Job Title: Logistics Coordinator

Context and General Responsibilities
Tdh has been active in Kenya since 2011 in Dadaab refugee camp (child protection), the arid county of Garissa (nutrition) and the ultra-poor slums of Nairobi (integrated child protection). The delegation is run by the humanitarian department owing to the nature of activities.
In June 2018, the organization initiated a reflection to reorient activities to also address development needs around child protection services as the gap in support is significant. Humanitarian needs are very present due to the situation at Kenya’s borders, the country’s difficulty in tackling natural disasters and the risk of terrorism.
There have been encouraging funding opportunities and if they materialize this will lead to multi-year projects on access to justice and early childhood development. There are many other untapped opportunities in the tech and social enterprise sector.
The delegation is facing a number of challenges that include staff turn around, complex local politics and interference, uncertain and changing humanitarian agenda, challenge in finding technical and operational skills that match our ambitions.
Following a review of our logistics department and our security management, it was decided that expert management was required in order to bring the delegation to better standards.
We are seeking an efficient individual capable with his/her experience and skills, to ensure that the delegation logistics and security systems allow the smooth delivery of projects and that the delegation maintains high professional standards on these fields.
Specific Responsibilities
In all project sites:
PROCUREMENT MANAGEMENT
·         Ensure the respect of Tdh and donor purchase procedures;
·         Identify and plan the delegation’s procurement in collaboration with log/admin staff and Project Managers.
·         Ensure respect of the quality of the purchase and the delivery deadlines;
·         Follow up the order/purchase until delivery;
·         Ensure regular purchases follow up in close collaboration with the Administration Department for down payments and monthly budget follow up.
·         Ensure preparation of weekly procurement follow up updates according to the format available at the delegation
STOCKS MANAGEMENT
·         Ensure the respect of Tdh’s and donor stock management procedure;
·         Manage regular inventory (monthly, quarterly, yearly) for the different items stored in the delegation;
·         Plan the stock supplying according to local constraints;
·         In charge of the warehouse management and control system;
·         Ensure security and the follow up of the equipment used on the delegation (identification, inventory, affectation);
·         Ensure the security and the follow up of the communication and IT equipment (and supplies) on the delegation (identification, inventory, affectation) ;
FLEET MANAGEMENT
·         Ensure the respect of Tdh and donor vehicle management procedure;
·         Supervise the general follow up of the delegation vehicle (consummation checks, movement planning, vehicle rental contracts, etc.)
·         Ensure a regular maintenance on the different vehicle of the delegation, setup appropriate maintenance contract with supplier or ensure an appropriate repair process with local technicians;
·         Handle transport contract negotiation with suppliers and follow up;
·         Define the more relevant means of transport for goods delivery and process the administrative formalities related to (by road, by plane, by boat, etc.) national, regional and international in a rapidly shifting context
MOVEMENT MANAGEMENT
·         Ensure smooth and transparent running of movement with necessary approval and recording
SECURITY MANAGEMENT
·         In charge of the general security on the delegation,
·         Update and Ensure the respect of the security guideline adopted on the delegation, the good functioning of the relative tools and process and the correct use and acknowledge from all the members of the delegation (national & international staff) in close links with country rep;
·         Manage security guidelines updates, geopolitical follow up, incident reports and analysis;
·         Ensure that every single incident is reported as fast as possible to the Head of Delegation;
·         Keep informed of security trends
GENERAL COORDINATION
·         Setup coordination routine system (meetings, reports, situation points, etc.) to ensure a smooth diffusion of relevant information (logistics) at delegation level;
·         Manage logistics support in collaboration with logisticians and advice and interact specifically with the Project team on regular basis.
·         Frequent movements have to be expected between the different bases if security and administrative constraint allows;
·         Ensure a pro-active link between the field (needs) and logistics team (needs & support) and play a continuous mediating role;
PREMISES
·         Ensure good functioning of the all sites equipment and maintenance (computers, printers, photocopiers, fridges, generators, etc.).
·         Searches for adequate premises when required
·         Organises moves when required
ASSETS
·         Maintains assets in good conditions
·         Disposes of assets when required
·         Maintains sate of the art records for assets
TEAM MANAGEMENT
·         ensure strict application and respect of the Internal Regulation by your related staff
·         support and advise your team in the implementation of their action plans;
·         ensure feedback towards team about issues potentially raised by them;
·         ensure a good communication – coordination – information level of each member of the team through regular coordination meetings (or other if needed);
·         ensure conflict resolution (personal and professional) in team
·         propose relevant needed adaptation to the organisational chart of the delegation and contribute to its implementation (job descriptions, etc.),
·         You support your staff in their management duty: coordination meetings, individual interviews, etc.
REPORTING
·         Centralize all logistics information available on the delegation and consolidate a monthly report (into the proper reporting form) to be delivered to the country representative.
·         Prepare a weekly report to be delivered to the country representative.
·         Provide regular reporting on your activities to the country representative
REPRESENTATION
·         You are the direct interlocutor of Terre des hommes towards providers and companies, for all issues related to logistics and security;
·         You participate actively to logistics and information meetings with peer organisations;
·         Maintain positive relations with TDH’s partners and potential partners
REQUIREMENTS
·         Degree in humanitarian or military logistics
·         A minimum of five years in a similar position with two years in an NGO compulsory
·         Qualifications in security management or equivalent experience
·         Experience in capacity building management is a strong asset
·         Experience in conflict zone is a strong asset
·         Remote management experience is an asset
·         English mandatory (oral and written)
·         Strong interpersonal and intercultural skills
·         Ability to work under pressure with a great level of personal organisation
·         Sense of Diplomacy and patience
·         Ability to do critical analyse with limited information

We are seeking an efficient individual capable with his/her experience and skills, to ensure the sound delivery of projects on time, on budget, on target, with quality and according to standards. The individual will also be responsible for developing new opportunities.

To support this mission, the Head of Programmes will be supported by a Finance and Admin team, an expat Logistics Coordinator and will be managing a child protection officer, an M&E officer and project leads in three sites as well as an part-time consultant proposal writer.
Job description: The Head of Program ensures the supervision of operational aspects of the delegation’s programmes on a day-to-day basis. S/He guarantees the effective, efficient implementation of all activities from a comprehensive project cycle management perspective (identification of needs, proposal making, planning, implementation, monitoring, reporting and communication). S/He supports the Country Representative in representation activities linked to programs.
He/she will conduct his or her duties in respect of the Charter of the Tdh Child Safeguarding Policy and Code of Conduct. Tdh intervenes without any affiliation for politics, religion or financial profit. He/she will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Main responsibilities :
Project delivery
·         Ensures that project teams are on time, on budget and on target and steers the appropriate processes to this end, as per the organization’s standards and procedures.
·         Identifies problems and issues on the ground and proposes solutions that he/she implements and follows through.
·         Ultimate budget holder for projects; as such he/she is responsible for monitoring project budgets reporting on any issues to the SMT and introducing corrective action where necessary.
·         Accountable for project targets as set in the proposals, and, with the inputs from project managers, for producing narrative donor reports.
·         Steers organisational readiness to respond to emergencies in line with Tdh approaches and systems
·         Ensures that projects deliver programming to beneficiaries that is according to Tdh’s mandate and that brings sustainable and positive change to the lives of children.
·         Avails of the monitoring tools and resources to this end. Collaborates with technical experts in and out of the country office to analyse the quality of approaches, to learn from practice and to implement lessons from these learnings.
·         Ensures that project performance is reflected in Tdh in Kenya being the go-to organization in health and nutrition for children in the ASALs, and child protection for refugees and slums dwellers. and child rights.
Coordination
·         Ensures coherence and collaboration across his/her team to foster integrated programming.
·         Liaises with government stakeholders to build ownership and sustainability of Tdh’s interventions.
·         Represents the organization in project-related events.
·         Responsible for liaising with donors and members on issues of implementation,
·         Takes responsibility for organizing donor and HQ visits to the concerned projects
·         Nurtures functioning interrelations whilst making optimal use of resources
Grant management
·         Support the smooth management of the grant management cycle
·         Takes ultimate responsibility for donor and HQ dialogue with respect to grants
·         Ensures full compliance with grant rules and procedures and coordinates with support services for input.
Strategic management
·         As a member of the senior management team; participates in collective decision making regarding strategy, structure and management of resources, business development (including proposal development), quality, accountability. He/she brings a project perspective to the decision making forum.
·         Fosters a culture of growth and change for bigger and quality impact on the lives of the most deprived children of Kenya.
Resource Mobilisation and donor influence
·         Oversees the development and implementation of Tdh Kenya fundraising strategy that aligns with the delegation’s capacity, needs and with donor priorities
·         Actively identifies new opportunities, tracks new opportunities, steers the go/no go and retro planning for proposals
·         Understands and influences donor funding priorities and manages the strategic analysis of the donor and member landscape
·         Develops material to increase visibility and technical legitimacy
·         Liaise with HQ to determine opportunities, support global donor relationship management
·         Prepositions concept note to influence donors
Proposal development
·         Keeps her/himself informed of context and needs through discussions with stakeholders, reads project reports and evaluations, carries out field visits to be kept informed of Tdh’s work
·         Assesses risk and value for money of the opportunities
·         Plans the proposal development (develops the retro-plan and holds teams accountable to delivering on time)
·         Steers project design (problem and needs analysis, results and logical framework, management plan, staffing, budget and other resources, exit strategy, etc.)
·         Writes and packages the proposal for donor submission (narrative and logframe, costing and budget notes) based on inputs from other departments
·         Liaises with HQ throughout the proposal development process
Monitoring, Evaluation, Accountability, Learning and Knowledge management
·         Oversee the development of a monitoring system that provides timely and accurate project results
·         Ensure on-going, accurate data collection and meaningful analyses with regular dissemination of strategic information to SMT and QMM to drive learning and improve program quality
·         Ensure high quality evaluations are resourced and conducted to demonstrate outcomes and impact
·         Ensure accountability mechanisms for all projects and that identified actions are resolved, with critical issues escalated to senior management
·         Participate in project kick-offs and close-outs for significant awards to ensure effective strategic direction, establishment of quality standards and dissemination of learning
·         Ensure the research, evaluation and policy work of the delegation contributes to generation of evidences for sound decision making and policy influencing within and outside the delegation and development and implementation of impactful and innovative programmes for children
Thematic Expertise, capacity building and quality assurance
·         Monitor and advance technical and operational quality of field programmes in health and child protection with a focus on innovation, esp in the tech sector, and youth issues.
·         Ensure effective working relationships with Tdh global technical advisors, procuring technical support as needed to support the delegation’s efforts, including during emergencies.
·         Ensure that Tdh engages in larger communities of practice to link with the most relevant and evidence-based approaches
·         Engage in relevant national and global networks
Staff Management, Mentorship, and Development –Operations
·         Ensure appropriate staffing
·         Ensure that all staff understand and are able to perform their role in an emergency
·         Manage project managers ; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly, mitigate conflicts internally and externally
·         Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
Qualifications
·         Master’s Degree in social sciences
·         A minimum of five years of senior management and development experience in an NGO environment, including experience directing and implementing programs for children and in other sub Saharan countries including emergency response
·         Robust experience of program cycle management including in emergencies
·         Substantial experience and knowledge of effective financial and budgetary control and managing grants from major institutional donors
·         Proven history of delivering results and solving problems
·         Experience in more than one of Tdh’s thematic sectors: child protection, health and nutrition, emergencies
·         Understanding of advocacy, policy, and government systems and credibility to lobby, influence and represent Tdh at all levels
·         Experience managing teams for resource mobilisation and submitting proposals including large proposals in a wide range of thematic areas
·         Experience working with high level government agencies and academics on issues related to children
·         Strong skills and proven experience in new business development, project design, and donor proposal design with corporate, foundations and institutional donors
·         Strong skills and proven experience in developing and managing monitoring, evaluation and learning systems
·         Ability to write fluently in English without requiring third party proof reading
·         Strong commitment to support/develop capacity of national staff and developing second layer of leadership and motivate others;
