDICAL OFFICER) – SEVEN (7) POSTS                V/NO. 178/2019
Basic Salary Scale:  Ksh. 47,780 – Ksh. 82,330 p.m. (Grade CSG 8)
Terms of Service: Three (3) years contract, renewable subject to satisfactory performance
Qualifications
·         a Bachelor of Medicine and a Bachelor of Surgery (M.B; Ch.B.) degree from a university recognized in Kenya;
·         successfully completed one (1) year internship from a recognized institution; and
·         been registered with the Kenya Medical Practitioners and Dentists
Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities shall include:-
·         carrying out regular and systematic inspection of workplaces and employers’ records to ensure compliance with the provisions of the Occupational Safety and Health Act, Work Injury Benefits Act and all applicable subsidiary legislations;
·         undertaking investigation of accidents, dangerous occurrences and occupational diseases and recommending remedial measures;
·         instituting legal proceedings in cases of contraventions of the Occupational Safety and Health Act and Work Injury Benefits Act;
·         monitoring, evaluating and controlling of environmental hazards in the workplaces;
·         processing of application for registration of work places and employers under Occupational Safety and Health Act and Work Injury Benefits Act respectively and processing of work injury benefits claims;
·         carrying out medical examinations;
·         documenting the presence and use of first aid services and occupational health in the workplace, manning occupational health clinics;
·         carrying out counseling services on basic occupational health issues;
·         carrying out Research on Occupational Safety, Health and Hygiene;
·         developing and maintaining Occupational Safety and Health information for dissemination; and participating in setting Occupational Safety and Health standards for control of accidents, dangerous occurrences and ill health.

OCCUPATIONAL HEALTH AND SAFETY OFFICER – FIFTY SEVEN (57) POSTS – V/NO. 179/2019
Basic Salary Scale:  Ksh. 37,070 – 49,950 p.m.  (Grade CSG 10)
Terms of Service:     Three (3) years contract, renewable subject to satisfactory performance
Qualifications
·         A Bachelor of Science degree in any of the following disciplines- Nursing, Occupational Safety and Health, Chemistry, Physics, Zoology, Biochemistry, Engineering, Computer Science, Environmental Science, Production Technology or equivalent and relevant qualification from a university recognized in Kenya; and
·         Been registered by the relevant professional body (where applicable).
Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities shall include;
·         compiling information on safety and health hazards;
·         maintaining statistics on accidents, dangerous occurrences and occupational diseases;
·         processing applications for registration of work places and employers under Occupational Safety and Health Act and Work Injury Benefits Act respectively;
·         processing work injury benefits claims;
·         preparing workers for medical examination;
·         documenting the presence and use of first aid services and occupational health in the work place;
·         carrying out counseling services on basic occupational health issues; and
·         training on occupational safety and

·         carrying out inspections on Industrial Plants, Machinery, Electrical Installations, building construction and works on construction; and

LABORATORY TECHNOLOGIST III – TEN (10) POSTS – V/NO. 180/2019
Basic Salary Scale:  Ksh. 24,580 – Ksh. 32,760 P.M.  (Grade CSG 12)
Terms of Service: Three (3) years contract, renewable subject to satisfactory performance
Qualifications
·         a Diploma in any of the following fields:- Applied Sciences (Chemistry, Analytical Chemistry, Industrial Chemistry, Biology), Food Science and Technology or Medical Laboratory Technology from a recognized institution;
·         a registration Certificate issued by the Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB); and
·         a valid practicing license from Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB).
Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer. Duties and responsibilities will include:-
·         decontaminating working benches;
·         receiving and scrutinizing laboratory requisition forms and specimens for accuracy;
·         preparing clients for collection of specimens;
·         receiving, collecting, labeling and registering specimens;
·         disaggregating specimens for processing and analysis; and performing routine diagnostic tests

RADIOGRAPHER III – FOUR (4) POSTS – V/NO. 181/2019
Basic Salary Scale:  Ksh. 24,580 – Ksh. 32,760 P.M. (Grade CSG 12)
Terms of Service: Three (3) years contract, renewable subject to satisfactory performance
Qualifications
·         a Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C (plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences and C- in Mathematics; and
·         a Diploma in any of the following: Diagnostic Radiography/Medical Imaging Sciences, ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography, Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its equivalent and relevant qualification from a recognized institution.

·         processing, verifying and maintaining information relating to patients; and

AUDIOLOGY TECHNOLOGIST III – SIX (6) POSTS – V/NO. 182/2019

Terms of Service: Three (3) years contract, renewable subject to satisfactory performance
Qualifications
·         a Diploma in Audiology, Clinical Audiology, Public Health Otology or equivalent and relevant qualification from a recognized institution; and
·         a membership to the Kenya Society of Audiologists
Responsibilities
This is the entry and training grade for this cadre. An officer at this level will work under the guidance and supervision of a senior officer.
Duties and responsibilities will include:-
·         conducting behavioral, electroacoustic and electrophysiological measures on hearing and balance;
·         undertaking hearing aid selection, fitting and evaluation;
·         taking ear impressions;
·         conducting clinical vestibular assessment and interpreting results;
·         educating clients on the use, care and maintenance of hearing aids and accessories;
·         carrying out vestibular rehabilitation for patients with hearing and imbalance disorders; and
·         collecting and compiling audio logical data

Qualifications

Responsibilities
This is an entry grade for this cadre. An officer in this grade will be required to work under the supervision and guidance of a more experienced officer. Duties and responsibilities shall include:-
·         performing a wide variety of Kenyan Sign Language (KSL) interpretation in a variety of settings which includes all departments, staff meetings, field trips, workshops, trainings, seminars, conferences, and events, and other organizational settings;
·         obtaining and reviewing the material containing the information to be interpreted and conduct research on technical information or complex information to gain an understanding of what will be interpreted;
·         promoting direct communication between the Deaf, Deaf blind, Hard of hearing and others;
·         interpreting sign to voice in the manner in which the expression is presented;
·         maintaining confidentiality as required by State Department and the Sign Language Interpreter code of conduct;

·         a Bachelor’s degree in Counselling Psychology, Psychology (Counselling), or equivalent qualification from a university recognized in Kenya;
·         OR
·         a Bachelor’s degree in any of the following disciplines: Clinical Psychology, Occupational Psychology, Education Psychology, (Guidance and Counselling), Social Psychology, Sociology, Social Work from a university recognized in Kenya Plus a Diploma in Counselling Psychology or equivalent qualification from a university recognized in Kenya;
·         a Masters degree in Counseling Psychology, Psychology (Counselling) or equivalent qualification from a university recognized in Kenya;

 Responsibilities
·         Duties and responsibilities at this level will include:-
·         formulating, implementing and reviewing, psychological counseling Policies, strategies and standards;
·         promoting innovations and creativity to improve psychological counseling services and address emerging issues;
·         providing technical advice on psychological counselling services and care in areas of specialization such trauma, HVCT, drug addiction, child, adolescent and adult counselling, HIV and AIDS, psychological, family and workplace counselling;
·         promoting partnerships and collaborations with other stakeholders in the provision of psychological counselling services;
·         providing guidance on psychological counselling therapeutic and treatment plans;
·         managing client referrals to specialists or other institutions for non-counselling services;
·         liaising with other professional stakeholders on psychological counselling issues and information sharing to promote health care; and
·         ensuring development and administration of psychological counselling tools and tests for clients’ assessment.

CHIEF STATE COUNSEL – NINE (9) POSTS  V/NO.194/2019
Basic Salary Scale Ksh.132, 000 – 195,41 (Grade CSG 5)
Terms of Service: Permanent and Pensionable or Local Agreement
Qualifications
·         a minimum service period of fifteen (15) years, one (1) of which should have been in the grade of Deputy Chief State Counsel, CSG 6 or in a comparable and relevant position in the wider public service;
·         a Bachelor of Law degree (LLB) from a university recognized in Kenya;
·         a Post Graduate Diploma in law from the Kenya School of Law;
·         been admitted as an Advocate of the High Court of Kenya; and
·         demonstrated professional and administrative competence
Note: Possession of a certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution; and a Masters degree in Law or relevant Social Science from a university recognized in Kenya will be considered as an added advantage.
 Responsibilities
An officer at this level will be deployed to head either a Legal Department/Divisions/Regional Offices within the Office of the Attorney General and Department of Justice or to any Government Ministries/State Departments. Duties and responsibilities at this level will include:-
·         administration of civil registry, allocation of case files, legal advice to and undertaking litigation on behalf of National and County governments, undertaking arbitrations, asset-tracing and recovery/debt collection;
·         drafting and reviewing complex documents, contracts and international agreements;
·         drafting of complex bills and subsidiary legislation;
·         providing legal advice and opinions to Ministries/State Departments and State Corporations;
·         preparation of statutes for revision and publication of the annual supplement to the Laws of Kenya;
·         overseeing and coordinating administration of Estates and Trusts in Head Office as well as Regional offices;
·         oversee and co-ordinate legal functions, property management and conveyance and co-ordinate Ex-Officio Agents;
·         carrying out in-house settlement of disputes;
·         prosecuting matters before the Disciplinary Tribunal and handling alternative dispute resolution;
·         undertaking duties of an Official Receiver or Deputy Registrar;
·         supervision of registries including companies, business names, societies, coat of arms, marriages, divorce and adoptions;
·         signing of statutory documents and issuing gazette notices;
