HTS Program Officer


Responsibilities
·         To oversee the planning and implementation of HTS strategies at selected health facilities
·         To ensure the Provider-initiated HIV Testing and Counselling is offered at all service points (inpatient, outpatient, MNCH and clinics) at selected health facilities
·         To oversee planning and implementation of high yielding HTS strategies in selected health facilities

·         To provide supportive supervision, mentorship, coaching, on-the-job training, off-site orientation, dissemination of guidelines and standards, implementing quality improvement initiatives at selected health facilitates
·         To oversee the planning and implementation of HIV testing services for families and sexual partners/contacts of people living with HIV (Family and Partner Testing and Counselling [FPTC]) at –selected health facilities
·         To implement strategies for referrals and linkages of newly diagnosed HIV infected clients between HTS points and the HIV clinics (CCC), at selected health facilities
·         To implement internal and external quality assurance measures for HIV testing services, at selected health facilities
·         Assist with other programmatic and administrative duties as required for successful implementation of HTS activities at selected health facilities
·         Provide technical support for HTS activities, monitoring, reporting, evaluation and documentation in a timely manner
·         Work with SCHMT to ensure successful transference of mentorship, technical support and support supervision to HTS providers at selected health facilities.
Qualifications
·         Diploma in Nursing, Medical Laboratory Sciences, Public Health, Community Health, Sociology, or equivalent health related field.
Required Experience
·         At least two years’ experience in implementing a HIV program, preferably HIV testing services.
Other Required Skills
·         Demonstrated track record of providing mentorship and supervision for strengthening HTS services and training in quality improvement approaches
·         Training in HIV/AIDS prevention, care and treatment including HIV Testing
·         Proficiency in Microsoft Office packages for report writing and presentation
·         Excellent interpersonal skills; ability to work well with others and to develop and maintain relationships
·         Ability to identify problems, design interventions and oversee their implementation
·         Excellent oral and written communication skills in both English and Kiswahili
·         Ability to train and mentor others
·         Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform

Step & Evaluation Assistant
Responsibilities
·         Review STEP applications and coordinate placement of candidates in research or clinical electives at FACES
·         Collect travel details/documents, PreTrip forms, insurance/emergency contact information, and liability waivers from each participant and share with relevant parties as needed
·         Assist participants with their KEMRI letters to request approval to visit and submit to appropriate contacts at KEMRI
·         Provide guidance and assistance to STEP participants in obtaining appropriate internship, research, or special passes from the Kenyan government
·         Maintain listings of hotels and short- and long-term housing options and assist with organization/negotiations prior to arrival as needed
·         Retain contacts of taxis, tuk tuks and other public transportation options to help ease movement of students
·         Coordinate logistics of each participant’s elective including arrival and orientation with the appropriate FACES visitor liaisons and clinical staff
·         Monitor STEP participants’ schedule of mentorship and orientations
·         Register all students with the National Industrial Training Authority (NITA) as soon as they arrive and ensure the HR STEP participants’ file is updated
·         Act as point person for all STEP participants for support, emergency response, and general assistance with adjustment
·         Schedule periodic feedback sessions with current STEP participants and mentors including a final evaluation for continued program improvement
·         Solicit consent and compile photos and experience posts from STEP participants for FACES website
·         Work with STEP data clerk to ensure all evaluations are collected, submitted, and collated into a biannual report on STEP performance – address feedback as needed
·         Review STEP orientation manual quarterly and revise/update as needed
·         Routinely update STEP contacts and emergency SOP
·         Collect information on FACES sites available to host clinical electives and establish Memorandum of Understanding with the various Sub-county MOH officials and medical superintendent
·         Collect volunteers, attaches and interns needs and post volunteer opportunities
·         Liaise with coordinators to request and fill volunteer ,attachment and interns positions
·         Review volunteer ,attachment and interns applications
·         Coordinate volunteer ,attaches and interns placement within candidates and site staff
·         Develop and maintain volunteer, attaches and interns orientation materials
·         Orient volunteers to their placement and/or work with coordinators on the same
·         Develop and maintain matrix of volunteers, attaches and interns (names, contact, posting, duration, scope)
·         Liaise with the ICT department on the utilization of the ICT equipment and Internet, if needed
·         Other STEP-related duties and assignments as needed
Evaluation
·         Organize and schedule regular group internal or external meetings, working with staff to prepare and assemble relevant correspondence and materials for those meetings.
·         Make certain all appropriate materials are circulated well in advance to appropriate parties, including Kenyan and U.S.-based investigators, in preparation for meetings of the FACES Evaluation and Implementation Science Unit.
·         Follow up and track action steps and outcomes from various meetings/discussions with various leads, providing administrative support towards the completion of tasks.
·         Provide ad-hoc administrative and finance tasks as needed, to members of the FACES Evaluation and Implementation Science Unit
Qualifications
·         Bachelor’s Degree in Administration, Social Sciences, or Health Sciences.
Required Experience
·         Over three years of experience in the HIV related work.
·         Experience in Public relations and coordination preferred

·         Good documentation skills with high attention to detail.
·         Good presentation skills.

Lead Mobilizer
Responsibilities
·         Coordinate mobilization activities in allocated region.
·         Mobilize and successful refer clients for VMMC services.
·         Ensure supply and dissemination of VMMC education material.
·         Ensure client referral linkages are working.
·         Identify other mobilization strategies that are innovative.
·         Liaise with CHVS in implementation of community strategy.
·         Participate in review meetings with service provision teams and the CHAs.
·         Performs any other related duty as may be assigned by the supervisor depending on needs assessment
Qualifications
·         Diploma in Community health, Social Sciences, Social work, Sociology, or other related fields
·         Additional Certificates in community-based activities
·         Experience in working in VMMC or HIV clinics and programs
·         Good knowledge and understanding of VMMC priority areas and scope of operations
Required Experience

·         More than three (3) years qualitative and quantitative research experience in community mobilization.
·         Knowledge of HIV prevention and care services and family planning services
·         Good Clinical Practice training/Human Subjects Protection training is an added advantage
Other Required Skills
·         Good geographical understanding of Kisumu county
·         Knowledge of HIV prevention and care services including VMMC and HTS
·         Previous experience community-based activities and programs Residents and those staying within the said sub counties will have added advantage

VMMC in Charge
Responsibilities
·         Coordinate VMMC services within the static, mobile and outreach services supported by the team
·         Ensures timely and periodic achievement of set targets for the team throughout the year
·         Oversee demand creation and mobilization activities for the team as well as work plan execution.
·         Take responsibility for client safety, compliance and authenticity at all times as the team lead
·         Approves and authorizes all the financial expenditures at the site and ensure proper appropriation and accountability
·         Enforce compliance and adherence to SOPs and guideline by all providers within the team
·         Provide quality and safe male circumcision services to clients according to national guidelines as a minimum package of care
·         Document and manage circumcision related adverse events according to the national classification and algorithm for management and referral.
·         Ensure patient safety is guaranteed before, during and immediately after surgery.
·         Enhance clinic-client communication and networking throughout the processes and respond to queries and concerns in a timely manner through site hotline and physical tracing.
·         Conduct post-surgery follow up reviews to all clients based on their booking appointments and manage all missed appointments, as per the integrated defaulter management algorithm
·         Provide mentorship support to other providers stationed in the team as well as within the facility.
·         Ensure prudent management of supplies and equipment using stock cards and asset registers at all times
·         Conduct monthly data quality audit as well as ensure all the reports are updated into DHIS and other reporting platforms
·         Convene weekly and monthly target and progress review meetings to asses site performance and develop a performance improvement plans for the team
·         Represents VMMC program in facility, and sub county steering committee meetings
·         Performs any other related duty as may be assigned by the supervisor depending on needs assessment
Qualifications
·         Diploma in Clinical Medicine or Nursing
·         Registered by the relevant registration Council
·         Possesses a valid practice license from the council
·         Trained and certified in VMMC service provision with special focus to dorsal slit method
Required Experience
·         At least 2yrs experience in VMMC service provision with a clean track record on compliance
·         Competent in dorsal slit method and ability to recognize and mitigate against adverse events
·         Demonstrated ability to lead and manage a team of providers and achieve results
·         Must be computer literate and able to embrace and utilize electronic medical record systems

Identification & Retention Assistant

Responsibilities
·         To support HTS in tracing of newly identified HIV positive inter facility linkage.
·         Enrolling into care 100% of clients who test HIV positive.
·         Manage & book all patient appointments at the Comprehensive Care Clinics.
·         Offering ART adherence counseling and support to HIV positive clients both at facility and at home.
·         Offering patient retention services by identifying and tracing of defaulters across all program areas.
·         Conducting home visits to offer home-based services such as assisted disclosure, targeted home refills, high viral load tracing, TB intensified case finding for those exposed and PCR results counseling.
·         Follow up of HIV negative partners in Discordant relationships for follow-up testing and updating Discordant Couples Register.
·         Forming ART clubs (facility & community based), delivering drugs to the clubs and submitting related data.

Qualifications
·         Diploma in Social Sciences, Public health, Anthropology, Nursing, Clinical Medicine, or Community Development/Social Work.
·         Demonstrable knowledge of HIV and ART Management, diagnosis and treatment procedures of conditions associated with HIV and adherence support.
Required Experience
·         4 – 6 years’ experience, 2 years of which should be within a busy HIV Comprehensive Care Centre and/or in the provision of HIV prevention services.
Other Required Skills
·         Work experience working in a HIV Clinical set up, Good documentation skills with high attention to detail.
