PROCUREMENT OFFICER III- CAKSB 6


Applications are invited from suitably qualified candidates to fill the position of Procurement
Officer III in the County Assembly of Kiambu.
Responsibilities
The officer at this point shall be responsible to Principal Procurement Officer and will undertake
the following responsibilities;

·          Processing of approved requests of goods, services and works from the user
department to ensure that needs are met;
·         Ensure that the right specifications of goods and services are acquired by researching
and also working hand in hand with the user department;
·         Generate quotations from the approved requisitions and specifications to identify the
appropriate supplier;
·         Expedite the quotation process by observing the time lines and also participate in the
opening and evaluation of the same;
·          Prepare quotation analysis and evaluate for checking and approval;
·          Assist in Carrying out market surveys for specific Supply Chain Managements to realize value for money;
·         Inventory and stock control;
·         Assist in Preparing Frameworks for specific items to reduce the constraints of daily
and weekly purchases; and.,
·         Any other duty as may be assigned by the supervisor.
Qualifications
For appointment to this grade a candidate must have;
·         Three (3) years’ relevant experience in Public Service;
·         Knowledge of the IFMIS system
·         Bachelor’s degree in Business Administration (Procurement and Supplies Chain Management Option),
·         Procurement and Supplies Management or any other relevant degree from a university recognized in Kenya.
·         Be a registered member of the Kenya Institute of Supplies Management (KISM) or
·         Certified Institute of Purchasing and Supplies (CIPS);
·         Proficiency in computer applications; and,
·         Shown merit in job performance;

FISCAL ANALYST III- CAKSB 6
Applications are invited from suitably qualified candidates to fill the position of Fiscal Analyst III in the County Assembly of Kiambu.
Responsibilities
·         The officer at this point shall be responsible to Senior Fiscal Analyst and will undertake the
following responsibilities;
·         Collect and collate budgetary and economic information on various sectors in order to
undertake budget analysis to aide Members of County Assembly in making informed
decisions on budget matters;
·          Maintain relevant statistics on the County Government expenditure to assist Members to track, compare, predict and make informed policy on allocation and utilization of public resources;
·         Analyze and deliver budgetary reports/briefs on key budget;
·         Carry out strengths and weaknesses of County Government policies relating to allocation and utilization of resources to curb wastage in resource allocation and give alternative scenarios to assist the Assembly to check on the Executive;
·         Assist Members undertake community score card in the county to assess the impact of County government service delivery to the citizens;
·         Assist Members undertake Budget Public hearings in line with Article 201 of the Constitution and Section 10(2) of the Public Finance Management Acton public participation;
·         Carry out independent analysis (on financial implications) on Petitions presented to either of the Houses of Parliament in order to assist the House make informed decisions on issues raised in the Petition; and,
·         Give technical support to the Budget Committee during the processing of Budget estimates and Budget Policy Statement to enable the Committees prepare their reports on budget.
·         Any other duty allocated by the Supervisor.
Qualifications
For appointment to the grade of Fiscal Analyst III, an officer must have:
·         Three (3) years’ relevant experience;
·         A Bachelor of Economics/Finance or any relevant degree from a recognized university;
·         Holder of CPA Part II and above
·         Team player with good communication and interpersonal skills; and,
·         Have a good background of Public Finance.

PRINCIPAL COMMUNICATIONS AND PUBLIC AFFAIRS OFFICER (CAKSB 10)
Job Description
Applications are invited from suitably qualified candidates to fill the position of Principal Communications and Public Affairs Officer in the County Assembly of Kiambu.
Responsibilities
The officer at this point shall be responsible to Director Administrative Services and Human Resource and will undertake the following responsibilities;
·          Coordinating public relations and media related meetings;
·         Coordinating public relations related activities including publishing of magazines,
brochures, handbooks, flyers, news bulletins CDs etc; write, edit and arrange the
publications;
·         Coordinate updating of the County Assembly website in liaison with the ICT
Department;
·         Coordinating programs/events among them outreach programs and public participation;
·         Coordinating, accompanying and receiving all visitors and delegations to and from the County Assembly ensuring all protocols issues are observed;
·         Preparing press releases, arrange interviews with journalists;
·         Coordinating the County Assembly Broadcast Unit on broadcast/media aspects;
·         Assist in developing communication strategies;
·         Monitor public opinion regarding the Assembly;
·         Communicate and Present arguments on behalf of the Assembly in liaison with the Clerk’s Office;
·         Assist in preparing organizational documents such as annual reports, corporate profiles
and submissions, cost budgets;
·         Write speeches, prepare visual aids and make public presentations;
·         Oversee production of audio-visual materials;
·         Conduct internal PR/Communication courses, workshops and media training;
·         Assist to Develop and manage brand identity;
·         Procure sponsorship deals in liaison with the Clerk;

·         Liaison between the organization and other government and Non – Governmental;
·         Coordinate all Corporate Social responsibility (CSR); and,
·         Any other duty allocated by the Supervisor.
Qualifications
·          Have Bachelor’s degree in Communication studies, Mass Communication, Public
Relations or any Social Science;
·         Have satisfactorily served as Senior Public Relations Officer or Media Liaison for a
minimum period of three (3) years;
·         Hold Certificate of membership from the Public Relations Society of Kenya (PRSK);
·         Must demonstrate administrative management skills and sound knowledge of media,
design works, public relations and communication ability;
·          Excellent communication skills and good command of English and Kiswahili;
·         Be competent in use of IT as a working tool; and,
·         Relevant Education, Experience and Knowledge as determined by CAKSB.

DIRECTOR FINANCE AND ACCOUNTS (CAKSB 11)
Job Description
Applications are invited from suitably qualified candidates to fill the position of Director Finance and Accounts in the County Assembly of Kiambu.
Responsibilities
Provision of the Accounting and Finance services, including:
·         Provide leadership on the strategic and policy direction for the directorate in order to
ensure efficient service delivery and adherence to existing laws;
·          supervise preparation of the Budget for the Assembly;
·          Offer advisory services to the board on the strategic direction in all matters relating to
finance and Accounting;
·         Supervise preparation of the quarterly and annual reports to ensure compliance with the
PFM Act 2012;
·          Review expenditures for the Assembly to ensure they are within the budget as required by
the PFM Act 2012;
·         Link the County Assembly with Treasury to ensure exchequer requests are met and
government financial policies are effectively implemented by the Assembly;
·         Formulation, interpretation and application of Accounting and Finance policy, procedures, rules and regulations;
·         Giving guidance and exercising control in all financial matters of the Assembly;
·         Overall preparation of CAKSB budget;
·         Issuance of Authority to Incur Expenditure (AIE) to units;
·         Planning and monitoring the programmes and projects of the Assembly;
·         Evaluation of financial implications of major policy changes;
·         Coordination of donor funding for the Assembly;
·         Any other duty as may be directed by the Clerk of the Assembly.
Qualifications
·         For appointment to this grade, an officer must have satisfactory served as a Principal
Accountant/Finance/ Officer CAKSB 10 for a minimum period of three (3) years;
·         Be in possession of either a Bachelor of Arts Degree in Economics; Bachelor of
Commerce (Finance/ Accounting Option); or other relevant discipline from a recognized
university;
·          He/ she must have demonstrated professional competence either in financial management;
Accounting or Economics;
·          Knowledge of the IFMIS system
·          Master’s degree is an added advantage;
·          CPA Finalist or such other equivalent qualifications;
·          Member of ICPAK in good standing;
·          Holder of a strategic leadership course certificate from a recognized Institution; and,
·          Relevant education, experience and knowledge as determined by the CAKSB
