Responsibilities
The officer will work under the guidance of a senior officer. Duties and responsibilities will entail:

·         Enforcing the co-operative legislation;
·         Advising societies on proper conduct of meetings; and
·         Implementation co-operative development policies.
·         Perform any other duties and responsibilities as shall be delegated from time to time.
Qualifications
For appointment to this grade a candidate must have:
·         Bachelor’s degree in any of the following disciplines: co-operative management, business administration, sociology, law, commerce, Entrepreneurship, Management and Organizational Development or Economics (Lower 2nd) from a recognized institution;
·         Have attended a Senior Management Course lasting not less than four (4) weeks from Kenya School of Government;
·         Certificate in computer application from a recognized institution

Tourism Officer

Responsibilities
·         Identifying and documenting tourism products;
·         Identifying Small and Medium Tourism Enterprises (SMTE’s) and community based tourism projects;
·         Liaising with tourism stakeholders on issues related to tourism;
·         Inspecting and preparing reports on tourism facilities and service providers;
·         Collecting and compiling information on tourism facilities and services for the development of Tourism guide books;
·         Undertaking domestic tourism promotion;
·         Collecting and maintaining data on tourism statistics;
·         Maintaining a register on tourism facilities and services;
·         Identifying suitable locations for mounting tourist signages; and
·         Perform any other duties and responsibilities as shall be delegated from time to time.
Qualifications
·         Bachelors degree in either Tourism; Tourism Management; Tourism and Hospitality Management; Eco-tourism, Hotel and Institutional Management and Information Technology; Travel and Tour Operations Management; International Tourism Management Hospitality Management; Travel and Tourism Management; Hotel and Hospitality Management; or its equivalent qualification from a recognized institution.

Youth & Sports Development Officer (3 Posts)

Responsibilities
·         Heads the technical wing of the department of sports in the sub-county;
·         Implementation of sports programmes within the sub-county;
·         Create awareness to the public in the sub-county on sports career paths and development;
·         Monitoring and evaluation of sports development programmes in the subcounty;
·         Development of sub-county sports policies, rules and regulations governing the operations of the department;
·         Coordinating the development of sports facilities and equipment in the subcounty;
·         Support promotion and nurturing of sports potential within the sub-county;
·         Identify sports talents for further development;
·         Promote community development by designing programmes and policies that build people’s capacity to resist vices and enhance protective factors; and
·         Perform any other related duties that may be assigned from time to time.
Qualifications
·         Must have served in comparable and relevant position in the public service for a minimum period of three years;
·         Be a holder of at least a Bachelor degree in social sciences, sports science/development studies, sociology or any other related degree from a recognized university;
·         Have the ability to build and lead cohesive teams;
·         Meet the requirements of chapter six (6) of the constitution of Kenya 2010; and
·         Be in possession of excellent problem solving skills.

Director Trade Development

Terms of service: Three (3) year renewable contract
Remuneration: As prescribed by Salaries and Remuneration Commission
Responsibilities
·         Ensure management and administration of trade and business development services;
·         Chief adviser on issues relating to trade and trade development in the county;
·         Develop policies related to trade;
·         Offer leadership in conducting research on trade and related issues for the county;
·         Develop training proposals on trade development;
·         Market the county as an investment destination;
·         Monitor and evaluate trade development projects and programmes;
·         Development of SME’s engaged in trade;
·         Collect, analyse and disseminate business information and management of county business information centers;
·         Promoting of export business and domesticating inter-county regional and international trade at county level;
·         Organize outreach activities and networking with trade related agencies;
·         Day to day operation of county loans scheme.
·         Coordinate preparation of divisional work plans, setting performance targets and budget estimates for the department and guiding and supervising staff; and
·         Perform any other duties and responsibilities as shall be delegated from time to time.
Qualifications
For appointment to this position, the officer must meet the following:
·         Served in a comparable and relevant position in the Public Service for a minimum period of ten (10) years;
·         Bachelor’s degree in any of the following disciplines: Commerce, Marketing, Business Administration, Business Management, Entrepreneurship, Economics, International Trade/Business/Relations, Entrepreneurship, Accounting, Finance or any related field from a recognized institution;
·         Master’s degree in any of the following disciplines: commerce, marketing, Business administration, Business Management, Entrepreneurship, Economics, International trade/business/relations, Entrepreneurship, Accounting, Finance or any related field from a recognized institution;
·         Certificate in computer applications from a recognized institution; and
·         Demonstrate a thorough understanding of county/National goals, policies and development objectives and the ability to translate them into trade development programs/projects.
·         Be in possession of a Certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution.

Trade Development Officer

Responsibilities
An officer at this level will work under the guidance of a senior officer. Duties and responsibilities will entail:
·         Collecting and compiling economic and trade related data;
·         Disseminating trade information;
·         Compiling data on recovery of loans owed to the Joint Loans Board (JLB);
·         Facilitating trade promotion activities; and
·         Participating in the implementation of trade related development projects; and
·         Perform any other duties and responsibilities as shall be delegated from time to time.
Qualifications
For appointment to this grade a candidate must have
·         Bachelor degree in any of the following disciplines; commerce, marketing, business administration, Business Management, Entrepreneurship, International trade Business Relations or its equivalent from a recognized institution; and
·         Certificate in computer applications from a recognized institution.

Weights & Measures Officer

Responsibilities
An officer at this level will work under the guidance and supervision of an experienced officer. Specific duties and responsibilities will entail
·         Testing and stamping mechanical and electronic weighing and measuring equipment;
·         Collecting data on verified equipment at trader’s premises, stamping stations and verification office;
·         Sampling pre-packaged goods for quantitative analysis;
·         Preparing testing equipment for inspection and investigation purposes;
·         Preparing weighing and measuring equipment during trade fairs and exhibitions;
·         Giving evidence in court on cases arising from infringement of the Weights and Measures Act (Cap 513) and Trade Descriptions Act (Cap 505);
·         Perform any other duties and responsibilities as shall be delegated from time to time.
Qualifications
For appointment to this grade, an officer must have: –
·         Bachelor’s degree in any of the following disciplines: Physics, Mathematics, Legal Metrology, Information Communication Technology, or equivalent qualification from a recognized institution; and
·         Certificate in computer applications from a recognized institution.
