Background

The Council of Governors (CoG) is established under Section 19 of the Intergovernmental Relations Act 2012 with the mandate to provide a mechanism for consultation amongst County Governments, share information on performance of the counties in execution of their functions, facilitate capacity building for governors, and consider reports from other intergovernmental forums on national and county interests amongst other functions (Section 20).
To enable the Council achieve its mandate and vision, the Council wishes to recruit results oriented individuals with drive, vision and creativity to fill the following position:


Human Resource Officer
Overall Purpose of the Job
The Human Resource Officer will be responsible for delivery of various Council of Governors HR processes, projects and activities, ensuring excellent customer service, with due consideration given to approved policies, procedures, and statutory requirements.
Responsibilities
Reporting to the Head of Human Resources, the Human Resources Officer will perform the following duties and responsibilities:
·         Providing guidance on Government policy direction on human resource management;
·         Issuing administrative guidelines on the interpretation and implementation of labour laws and other human resource related statutes and their relation with the public service;
·         Assist in in matters related to appointments and placement, induction, discipline, and confirmation of staff;
·         Preparing HR plans, developing training plans, facilitating the target setting and annual performance evaluation;
·         Implementing work plans and ensuring compliance with all Government human resource regulations, including legal and statutory requirements;
·         Providing guidance on performance Management;
·         Enlarging and enriching human resource management function in the COG;
Technical Committee duties and responsibilities:
·         Coordinate the participation of County governments in local and regional Human resources related meetings with stakeholders;
·         Management of the emerging Human Resource transition issues;
·         Ensure easy access to HR updates, reports, bills and ensuring that the relevant parties have updated information;
·         Advising on collective bargaining and negotiation agreements with Trade Unions;
·         Acts as a liaison between the HR Committee, National government agencies and the Counties;
·         Work closely with the stakeholders on the ongoing programmes;
·         Draw sitting programmes for Committees in consultation with other Committee officers;
·         Ensure timely execution of COG programmes and activities;
·         Preparation of Committees work plans;
·         Compiling Committee minutes and reports;
·         Perform any other duty as maybe assigned by the supervisor.
Qualifications
·         Bachelor’s degree in HR / Business Administration or related field.
·         Higher National Diploma/ Higher Diploma in Human Resource Management from a recognized institution.
·         CHRP will be an added advantage.
·         At least 2 – 3 years’ experience in Human Resource Management.
·         Registered as a professional member with Institute of Human Resource Management (IHRM).
·         Certificate in computer application skills.
·         Shown merit and ability as reflected in work performance and results, and
·         Must have a sound knowledge of Human Resource Management in the public sector.

Duration of the assignment
The duration of the engagement will be three (3) years renewable subject to performance and availability of funds.

Education Committee Technical Officer
Overall Purpose of the Job
The Technical Officer-Education will be responsible for coordinating Education matters within the Council of Governors.
Responsibilities
Reporting to the Director Committees, the Technical Officer- Education Committee will perform the following duties:
·         Advise the Council on all matters Education;
·         Maintain up –to –date statistics and Education programs data in collaboration with M&E, for Education related performance reporting for all CoG Committees;
·         Develop Education sector action plan for the Council of Governors;
·         Continuously report on progress and lessons learnt on Education at the Council and by extension within Counties while tracking national policy and legislation on the same;
·         Design a system of monitoring and evaluating Committee achievements related to Education;
·         Responsible for integrating and monitoring education – related indicators to promote educational development interventions;
·         Actively coordinate program work on Education with other partners, both within National and County governments, implementing agencies and donors;
·         Identify and document best practices and lessons learnt in implementing Education programs and activities in the Counties and share with the CoG Best Practice (Maarifa) Centre;
·         Write reports, success stories, policy papers, technical briefs and abstracts for presentations within required timelines and quality;
·         Representation of the Council in external meeting with strategic Council position;
·         Identification of partners in specific sector areas;
·         Perform any other duties as assigned by supervisor.
Qualifications
·         Have Bachelor degree in Education or a related field from a recognized institution;
·         A Masters degree will be an added advantage.
·         Have Certificate in computer applications;
·         Have strong analytical, written, oral communications, strong interpersonal and relationship skills;
·         Have served for at least 2-3 years in the area of Educational Development preferably in the public sector;
·         Have proven leadership and supervisory experience;
·         Must meet the requirements of Chapter 6 of the Constitution of Kenya; and
·         Must be a Citizen of Kenya.
Languages
Fluency in English is required.

Tourism & Wildlife Management Technical Officer
Overall Purpose of the Job
The Technical Officer-Tourism and Wildlife Management will be responsible for coordinating Tourism and Wildlife matters within the Council of Governors.
Responsibilities
Reporting to the Director Committees, the Technical Officer- Tourism and Wildlife Management Committee will perform the following duties:
·         Advise the Council on all matters on Tourism and Wildlife Management;
·         Serve as technical advisor to the Council’s Tourism and Natural Resource Management Committee;
·         Coordinating, developing and consolidating collective County positions on Tourism and Wildlife Management matters;
·         Coordinate the participation of County Governments in local, regional and international conferences on Tourism and Wildlife Management;
·         Engage need based dispute resolution mechanisms in utilization of trans-county Tourism and Wildlife Resources;
·         Monitor the status of Tourism and Wildlife Management matters implementation under devolution;
·         Providing technical assistance in terms of information, research and policy analysis on County Governments across a range of policy issues targeting the development of Tourism and Wildlife Management in all parts of the Country;
·         Identify and document best practices and lessons learnt in implementing Tourism and Wildlife Management programs and activities in the Counties and share with the CoG Best Practice (Maarifa) Centre;
·         Write reports, success stories, policy papers, technical briefs and abstracts for presentations within required timelines and quality;
·         Serve as primary focal point for receiving and collating feedback and updates from the national forums for CECs including routine follow up on agreed actions and deadlines so that work is completed in a timely manner, deliverables met and interface created between National and County Governments.
·         Representation of the Council in conferences, meetings and events with strategic Council position;
·         Any other related duties as my be assigned by the supervisor
Qualifications
·         A Bachelor´s degree in Tourism Management/ Natural Resource Management, or related discipline.
·         A Masters degree will be an added advantage.
·         Experience working on matters Tourism and Wildlife Management in the context of devolution.
·         Have Certificate in computer applications;
·         Have strong analytical, written, oral communications, strong interpersonal and relationship skills;
·         Have served for at least 2-3 years in Tourism and Wildlife Management preferably in the public sector;
·         Have proven leadership and supervisory experience;
·         Must meet the requirements of Chapter 6 of the Constitution of Kenya; and
·         Must be a Citizen of Kenya.

Urban Planning & Development Technical Officer

Overall Purpose of the Job
The Technical Officer-Urban Planning and Development who will be responsible for coordinating Urban Planning and Development activities within the Council of Governors. He/she will work in close collaboration with the Committee members in charge on the Land, Physical Planning and Urban Development Committee.
The officer will dedicate 30% level of effort to the Kenya Urban Support Programme in the course of performing duties
Responsibilities
Reporting to the will report to the Senior Programme Officer-Land, Urban development and Housing Committee at the Council of Governors and will perform the following duties:
·         To lead the CoG initiative of guiding and assisting County Governments in the establishment of institutional structures for planning, development and management of urban areas; including through participation in programme development, resource mobilization and coordination of implementation of CoG urban development programmes; and ensuring that CoG constitutional mandate is safeguarded;
·         Coordination of intra and inter agency and governmental consultations on urban planning, management and development issues, including existing and evolving urban planning, management and development policies, legislation, regulations and Programmes; and ensuring that CoG constitutional mandate is safeguarded;
·         Coordination and harmonization of CoG positions and priorities on urban planning, management and development matters.
·         In consultation with the Committee lead, support the Development and implementation of a framework for development partners’ engagement and support to County Governments on urban planning, management and development issues.
·         In consultation with the Senior Programme Officer, support the preparation and coordination of the participation of County Governments in local, regional and international conferences on planning, management and development issues.
·         Support the overall coordination of the Urban Development Secretariat
Qualifications
·         A Bachelor’s degree in Urban and Regional Planning, or related discipline.
·         A Master’s degree in Planning, Environmental Planning and Management, Natural Resource Management, Land Economics or any other related social Science will be an added advantage.
·         Experience working on matters Urban and Regional Planning work, preferably in the public sector.
·         Have Certificate in computer applications;
·         Have strong analytical, written, oral communications, strong interpersonal and relationship skills;
·         Must meet the requirements of Chapter 6 of the Constitution of Kenya; and
·         Must be a Citizen of Kenya.
