The Rural Electrification and Renewable Energy Corporation, (formerly, the Rural Electrification Corporation ) a state corporation established under the Energy Act, 2019, is mandated to enhance provision of electricity in the rural areas of the country as well as develop, manage and promote the use of renewable energy in Kenya.

Through its mandate, the Corporation seeks to improve the socio-economic well-being of Kenyans living in rural areas as well as develop cheap alternatives to sources of energy through the promotion of renewable energy.

Since commencing operations in the 2008/09 financial year, the Corporation has endeavored to realize this objective and through its efforts, 70% of all the public facilities have been electrified.
Moving forward, the Corporation will put more focus on renewable energy to provide electricity to areas far away from the national grid network.

The Corporation is looking for highly experienced, motivated and results oriented individuals to fill vacancies in the organization.

The applicants must be self-driven individuals who are focused and committed to driving the Corporation towards achieving its mandate. They will work with their departmental teams in spearheading/embracing innovations, work ethics and must possess high level of integrity.

A. PROCUREMENT DEPARTMENT

Principal Supply Chain Management Officer


REA 4 

(1 Post)

Duties and Responsibilities

a) Assist in providing secretariat services to the Disposal Committee;

b) Coordinating periodic stock taking, control, audit and interpreting the reports;

c) Consolidating periodic stores returns;

d) Maintaining an up-to-date database of the Board’s assets;

e) Coordinating preparation and management of inventory control register;

f) Implementing inventory and assets management techniques and approaches;

g) Developing and overseeing implementation of asset management systems;

h) Monitoring implementation of asset acquisition and disposal plans;

i) Maintaining assets register, transfer and valuation;

j) Reviewing of Supply Chain Manual;

k) Ensuring proper maintenance of an up-to-date assets database; and

l) Complying with Procurement Act.

Requirements for Appointment

a) Served in the grade of Senior Supply Chain Management Officer for a minimum period of three (3) years;

b) Bachelor’s degree in any of the following disciplines:- Procurement and Supply Chain Management; Purchasing and Supplies Management; Supply Chain Management; Procurement and Contract Management; Logistics and Supply Chain Management; Procurement and Logistics Management or equivalent qualification from a recognized institution;

c) Master’s degree relevant field;

d) Have Certificate in Management Course lasting not less than three (3) weeks from a recognized institution;

e) Have Certificate in computer applications from a recognized institution;

f) Have full membership to a professional body; and

g) Have demonstrated outstanding professional competence in supply chain management work;

h) Demonstrate values of governance as provided in the Constitution of Kenya;

i) Meets the provisions of chapter six of the Constitution.


DIRECTORATE OF TECHNICAL SERVICES

DESIGN DEPARTMENT

Manager, Design

REA 3

(1 Post)

Duties and responsibilities


a) Identify and Design Renewable Energy projects;

b) Supervision of construction lines and design works;

c) Commissioning of completed projects and preparation of construction and customer connections as per set standards;

d) Implement policies and programmes on power system design;

e) Compile projects technical reports including Design, Survey, Cartography and Wayleave;

f) Implement policies and programmes on power system design;

g) Provide technical leadership and guidance on matters pertaining to design of distribution and transmission lines as necessary;

h) Monitoring and evaluating implementation of Construction Performance Contracts;

i) Working with Corporate Planning in reviewing annually preparation of the Rural Electrification projects plan;

j) Coordinate and supervise construction of all REA grid projects;

k) Ensure that records of all grid projects constructed in the country are properly kept both at the Regional office and head office;

l) Responsible for the development of designs for all grid extension projects as per the acceptable standards;

m) Verify and authorize technical reports and designs and estimates drawings;

n) Recommending location of proposed distribution networks including primary and secondary feeding substations by preparing description of project works, materials schedules and cost estimates;

o) Verify and with consultation with the General Manager and CEO authorize way leaves compensation payments;

p) Ensure that all projects are constructed as per the acceptable construction industry standards;

q) Development of Business proposal;

r) Ensure Audit of Projects and programmes;

s) Oversee project implementation through to commissioning;

t) Update The Director on work progress, liaison with stake holders, department requirements and other relevant information geared towards enhancing smooth operation of the department;

u) Maintain operational linkages with other department/sections of the Corporation;

v) Manage human, financial and material resources assigned to the section;

w) Budget preparation and budgetary control;

x) Participate in development of the Department’s Work plan and budget;

y) Participate in departmental committee meetings as appropriate;

z) Develop comprehensive annual work plan for department.

Requirements for appointment
a) Bachelor’s degree in mechanical, electrical/electronic or any other related field from a recognized institution;

b) Master’s degree in a related field;

c) Registered with the Engineers Board of Kenya;

d) 9 years relevant working experience, with at least 5 years at management level;

e) Compliance with values and Principles of Public service;

f) Analytical skills; 

g) Attended a senior management course lasting not less than four (4) weeks;

h) Decision making and problem solving skills;

i) Strong Leadership, planning and supervisory skills;

j) Excellent analytical and Communication skills;

k) Networking and relationship building skills;

l) Meets the provisions of chapter six of the Constitution.

Technician

REA 8

Duties and Responsibilities


a) Assisting in testing transformers;

b) Collecting data from all counties and prepare daily, weekly and monthly reports;

c) Assisting in preparing monthly, quarterly and annual sectional reports;

d) Assisting in Implementation of Projects;

e) Assisting in identifying counties earmarked for the renewable energy projects;

f) Assisting to conduct preliminary survey in the institutions;

g) Assisting in Promotion of renewable energy;

h) Assisting in design of renewable energy projects;

i) Assisting to assess renewable energy needs;

j) Assisting to inspect renewable energy projects;

k) Participate in the development of departmental budgets and annual work plans.

Requirements for appointment

a) Diploma in Electrical Engineering, Mechatronic Engineering, Civil engineering, Structural Engineering or a related field from a recognized institution;

b) IT proficiency;

c) Technical skills;

d) Knowledge of the industry and energy sector;

e) Communication skills;
f) Interpersonal skills;

g) Demonstrated Integrity.
