Compliance / Grants Coordinator
Ref: GC/03/2019
Functionally Reports to: Finance HR and Administration Manager
Overall Purpose of the Job: The Compliance/ Grants Coordinator will work closely with other
staff including Regional Project Manager, Financial / Project Accountant and
the MEL Coordinator to maintain quality grants coordination, and ensure
compliance to policies, procedures and reporting guidelines applicable to EU
and other grants.
S/he will handle the contractual
obligations with all the third parties and the co-Applicant, and coordinate
risk management and systems set up of the entire EU and other actions,
including handling documentation.
Main Duties include:
·
In consultations with colleagues and
consortium members, draft and develop Sub-grants Manual for the EU project.
·
Coordinate pre-award audits / due
diligence of possible Sub-grantee organisations, in addition to audits during
implementation and at close-out, as needed and identified in the Sub-Grants
Manual and in coordination with the Finance and Admin. Manager.
·
Review Sub-grant applications to
ensure they align with the grants manual and the Project’s objectives.
·
Prepare Sub-grant agreements; ensure
completion of required documentation in line with back-office grant agreement
and diligent follow-up on grant reports.
·
Update the Sub-Grants Manual per
current EU regulations as well as FEMNET policies and handle updates on the
manual.
·
Coordinate training as may be needed,
such as for various potential sub-grantee organisations and internal staff
where applicable, with specific attention to all tax, financial and
administrative issues and recommend improvements to various systems.
·
Monitor financial management of
Sub-grant funds to ensure consistency with agreed technical plan and actual
implementation, and monitor the projected expenditures against their actual
incurrence in line with sub-grant agreements and back-office partner
regulations.
·
Provide monthly reports on grants
budget for project management team.
·
Monitor technical implementation of
grants to ensure timely progress and according to submitted technical reports,
proposed strategy and work plans.
·
Work with management in programmatic
monitoring and evaluation, and continual quality improvement, and support
monitoring of sub-grantees as may be necessary.
·
Ensure project financial reports are
compiled, aligned with narrative reports and submitted in a timely manner to
keep all stake holders informed.
·
Monitor program budgets and
expenditure and coordinate with other project team members to ensure effective
and efficient operations.
·
Perform general grant and other
financial and accounting duties in compliance with all relevant international
accounting, audit and reporting standards.
·
Perform all other relevant duties
that may be needed to ensure the overall efficient implementation of the
EU-project activities, and any other assigned projects.
Qualifications, Skills and Experience
Minimum Tangible Qualifications:
·
Bachelor’s degree in business
administration, accounting, finance or relevant discipline.
·
5 years’ experience in EU grants design
and administration, management and oversight
·
Familiarity with wide Contract
Management and Grants Management policies and procedures of EU and major
donors/ funding partners.
Preferred Qualifications:
·
Qualified Accountant ( CPA-K, ACCA,
CMA or equivalent qualifications)
·
Master’s Degree in business
administration, accounting or finance
·
Persons with additional relevant
trainings in monitoring and evaluation.
·
Experience previously working on EU
projects in a Grants Compliance Officer /Manager or similar capacity.
·
Must have hands on experience in use
of networked common accounting and/or ERP, on-premise or cloud based systems,
using QuickBooks, Sun system, SAP Oracle etc.
Other Attributes

applications and possess the ability to identify and develop risk minimisation

Monitoring and Evaluation Coordinator

Functionally Reports to: Regional Project Coordinator
Line Reports to: Monitoring
and Evaluation Officer – FEMNET
Overall Purpose of the Job: Monitoring & Evaluation Coordinator – will be
responsible for supporting the Regional Programme Manager and other staff
particularly in monitoring, evaluation, accountability, learning and research
to ensure effective and efficient project implementation.
She/he
will also lead the evaluation of activities during project implementation,
develop tools, support sub-grantee CSOs and conduct monitoring visits as well
as coordinate the MEL activities during the mid-term and end of project
evaluation ensuring indicators are tracked, results are harvested.
Specific, duties and responsibilities will be to:-

In collaboration with Regional
Project manager, FEMNET M/E Officer and other colleagues, design and execute
project monitoring, evaluation and reporting systems and tools
·
Lead the planning and implementation
of all project M&E activities
Working
with the Coordinator and M&E team
·
Design and implement Monitoring and
Evaluation system in line with project logframe
·
Design data collection tools to
verify indicators identified in the project plan
·
Develop and implement a plan for
including project partners in the monitoring and evaluation of all project
activities
·
Ensure project reporting is reflected
in target CSO’s systems and processes and that accurate output data is shared
with the project team
·
Develop and implement a Performance
Monitoring Plan for the project and regularly identify planning and M&E
Information requirements for the project
·
Ensure the project has M&E
Standard Operating Procedures and guidelines being followed during
implementation
Working
with the project team,
·
Support monitoring of all project
activities, expenditures and progress towards achieving the project output
·
In collaboration with colleagues,
recommend further improvement of the existing logical frame work.
·
Plan and conduct a baseline and
end-line survey for the project
·
Assess the capacity needs in relevant
project teams and partners in monitoring, evaluation and learning methods that
measure outcome/impact at different levels;
·
Support the design and lead training
and other capacity building initiatives on monitoring and reporting systems for
the project relevant partners.
·
Support the project teams to record
and analyse project performance and data
·
Conducting an analysis on a quarterly
basis and make recommendations to improve the project based on this analysis.
·
Work with the Regional Project
Coordinator to develop interim and final progress reports.
·
Coordinate and support agreed M&E
field/partner -CSO visits.
·
Coordinate the periodic submission of
data from partner CSOs
·
Compile quarterly, bi-annual and
Annual Monitoring, Evaluation and Learning reports for the project
·
Review reports, audits and
evaluations, identify learning opportunities based on identified problems,
review solutions and identify how to feedback this information into programmes,
training and capacity building;
·
Document best practices and share
them in different formats to ensure that others learn from them and adopt them
where appropriate.
Support
evidence based decision making & Other duties
·
Analyse monitoring and reporting data
and communicate timely to relevant staff so that results of analysis inform
project decision making

Conduct quarterly project performance
reviews with project staff and other stakeholders and monitor implementation of
actions

Prepare periodic project reports such
as key performance indicator reports, donor quarterly reports, bi-annual and
annual reporting requirements

Support the Project Manager in
preparing data for internal and external reports as required

Perform any other duties that the
Officer may be assigned from time to time.
Qualifications, Skills and Experience
Minimum Tangible Qualifications
·
Bachelor’s degree in social sciences
or any relevant discipline from a recognised university
·
Have good and proven knowledge on
different monitoring and evaluation frameworks and tracking tools.
·
Experience in training others in
monitoring and evaluation
·
IS and IT competency, especially in
using ERPs or any other software packages for design, data entry and analysis
is added advantage.
Preferred Qualifications:
·
Master’s Degree in relevant field of
study (Economics, Sociology, rural development, M and E) or equivalent work
experience.
·
5 years’ experience in the
development sector including specific monitoring and evaluation experience
(M&E Systems and tools design and implementation, data collection, entry,
analysis and reporting).
·
Additional training in M&E and
Experience in MEL system design and implementation;
·
Experience previously working on EU
projects in Monitoring and Evaluation or similar capacity.
·
Fluency in written and spoken English
with exceptional written and verbal communication skills

Financial / Project Accountant

Functionally Reports to: Finance, HR and Administration Manager
Overall Purpose of the Job
The
Financial Project Accountant will support financial and grants management of
primarily EU Project, and various projects ran by FEMNET.
The
person will ensure that the day-to-day accounting operations and financial
management functions of the sub-grantees are performed in accordance with
internal policy and procedures.
Will
also assist programmes staff in developing and seeking approvals for activity
budgets and expenditure; Maintain accurate records of financial transactions in
order to monitor financial status and progress of project activities; Ensure
all relevant accounting data are updated, reconciled and fully supported; Work
closely with the Finance, HR and Admin Manager to review and account for
procurement transactions and ensure adequate supporting documentation, accuracy
of amounts and control over payment.
Main Duties include:
·
Ensure timely processing of project
financial and accounting data, confirming such data; in accordance with the
laid down procedures and policies, accurate, complete, adequately supported by
all underlying appropriate documents, correctly coded to appropriate expenses
and project budget lines and donor codes/ class, and preparation of the payment
instrument in line with FEMNET
·
Finance Policy and Accounts Procedure
Manual and other applicable procedures.
·
Ensure timely project financial
reporting – producing monthly and quarterly actual v budget (variance) analysis
and other management information that may be required from time to time,
·
Ensure that all Sub-grant payments
are processes on schedule, and confirmation / acknowledgement of receipts are
received by FEMNET.
·
Review field expense reports for
accuracy and completeness, forward them for approval by Finance and
Administration Manager and prepare relevant respective journals.
·
Review the Project ledger in the
accounting system ensuring completeness and accuracy and propose correcting
entries for the approval of the Finance and Administration Manager.
·
Constantly monitor systems to record
and reconcile expenditures, balances, payments, statements and other day-to-day
financial transactions relating to the project.
·
Prepare monthly project bank and cash
reconciliations, and forecasts, and forward them for necessary approvals as per
FEMNET’s applicable Policies and procedures..
·
Extract monthly updated project
financial reports for review by the Finance and Administration manager and the
Regional Project Manager.
·
Assist the Finance & Admin
manager in enforcing the Organisation’s internal control systems.
·
Assist in the preparation of the
project annual budget, financial projections for year-end forecasting.
·
Assist in external audit coordination
of the project/ fund Accountability statement, including preparation relevant
audit schedules or as may be assigned.

Undertaking any other duties that
might, from time to time, be assigned;

reported in line with contractual agreements;

Provide financial guidance and
supervision to staff that might be assigned to work under him/her including
interns, with regards to donor reporting etc.

A Bachelor’s degree (B.com accounting
option or other business, accounting or economics related discipline), from a
recognized reputable university.
·
A minimum of 4 years’ experience in a
similar position at an international or regional Not-for-Profit organisation
and deep working knowledge in NGO accounting and reporting.

Strong IS and IT Skills (including
experience in use of MS office packages or related computer applications)
Preferred Qualifications:
