Principal Accountant

Responsibilities
The duties and responsibilities of the officer will entail:-
·         Consolidating and revising budget as per guidelines issued by the National Treasury and the Parent Ministry;
·          Checking and approving expenditure and payments and sign bank instructions/cheques;
·         Presenting financial reports to the Council and advice on financial implications and consequences of management/business decisions;
·         Developing and reviewing financial policies and procedures to enhance internal controls;
·          Ensuring compliance with relevant laws, regulations and procedures in management of financial resources;
·         Reviewing and ensuring timely submission of annual report and financial
statements;
·         Ensuring the Council’s liquidity position is appropriate and liaise with the Parent Ministry and Treasury for release of allocated funds;
·         Reviewing of audit queries and implementing corrective actions;
·          Developing and implementing effective processes in the finance unit to ensure seamless flow of service delivery. Such processes include but not limited to budgetary process, analysis and reporting;
·         Developing short term, medium- and long-term revenue and expenditure
framework;
·          Ensuring compliance with various requirements of government agencies
and statutory institutions as set out in various circulars and legislations;
·         Controlling the Council’s Finances to ensure that they are utilized in a
lawful and efficient manner.
·          Planning and determining cash flow needs, forecast and establish cash flow
trends of the Council.
·          Preparing the annual budget execution reports, quarterly financial
statements for programme and operational budgets;
·         Preparing Council and management financial reports;
·          Liaising with the parent Ministry for GOK’s Grants and development
partners’ funding;

Principal Legal Officer

Responsibilities

·         Providing legal advice to the Council
·          Drawing up contracts, agreements and other legal documents;
·         Undertaking research on different information to ensure that the Council is acting in accordance with all applicable laws;
·          Preparing Quarterly Legal Reports;
·          Preparing Council Resolutions, Action Points, Council Reports and Council Minutes;
·         Identifying legal and compliance risks and issues relative to the Council’s intended actions;
·          Managing the risk exposure of the Council by ensuring compliance with all relevant statutory and regulatory requirements;
·         Liaising with external lawyers on all cases filed against the Council to ensure instructions, witnesses and statements are procured on time;
·          Working with external lawyers to initiate lawsuits or to formulate a defence, to gather evidence in legal proceedings involving the Council and rendering
general advice relating to any legal proceedings involving the Council; and
·          Representing the Council in litigation matters.
·         Ensuring timely compliance with rules and regulations affecting the Council,
including the Code of Conduct and Ethics;
·          Attending to all legal matters of the Council including advising, vetting and
drafting of legal agreements in relation to the Council’s operations;

·         Assist in ensuring compliance with regulations and policies safeguarding youth against abuse and manipulation in liaison with other relevant institutions.
·         Assist in data collection on compliance by institutions on government policies on youth empowerment opportunities.
·         Liaising with the relevant agencies to ensure youth benefit from the empowerment opportunities
·         Assist in establishing and maintaining a database on all existing policies, legislations affecting the youth
·         Assist in following up on implementation of existing policies.
·         Assist in following up on the implementation of guidelines that protect the youth against any form of abuse or manipulation and ensure compliance;

Senior Internal Auditor

Qualifications

·         Have a Bachelors Degree in Commerce, Business Administration, Business Management (Accounting Option) or equivalent qualification from a recognized Institution;
·         Have a Masters Degree in Commerce, Business Administration, Business Management (Accounting Option) or equivalent qualification from a recognized Institution; is an added advantage
·         Have a minimum of four (4) years work experience in auditing
·         Have a certificate in CPA(K) or its equivalent.
·         Certificate in Supervisory Skills not lasting less than two (2) weeks;

·         Coordinating the internal audit risk identification, assessment and mitigation;

·         Reviewing all the Audit Working Papers (AWPs) to ensure that the audit evidence gathered supports the audit findings as documented;

·         Conducting audits to assess the effectiveness of Internal Controls, accuracy of financial records and efficiency of operations;

Principal Registration & Coordination Officer

Qualifications
For appointment to this grade, a candidate must:
·         Have Bachelors’ degree in Statistics, Economics, Arts or any other related course from a recognized institution.
·         Have Master’s degree in the fields above or equivalent qualifications from a recognized institution will be an added advantage;
·         Have a minimum of five (5) years relevant work experience
OR
·         Have served in the grade of Senior Registration and Coordination Officer for a minimum period of three (3) Years;
·         Be a member of a relevant professional body and in good standing;
·         Have a Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
·         Have demonstrated professional and administrative competence as reflected in work performance and results;
·         Knowledge in ERP system will be an added advantage;
·         Have proficiency in computer application skills; and
·         Fulfill the requirements of Chapter six of the Constitution.

Responsibilities
The duties and responsibilities of the officer will entail: –
·         Coordinating the activities of the department;
·         Overseeing development of policies, strategies regulations and guidelines for regulation and coordination of activities and initiatives relating to youth
·         Identifying, establishing and maintaining a database for all youth group, youth focused community-based organizations, NGOS, and civil societies. movements and other organizations undertaking activities and initiatives relating to youth;
·         Regulation and coordination of activities and initiatives relating to youth and being undertaken by youth groups, youth focused community-based organization, non-governmental organization, civil society, movements and other organizations;
·         Establishing and maintaining a database on all existing policies and legislations affecting the youth;
·         Lobbying for review where necessary of existing policies & strategies and legislation on issues affecting the youth;
·         Facilitating the periodic review of the national youth policy in line with other government policy statements;
·         Identify existing forms of abuse and manipulation for youth to inform policy decisions.
·         Initiate the formulation of operational guidelines that protect the youth against any form of abuse or manipulation;
·         Developing programmes that will provide and promote leadership to the youth sector and on all youth serving civil societies;
·         Spearhead monitoring, evaluating and reporting on the efficiency of the registration and coordination process;
·         Development of Departmental Work plan and Budget;
·         Prepare periodic reports.

Assistant Research Analyst

Qualifications
For appointment to this grade, a candidate must:
·         Have a Diploma in any of the following disciplines: – Survey, Planning, Economics/Statistics, Business Administration/Management, Education, Sociology, Political Science, Development Studies or any other equivalent qualification from a recognized institution; and
·         Have a Bachelor’ Degree in any of the following disciplines: – Survey, Planning, Economics/Statistics, Business Administration/Management, Education, Sociology, Political Science, Development Studies or any other equivalent qualification from a recognized institution will be an added advantage;
·         Have two (2) years relevant work experience in public or private institution
·         Proficiency in computer application skills.
·         Fulfill the requirements of Chapter 6 of the Constitution.

Responsibilities
The duties and responsibilities of the officer will entail:-
·         Assist in research needs assessment and priorities;
·         Assist in maintaining a database of institutions for collaboration on research and development issues;
·         Assist in identification of funding agencies for research on the Council activities;
·         Assist in drafting data collection instruments;
·         Assist in maintaining an inventory and documentation of relevant research; and administering instruments, collecting, collating, and processing statistical data.
