Depot Engineer

Grade HM2
Reporting to the Head of Inland Container Depot, the job holder is tasked with overseeing maintenance and repair works of all ICD’s mobile/plant equipment, electrical, and civil. He is the head of technical section, supervises and coordinates the activities of Mobile Plant and Vehicles, Electrical and Civil unit heads.
Responsibilities
·         Handling administrative, maintenance and repair matters in the Engineering section with the Depot

·         Providing sectional leadership and bear overall responsibility and accountability to the section performance delivery on the maintenance, repair and availability of adequate and reliable equipment, vehicles, electrical and civil works.
·         Preparing annual performance appraisal reports for subordinates.
·         Coordinating all the planned preventive and corrective maintenance in the section
·         Initiating all the development projects to be undertaken in the Depot.
·         Ensuring proper safety procedure implementation and safe/clean environment.
·         Liaising with Operation Officers for purposes of assessing equipment requirements and plans maintenance and repair activities accordingly to maximize efficiency in cargo handling service delivery
Qualifications
·         Be a holder of a Bachelor’s Degree in Mechanical or Electrical and Electronics or Mechatronics Engineering or Automotive Engineering or in any other relevant field from a recognized institution
·         Be registered as an Engineer with Engineers Board of Kenya (EBK) with current annual practicing license.
·         Be a valid member with the Institute of Engineers of Kenya (IEK) and of good standing
·         Have not less than five (5) years’ experience in overseeing maintenance and repair work of equipment with at least three (3) years served at supervisory level

Depot Accountant

Grade HM2
Reporting to the Head of Inland Container Depots, the holder is a representative of Head of Financial Accounting and ensures that the revenue and expenditure transactions and books of accounts are well maintained, correctly done and presented.
Responsibilities
·         Ensuring timely billing of charges secured as per the tariff and dispatching to respective firms done promptly.
·         Ensuring comprehensive collection of funds through effective credit control, safe custody of cash collected and prompt payment of staff allowances.
·         Managing the credit control policy by ensuring that regulations and policies are adhered to by monitoring the credit levels and period.
·         Ensuring timely attention is given to resolving customer queries and problems to do with their accounts
·         Overseeing the day to day financial functions of the ICDs and liaising with Financial and Management Accounting departments on financial issues pertaining to ICDs.
·         Ensuring timely attention is given to resolving audit queries.
·         Preparing monthly and annual financial performance reports and returns.
·         Maintaining books of accounts and ensuring that posting is done regularly and updated in the system.
·         Preparing the annual budgets for the Depots and defending the budget at the corporate budget committee.
·         Analyzing and responding to the monthly budget overruns and ensuring that corrective measures are instituted on negative variances
·         Giving financial advice to the HICDs on effective budget control system and ensuring ICDs budget is maintained within laid down policies and guidelines.
Qualifications
·         Be holder of a Bachelor of Commerce (Accounting Option) or its equivalent from a recognized institution
·         Be a Certified Public Accountant CPA (K) or its equivalent from a recognized professional body.
·         Be a member of Institute of Chartered of Certified Public Accountant (ICPAK) or any other internationally recognized accounting body and be of good standing
·         Have not less than five (5) years of experience in ensuring revenue and expenditure transactions and books of accounts are well maintained, correctly done and presented with at least three (3) years served at a managerial level

Logistics Officer

Grade HM1
Reporting to the General Manager Operations, the job holder is responsible for overseeing proper, effective and timely delivery of logistics support services to cargo Operations and driving results in cargo operations through development and execution of logistics plans.
Responsibilities
·         Managing Port Logistics Operations and ensuring timely and cost effective delivery of services.
·         Coordinating and providing logistics support to cargo Operations.
·         Identifying any operational bottlenecks towards achieving good productivity and looking for solutions.
·         Ensuring efficiency in Cargo movement and storage (Good traffic flow system).
·         Analysing data, Monitoring performance and planning for improvement.
·         Providing specialized advice to the General Manager Operations on Logistics matters.
·         Ensuring efficient planning and coordination of the operations by offering Logistics advice where applicable.
·         Ensuring overall target set for the branch are archived and sustained.
Qualifications

·         Have not less than five (5) years’ experience in provision of logistics services with at least three (3) years served at a supervisory level.

·         Possess a Diploma in Shipping or Port Management /Operations from a recognised institution

Operations Officer

Grade HM1
Reporting to the Head of Inland Container Depot, the job holder is responsible for ensuring effective and efficient overall planning, directing, and supervision, execution of operations & KWATOS system for prompt delivery of service at the Inland Container Depot Nairobi.
Responsibilities
·         Liaising with all stakeholders and government agencies at the Depot to ensure efficient delivery of services.
·         Determining the labor and equipment requirements required for smooth operations of ICDN operations
·         Ensuring Rail, Yard, Shed and Gate operations achieve maximum output while utilizing optimum resources.
·         Ensuring prompt preparation and distribution of the work schedules to enable efficient execution of the depot operations.
·         Monitoring implementation of the operation plans and incase of deviation ensure corrective action is taken.
·         Liaising with the Engineering personnel to avail equipment for planned maintenance and to ensure that breakdowns are attended to promptly.
·         Controlling and ensure that all KPA charges are secured after they are computed accurately and promptly.
·         Conducting both pre and post-operation review and report the areas of concern to the Head of Inland Container Depots.
·         Ensuring cargo documentation and monitoring & control is done through the system.
·         Liaising with counterparts and stakeholders and advises on all issues related KWATOS system that are affecting Operations.
·         Organizing/conducting the stake-holders monthly meetings.
·         Advising management on trends and operational activities and conduct post operation review for remedial action.
·         Ensuring that hazardous, refrigerated and other special cargo/ containerized or loose are handled in accordance with the Authority Rules and Regulation.
Qualifications
·         Be a holder of a Bachelor’s Degree in any of the following fields: Maritime Affairs, Business Administration, Logistics, Transport, Shipping or in any other relevant field from a recognized institution
·         Those with degrees in other fields but possess a Diploma in Shipping or Port Management/Operations will also be considered.
·         A Master’s Degree in any of the above fields from a recognized institution will be an added advantage
·         Be a valid member of a recognized professional body and be of good standing
·         Have not less than five (5) years’ experience in logistics operations planning with at least three (3) years served at a managerial level
·         Knowledge of Port Operations will be an added advantage.

Port Fire Officer

Grade HM1
Reporting to the Head of Marine Operations, the job holder is responsible for overseeing the fire fighting and prevention services in all areas within the authority’s jurisdiction.
Responsibilities
·         Overseeing training of new recruits and in-serving fire service staff to maintain high standards.
·         Ensuring compliance with staff regulations, Harbour Regulations 1970, Circulars and Notices issued from time to time.
·         Participating in the preparation of budgetary proposals and controls.
·         Coordinating firefighting and prevention activities within the jurisdiction of the Kenya Ports Authority.
·         Conducting fire risk assessment, surveys and inspection of premises during construction/alterations, formulate fire plans and advise management on all aspects of fire precautions.
·         Ensuring fire safety inspections, issuance of fire permits and guarding of all hot works, explosives, bunkering services and that appropriate charges are raised and secured.
·         Ensuring safe working procedures are adhered at all times.
·         Ensuring special service calls (assist in pumping out water from sea crafts, rescue operations, provision of water under pressure etc.) are conducted safely, effectively and timely.

·         Overseeing fire safety training for employees and port users through fire service drills and use of fire appliances.
·         Organizing first aid trainings, examinations, re-examinations, competitions and other related activities for the employees.
·         Overseeing the investigation of fire incidents and recommending preventive measures.
·         Ensuring effective and timely co-ordination with other fire and rescue emergency responders.
Qualifications
·         Be a holder of a Bachelor of Science or its equivalent from a recognized institution
·         Possess Advanced Fire Fighting Certificate from a recognized Institution.
·         Be a member of the Institute of Fire Engineers (IFE) or any other relevant professional body
·         Should be trained in Disaster Management and Emergency Evacuation
·         Have sound Knowledge of Directorate of Occupational Safety & Health Services Legislation (DOSHS)
·         Have not less than five (5) years’ experience in provision of firefighting and prevention services with at least three (3) years served at a managerial level

Shift Engineer

Reporting to the Principal Mechanical Engineer ( Lifting and Transfer Equipment), the job holder is responsible for co-ordination of all departmental shift activities involving equipment assigned in Authority operation zones and ensuring that there is optimum equipment availability in line with departmental objectives.
Responsibilities
·         Controlling work in shift.
·         Liaising with operations for resources mobilization (Shift).
·         Carrying out deadline monitoring work compilation and settlement of work maintenance orders.
·         Evaluating equipment maintenance.
·         Preparing equipment availability reports.
·         Providing information on equipment specifications as per requirement.

Responsibilities
·         Liaising with other unit heads for resources mobilization.
·         Planning, monitoring, implementing, and evaluating electronics equipment maintenance.
·         Initiating work orders and requisitions of spares parts, materials and tools.
·         Performing work orders completion and settlement of costs.
·         Implementing procurement plans for materials, spares, and tools.
·         Reviewing work reports of section engineers.
·         Planning for and monitoring uses of resources.
Qualifications

Maintenance Civil Engineer

Reporting to the Head of Civil Engineering Department, the job holder is responsible for Coordinating, planning and executing maintenance of Ports infrastructure and the housing estates, Bandari College, KPA Nursery Schools and Welfare Facilities.
Responsibilities
·         Coordinating, planning and running various workshops such as carpentry, rail, truck, and, metal work among others and oversee the activities at the workshop.
·         Coordinating, planning, designing and constructing minor projects.
·         Ensuring the timely completion of work programmes by proper supervision of staff.
·         Overseeing plan implementation of maintenance and directs projects.
·         Recommending requisition of materials for maintenance and ensuring that the same is utilized properly.
·         Recommending duty travel, leave, imprest cash payment, third party payments, material requisitions and work orders in the SAP system.
·         Overseeing civil engineering aspects of CSR projects.
·         Preparation of EXCOM Memos.
Qualifications
·         Be a holder of a Bachelors and a Master’s Degree in Civil Engineering or its equivalent from a recognized institution
·         Be registered as an Engineer with Engineers Board of Kenya (EBK) with valid annual practicing certificate.
·         Be a valid member of the Institute of Engineers of Kenya (IEK) and be of good standing
·         Have not less than five (5) years’ experience in maintenance of infrastructure in a reputable organization

Resources Operations Officer

Grade HM2
Reporting to the Principal Operations Officer (Ship), the job holder is responsible for monitoring, controlling and allocating resources in order to meet the day to day operational requirements to achieve the Authority’s set targets as per Performance contract.
Responsibilities
·         Liaising with the Shift Managers, Ship and yard Planner for allocation of labour, equipment and other resources for all planned activities.
·         Receiving and acting on Work Plans from Ship and yard planner and Resource requisition for efficient distribution of Resources.
·         Ensuring preparation and maintenance of accurate and up to date records of Resources.
·         Ensuring sensitive work areas are given priority.
·         Monitoring implementation of the plans and in case of deviation ensure corrective action is taken so that the operations proceed as planned
·         Ensuring proper roster of weekly shifts for the operators/ drivers and labour, keeping records of leave rosters.
·         Ensuring safety rules and regulations in respect of the equipment are well followed.
·         Ensuring that overtime working is within the approved budget.
·         Ensuring that KPA Staff Regulations, KPA Tariff, Harbour Regulations 1970, Circulars and Notices issued from time to time are complied with.
Qualifications
·         Be a holder of a Bachelor’s Degree in any of the following fields: Maritime Affairs, Business Administration, Logistics, Transport, Shipping or in any other relevant field from a recognized institution
·         Those with degrees in other fields but possess a Diploma in Shipping or Port Management/Operations will also be considered.
