Job Description
Plan International seeks an outstanding Country Project Manager **Contingent on proposal award** to manage effective implementation of the anticipated Supporting the Africa Led Movement to End FGM Programme in Kenya and delivery results as per the log frame within their country of responsibility.
The project will focus on accelerating the pace of change to end FGM and achieving results at scale. The programme looks at achieving change at scale in the chosen countries, but also reinforcing this with a more global approach to grassroots networks and campaigns/advocacy. The programme will deliver community-level projects to end FGM by changing attitudes and behaviours towards harmful practices, empowering communities to protect the safety, rights and choices of women and girls.
Responsibilities
The role of the Project Manager will be to:
·         Provide leadership across programme implementation of country operations and contribute to development of strategic vision by the Team Leader
·         Ensure the project is delivered in line with agreed timescales and budget, including putting in place mechanisms for effective project start-up
·         Foster good cross-consortium working relationships and coordinate with in-country consortium partners to ensure high quality project activities are consistently delivered against the project workplan and to donor agreed milestones
·         Ensure that all delivery partners are aware of, and compliant with, donor and Plan standards
·         Support the development of costed annual workplans, ensuring budget forecasts and spend monitoring are carried out on a regular basis
·         Oversee the consolidation and submission of quality country level project reports to time, and in line with agreed governance structure
·         Coordinate with relevant donor-funded projects in their relevant area of operations to ensure complementarity of delivery
·         Engage effectively with key national, regional, and community stakeholders, including government, donors, civil society, service providers, and academic institutions to ensure smooth delivery of the programme and dissemination of learning
·         Liaise with CO staff and coordinate their contribution to project delivery according to costed contributions
·         Liaise with Programme Technical Lead and Safeguarding Advisor to ensure that technical quality standards and mechanisms are in place and applied to high consistency across programme implementation within their area of responsibility
·         Liaise with Plan Finance and reporting structures to ensure that optimal procurement and finance systems are in place, ensuring that DFID`s Value for Money (VfM) approach is applied across all aspects of the project
·         Ensure there is a robust and effective monitoring, evaluation, and adaptive learning process in place; and that there is effective coordination with a third party-managed Evaluation & Data Component of the Programme
·         Lead recruitment of new staff as and when required with Plan UK and Country Office HR teams
·         Represent the project externally at national level, as needed and agreed by matrix management supervisors
·         Ensure that Plan International`s global policies for Child Protection (CPP), Safeguarding, and Gender Equality and Inclusion (GEI) are fully embedded across all project activities
·         Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.
Technical expertise, skills and knowledge
·         Advanced degree in a relevant field, for example, Gender Studies, Gender and Development, Development Studies, or Sociology
·         Qualifications in Project Management and/or Prince2 an advantage
Qualifications
·         Experience in managing DFID commercial contracts with a demonstrated applied knowledge of DFID procedures and Payment by Results Programming would be an advantage
·         Extensive experience in managing complex, donor-funded programmes in challenging environments, including building capacity of implementing partner organisations
·         Demonstrable leadership and people management skills;
·         Consortium management experience with or working through partners;
·         Applied technical knowledge in thematic areas of FGM, Social Norms, or Gender, which could include managing FGM-focused projects or acting as a technical expert
·         Advanced report writing skills
Desirable
·         Knowledge of current trends in addressing social norms, FGM prevention and innovations related to addressing harmful traditional practices
·         Demonstrable applied knowledge of Adaptive Management programming an advantage
·         Experience in implementing behavioural change programming models would be an advantage
·         Strong relationships with sector specialists and relevant government offices
·         Proven ability to represent the programme to a variety of audiences, ranging from civil society, government representatives, donor, and community representatives

Job Description
Based on prioritisation, the LKM Advisor will be a support the Program Units, Technical advisors and the Business Development teams to harness information and package it for learning and for communication purposes. The support will extend to the ongoing work on the Country Strategy where the position holder will work closely with the MERL and programme teams to finalise the learnings from an on-going Child Rights Situation Analysis so as to inform development of the Country Strategy.
NB: This is a Short Term Assignment. The contract will run up to June 30, 2020 and may be renewed subject to availability of funds
Responsibilities
Lead in developing protocols for learning and knowledge management in the organization  – 35%
·         Develop Knowledge management strategy, including systems for capturing and developing knowledge from staff and stakeholders/partners from communities we work with;
·         Define the LKM portfolio and develop the necessary operating procedures for the various learning processes;
·         Develop the necessary tools for institutionalization of LKM in the organization.
Support documentation of specific project learning pieces 35%
·         With support for the project teams, document the ongoing and final learnings and elaborate on capacity briefs for specific projects;
·         Put together case studies, information, including developing and disseminating in-depth case studies for target flagship projects and innovations Plan Kenya is implementing.
Capacity development 2 0%
Build capacity of the MERL and programme staff in documentation of learnings and best practices;
Support development and publishing learnings in relevant platforms.
Support development of the Country Strategy 10%
·         Contribute to strategic review, planning and strategy development;
·         Provide support in facilitating the learning forums to help build consensus on the strategic options.
·         Technical expertise, skills and knowledge
Qualifications
·         Bachelor’s Degree in Linguistics, Information Science, Communication Studies and related. A relevant Master’s Degree is preferred.
·         Minimum of 7-9 years of experience in providing technical assistance in Learning, operation research and Knowledge Management preferably in public health projects, including in building capacity
·         Solid experience in program design, Learning, Knowledge Management and operation research.
Desirable
·         Solid experience in the design, implementation and reporting of research and evaluation studies
·         Excellent computer skills, with knowledge of necessary analytic software applications (qualitative, such as Nvivo, and Atlas.ti)
·         Interpersonal and teamwork skills
·         Participatory methods and safeguarding standards, particularly when working with vulnerable women and children

Job Description
While overall accountability of risk management sits with the Country Management Team (CMT), the position holder acts as an extra line of defence to the Country Director (CD) and CMT. She/he measures and test systems, procedures, policies, and controls to ensure they facilitate the achievement of overall goals and objectives of the organisation. The position is required to benchmark risk and compliance standards and procedures against like-minded entities. S/he is a member of the Country Management Team (CMT), providing high-level, strategic contribution to the leadership of the organization.
The position involves a high degree of complexity in resolving a wide range of challenges. Most challenges typically occur while developing effective and efficient systems, internal controls, policies and procedures and testing their compliance by staff and sometimes dealing with issues of sensitive nature.
Responsibilities
Risk Management (30%)
·         Ensuring training and support of staff in the development of key control standards and to strengthen risk management and compliance
·         In consultation with the CD, ensures that the CMT reviews the risk register and follows through the implementation of the recommended actions in a timely manner.
·         Monitoring the progress of completion of actions and recommends to the CD if further action is required.
·         Providing quarterly reports to the CMT on risk exposures, effectiveness of mitigating actions and make recommendations.
·         Continually follow-up the timeliness and effectiveness of management’s actions on the recommendations contained in the risk register and provide regular updates to the CMT on progress of implementation of actions.
·         Ensuring capacity building and strengthening risk management and compliance for Plan International.
·         Supervising Risk and Compliance staff on varied audit engagements.
Internal Control Reviews (20%)
·         Assigning internal audit resources in collaboration with other lines of defence to ensure effectiveness and efficiency in risk compliance and management.
·         Appropriately define audit scope, objectives and approach for each audit engagement.
·         Engaging with key stakeholders in planning and delivery of the internal audit processes and procedures
·         Enforcing a thorough understanding and application of Plan International’s policies and procedures by testing compliance with or suitability of policies.
·         Perform and/or supervise audit engagements that encompass governance, risk management and internal control assessments to ensure set deadlines are met.
·         Document process flows and walk through testing during audit engagements and in accordance with the internal audit methodology.
·         Collaborating with audit clients/stakeholders to analyse and conclude on the design and operational effectiveness and efficiency of the control environment and activities and develop innovative recommendations for correcting unsatisfactory conditions, improving ways of working and achieving value for money.
·         Developing and maintaining effective communication protocols with key clients and stakeholders specific for each audit engagement.
·         Manage and review the audit work papers and ensure electronic files are in accordance with the Internal Standards.
·         Quality control on external audit processes and reports before submission to National Offices and/ or donors.
·         Monitoring to ensure timely implementation of audit recommendations and management remedial actions. This includes re-testing and timely escalation of unresolved matters where appropriate.
Legal (20%)
·         Ensuring that Plan International management team both in Kenya and Global Hub receive timely, appropriate, professional legal advice and comply with legal requirements.
·         Ensuring an updated Risk and Compliance system including progress of all litigation matters involving Plan International Kenya.
·         Ensuring quarterly submission of legal sign off for all cases in the Risk and Compliance system and follow up for quarterly approval by the CD.
External Grant Audit Review and Partnerships (20%)
·         Ensuring compliance of grant management activities with key controls contained in the grant management guidelines of Plan International Kenya & donor regulations
·         Overseeing tracking and recording of Grants and Donor audits’ schedules and ensure audits are done within agreed timelines and reports issued to the donors within stipulated time.
·         Ensuring proper records of all donor grants audit and internal assessment reports
·         Ensuring periodic pre-audits on grants are carried out prior to the donor audits so that matters arising are addressed in a timely manner.
·         Reviewing due diligence reports prepared by the grants team and provide feedback on the suitability of the partner.
·         Assessing compliance with the partnership guidelines of Plan International Kenya
Fraud Risk Management & Ethics (10%)
·         Monitoring and supporting the implementation of the Anti-Fraud Policy anchored on zero tolerance to fraud.
·         Conducting Ad Hoc and investigative assignments where required in line with the stipulated methodology and Counter Fraud Unit timelines.
·         Overseeing capacity building that ensures that there is adequate knowledge awareness among staff members on matters to do with risk management, fraud, internal controls and global management standards.
·         Disseminating of conflict of interest, anti-fraud, anti-bribery and anti-corruption policy.
Reporting (10%)
·         Preparing annual risk and compliance audit plan including budget.
·         Ensuring audit reports are timely, factual and concise and provide practical recommendations for areas requiring improvement.
·         Preparing quarterly briefings and other reports as requested from time to time for the Country Management Team.
·         Overseeing regular updating of the Risk and Compliance Information System with key risks, controls and actions.
Other duties assigned from time to time (10%)

Qualifications
·         Bachelors degree in Accounting, Management or any other relevant degree. A Masters degree is desirable
·         Full Professional qualification i.e. CPA (K) and must be registered by ICPAK or equivalent professional bodies
·         At least eight years’ relevant experience five of which are at a senior level, gained in a closely related field;
·         Knowledge of auditing and assurance practices and policy issues as they relate to risk management in Kenya
·         Ability to prepare and present concise oral and written reports
·         Fluent in English and Swahili
