Reporting to the Controller of Budget, the officer will be responsible for formulation and implementation of Legal, Governance and Compliance policies, systems and procedures and overseeing research on legal matters.
Responsibilities
o    Head the Legal Services Directorate;
o    Advise management on legal, governance and compliance issues;

o    Formulate legal, governance & compliance strategic direction aligned to government policies and the Constitution;
o    Oversee implementation of legal, governance & compliance policies, systems and procedures;
o    Initiate research on legal issues;
o    Provide legal counsel to the institution on legal and legislative matters and ensure compliance with all statutory requirements;
o    Ensure adequate preparation and representation of the institution in litigation cases
o    Advise on any legal issues that may arise in the course of executing the mandate of the Office;
o    Oversee drawing of contracts and agreements for the organization;
o    Advise and ensure compliance with legal and regulatory requirements;
o    Ensure safe custody of legal documents.
o    Any other relevant duties assigned by the Controller of Budget.
Qualifications
o    Must have a Master’s degree in Law from a recognized university;
o    Must have a Bachelor’s degree in Law from a recognized university;
o    Must have a Postgraduate Diploma in Law;
o    Must have at least 10 years’ relevant work experience at management level;
o    Must be an Advocate of the High Court;
o    Must be conversant with the Constitution of Kenya, 2010;
o    Sound knowledge of relevant laws, government policies and regulations.

Budget Coordinator

Successful candidates will be offered a competitive remuneration package.
Reporting to the Chief Fiscal Analyst – County Governments, the officer will be responsible for analyzing performance of county government budgets and preparation of periodic and special reports. Qualified persons from Siaya, Embu, Kajiado, Kericho, Kirinyaga, Makueni, Samburu and Wajir Counties are encouraged to apply.
Responsibilities
o    Day to day running and management of the County Office;
o    Analyze the performance of county government budgets;
o    Organize public participation programs to disseminate information on budget implementation in the counties;
o    Prepare monthly reports on withdrawals from the County Revenue Fund;
o    Prepare monthly, quarterly, annual and special reports on implementation of the budgets of the County Governments;
o    Analyse monthly expenditure returns from the county governments and report on utilization of funds;
o    Verify supporting documents for withdrawal of funds from County Revenue Funds and process all requisitions for exchequer requests;
o    Analyze county government budgets by sector, sub-sector, economic classification, programs and projects and prepare reports as necessary;
o    Any other relevant duties assigned by the Chief Fiscal Analyst – County Governments
Qualifications
o    Must have a Bachelor’s Degree in Finance, Accounting, Economics, Business Administration, Commerce or its equivalent from a recognized university;
o    Must have at least Certified Public Accountant (CPA) Part II or its equivalent;
o    Must have at least three (3) years relevant work experience from a reputable organization;
o    A Master’s Degree in Finance, Accounting, Economics, Business Administration, Commerce or its equivalent from a recognized university will be an added advantage.
