Responsibilities
An
Officer at this level will head Monitoring and Evaluation Unit under Economic
Planning Department. He will be reporting to the Director Economic Planning.
Duties and responsibilities will include:-
·
Formulate and proposes review of
Monitoring and Evaluation Policy.
·
The Officer will ensure that the
M&E reports are prepared timely and of high quality.
·
Provide Technical field support to
the M&E Unit and the various M&E Committees established.
·
Support all M&E initiatives
including Monitoring data quality, tracking the progress of activities, and
contributing to Staff Capacity building initiatives as necessary.
·
Support in creating a framework and
procedures for the Monitoring and Evaluation of Project activities.
·
Support in defining and implementing
the Key Project Performance Indicators (KPI) as well as monitoring them
throughout the duration of projects.
·
Assist in proposing strategies to
increase data collection, data analysis, data use and demand amongst relevant
Staff.
·
Assist in clarifying project information
needs.
·
Support project/program staff on ways
to properly document, organize and capture project’s progress, draft tools and
their revisions as well as data collection procedures under the supervision
(e.g. logical framework, project performance tracking indicators ,data flow
chart, M&E manuals)
·
Support in reviewing the performance
of existing Management Information Systems pertaining Project management to
help identify potential modifications or resources.
·
Suggest ways to facilitate data
collection and the flow of data within field teams.
·
Identify strengths and weaknesses in
existing data collection and management systems and propose solutions.
·
Perform regular field visits to
ensure the quality of data collected to verify the accuracy of reported data.
·
Assist in establishing log frames;
M&E work plans and targets during the Sector Work Group’s project proposals
as well as throughout project implementation.
Requirements
·
Bachelor’s Degree in
Monitoring and Evaluation, Statistics, Economics,
Project Management, Social Sciences, Information Management or Related Field
from a University recognized in Kenya.
·
5 years of experience, three (3) of
which must be at a mid-level managerial position in the Public Service or
equivalent in the Private Sector.
·
Post graduate Diploma in Project
Planning and Management or a Master’s degree in a relevant field is an added
advantage.
·
Capacity to produce high-quality
briefs and reports.
·
Good level of proficiency in Windows
Excel and Quantitative Analysis.
·
Ability to design M&E tools,
Surveys, Surveillance Systems and Evaluation.

Monitoring & Evaluation Officer

Group CPSB 06 (N)
The
Senior M&E Officer will be responsible for designing and implementing the
M&E activities of the Unit, assisting the Deputy Director M&E in
preparing Quarterly/Annual reports on County Project Progress and will monitor
the project activities on a regular basis, developing and will be responsible
for the Collection & Analysis of different data in relation to the County
Project Activities.
Responsibilities
The
Senior Monitoring and Evaluation Officer
will have the following duties and
responsibilities:-
·
Develop and strengthen Monitoring,
Inspection and Evaluation Procedures.
·
Monitor all project activities and
progress towards achieving the project output.
·
Recommend further improvement of the
logical frame work.
·
Develop monitoring and impact
indicator for the project success.
·
Monitor and evaluate overall progress
on achievement of results.
·
Monitor the sustainability of the
project’s result.
·
Ensure effectiveness of the project
by identifying bottlenecks in completing project activities and developing
plans to minimize or eliminate bottlenecks.
·
Prepare report monthly, quarterly,
half-yearly and annual progress on all County Project Activities to the Deputy
Director.
·
Conduct capacity assessment on
existing monitoring and evaluation system develop indicators and a monitoring
strategy for the project.
·
Provide inputs, information and
statistics for quarterly, annual and other reports to COMEC.
·
Participate in annual project reviews
and planning workshops and assist the Deputy Director in preparing relevant
reports.
Requirements
·
Bachelor’s Degree in
Monitoring and Evaluation, Statistics, Economics,
Project Management or related field from a University recognized in Kenya.
·
At least five (5) years of experience
in the design and implementation of M&E/MIS in development projects
implemented by Public Service or Private Sector.
·
Experience in designing tools and
strategies for data collection, analysis and production of reports.
·
Proven ICT skills, especially in the
development of MIS software using database software.
·
expertise in analyzing data using
statistical software
·
Strong Training &Facilitation

interpret data on relevant Sectors.

Capture data on budgetary
requirements and preparation.
·
Process data on Sector specific
projects and programmes
·
Report on prefeasibility and
feasibility studies for programmes and projects.
·
Perform any other duties as may be
lawfully assigned.
Requirements
·
Bachelor’s Degree in any of the

Cooperatives Auditor reports to the Director of Cooperatives Development.
Responsibilities

Examining all books of Accounts of
Cooperatives Societies in accordance with the Law, Rules and Regulation.
·
Preparing detailed Audit observation
and verifying statements of Accounts and reporting the finding to immediate
Supervisors.
Requirements
·
Bachelor’s Degree in any of the
following disciplines; Commerce (Accounting /Finance Option)

Certified Public Accountant (CPA)

Supply Chain Management Function.

Chain Management Policies and Performance Improvement Strategies that are
adaptive to the changing Environment and Technology.

Implementation of Public Procurement
and Asset Disposal Act, 2015 and other Statues, Rules and Regulations and
ensuring adherence to the laid down Procedures, Rules and Regulations.

Advising the Accounting Officer on
Supply Chain Management matters.

Requirements

Holder of Master’s Degree will have

from the Chartered Institute of Purchasing and Supplies (CIPS) or Kenya
Institute of Supplies Management-Certified Procurement and Supply Professional
Part IV.
·
Proficiency in Computer Application
skills.
·
Relevant experience of not less than
5 years.
·
Must be a registered Member of Kenya
Institute of Supplies Management (KISM) and have a Valid Practicing License.
