Job Summary:
Reporting to the Country Director,
the Programme Director (PD) has the overall responsibility for the effective
management of Programmes in CARE International in Kenya consistent with our
vision, mission, core values and program principals, global program strategy
and the operational code.
She/he is expected to provide
strategic leadership in the areas of programme design and proposal development
and at the same time effectively oversee project implementation, donor
reporting, budget management and monitoring and evaluation of ongoing
activities.
This position is also responsible for
overseeing the development of coherent programme strategies that promote the
empowerment of women and girls.
The PD will lead strategic programme
planning to promote a programme approach that builds synergy between various
relief and development initiatives that support a specified impact group to
overcome poverty and social injustice.
In addition, she/he will mobilize
resources and funding to ensure the country office responds effectively to
drought, floods and other emergencies in Kenya.
The PD will directly oversee all
projects being carried out in the country office to ensure high quality
implementation, compliance with donor and contract requirements and best
practices.
The job holder will also ensure that
systems and people are in place for the effective management of projects and programmes.

Reporting
to the Senior MEAL Officer, the Accountability Officer will ensure CARE’s
accountability system in its Refugee Assistance Program (RAP) is working as
required, all the stakeholders are aware of it and the system is in use.
S/he
will ensure that there is continuous engagement in meaningful two-way dialogue
with the communities it serves.
The
position will be key in supporting CARE RAP at the camp level in its efforts to
strengthen quality and accountability.
In
addition as a member of Program Quality & Learning Unit (PQLU), participate
in Monitoring and Evaluation of the Refugee Assistance Program.
