Qualifications

Assistant Structural Engineer II

Responsibilities
This officer will be reporting to the county chief engineer.
·         Designing, preparation of drawings and supervision of construction of civil and structural works for simple projects.
Qualifications
·         Be a Kenyan citizen;
·         Have a bachelor’s Degree in Civil Engineering or its equivalent and relevant qualification from a recognized institution; and
·         Been registered by the Engineers Registration of Kenya (ERB) as a graduate Engineer.
·         Have met the requirements of Chapter 6 of the Constitution of Kenya; and Public Officer Ethics Act 2003.

Assistant Electrical Engineer II
V/NO:03/2019 J/G ‘K’
Responsibilities
This officer will be reporting to the county chief engineer.
·         Design of electrical/ electronic engineering services in government buildings and construction works
·         Repair and maintenance of electrical/electronic installations in airports, waterworks, offices, workshops, conference complexes and other governmental facilities;
Qualifications
·         Be in possession of a Bachelors’ Degree in Electrical Engineering or equivalent and relevant qualification from a recognized institution;
·         Been registered by the Engineers Registration Board of Kenya as a graduate Engineer;
·         Have met the requirements of Chapter 6 of the Constitution of Kenya; and Public Officer Ethics Act 2003.

Inspector Electrical (2 Posts)

Responsibilities
·         Servicing and carrying out minor repairs on electrical components such as alternators, generators, and carrying out on fitting of electrical components and electrical wiring.
Qualifications
·         A candidate must have a Diploma in either electrical and electronics engineering, or its equivalent from a recognized institution;

Quantity Surveyor Assistant III (2 Posts)

Responsibilities
·         This officer will be reporting to the county Quantity Surveyor
·         Squaring dimensions and abstracting for the preparation of bills of quantities.
·         Preparation of specifications; and assisting in the preparation of payment certificates.
Qualifications
·         A candidate must have a Diploma in any of the following fields: Quantity Survey, Building/Civil Engineering, or its equivalent and relevant qualification from a recognized institution; and

Roads Inspector (2 Posts)

Responsibilities
·         Supervision and controlling of all road works
·         Assisting in selection and location of suitable materials for road works
·         preparing work programmes in liaison with sub county works officers
Qualifications
·         A diploma in civil engineering from a recognised institution
·         Any past experience in road inspection will be an added advantage

Architectural Assistant III (2 Posts)

Responsibilities
·         Interpretation of architect’s sketches; and preparation of finished drawings, reading and interpreting engineering drawings in relation to the architect’s sketches and incorporating these details in the finished drawings.
Qualifications

Motor Vehicle Inspector (2 Posts)

Responsibilities
·         Carry out motor vehicle inspection to assess road worthiness in accordance with the safety standards and policies.
·         Carry out vehicle mechanical inspection to assess compliance with road safety requirements.
·         Keep records of vehicle inspection reports
·         Assess motor vehicle service and maintenance records
·         Conduct vehicle troubleshooting to identify any likely faults.
Qualifications
·         Be Computer literate;
·         Minimum grade III Mechanic/Electrician from a recognized institution;

HRM & Development Director

Qualifications
To be appointed to this position one must:
·         Have served in a comparable and relevant position in the public service for a minimum period of ten (10) years;
·         Be in possession of a Bachelor’s degree in Social Sciences in Human Resource Management/Development, Industrial Relations, Labour Relations or any other relevant qualification from a recognized institution;
·         Be in possession of a Master’s degree in Human Resource Management/Industrial Relations/Public or Business Administration /Government or any other relevant qualification from a recognized university;
·         Be in possession of a Certificate in Strategic Leadership Development Programme (SLDP) lasting not less than six (6) weeks from a recognized institution;

Responsibilities
·         The officer shall be responsible to the County Chief Officer Public Service Management, Administration and ICT of the County Government of Tana River for Planning, Organizing, Co-ordination and Administration of Human Resource activities within the county;
·         Performing liaison duties with the County Secretary, County Chief Officer Public Service and the County Public Service Board in the implementation of Human Resource management policies, rules and regulations;
·         iii)Overseeing all delegated Human Resource Management and development matters in the county;
·         Analyzing the effectiveness of the Human Resource policies, rules and regulations;
·         Advising the Authorized officer on the delegated powers and ensuring their implementation;
·         Maintain Professional Human Resource Management standards in the county and advising on succession management, Human Resource planning and utilization of Human Resources;

Budgeting Assistant Director

Responsibilities
·         Analyse annual priorities in CIDP and County Fiscal Paper for inclusion in the Programme Based Budget.
·         Prepare the County Budget Review and Outlook Paper (CBROP) for review by the Economic Planning & Budgeting Director and onward submission to the County Executive.
·         Assist the Economic Planning & Budgeting Director in preparation of the relevant draft bill such as the Appropriation Bill.
·         Coordinate the preparation of County Budget estimates and supplementary budgets by departments and consolidate the County Budgets.
·         Undertake review of existing systems, propose necessary improvements and ensure they are implemented effectively.
·         Design and put in place appropriate budgetary controls and ensure they are adhered to.
·         Design Internal Management Budget reporting tools and monitoring reporting compliance by all departments.
·         Organize staff training workshop on budget issues.
·         Provide leadership of budget team under him/her.
·         Advise the Director on emerging budget management matters within the County Government System.
·         Assist the Director in developing new Budget Policies and access weakness and risks of existing Budget Policies.
·         Liaise with department in charge of HR and establish budget capacity gaps among county staff and Organize periodic in-house trainings.
·         Perform any other official duties that may be assigned by the Economic Planning and Budgeting Director.
Qualifications
For appointment to this position, one MUST:
·         Have a relevant working experience of five (5) years in the Budget field;
·         Be in possession of a Bachelor’s degree in any of the following fields: Economics, Statistics, Economics and Mathematics, Economics and Finance or Economics and Statistics from a recognized institution;
·         A Master’s degree in any of the following fields: Economics (Policy Management, Econometrics, Public Finance, Project Planning and management, Philosophy in Economics, Public Policy, Economics of Development or Rural Economics from a recognized institution will be an added advantage;
·         Have attended a Senior Management Course lasting not less than four (4) weeks from Kenya School of Government;
·         Be in possession of a Certificate in computer application skills from a recognized institution; and

M & E Assistant Director

Responsibilities
·         Participating in the formulation, review and implementation of County Development Plans, Policies, Strategies and Programmes;
·         Making follow-up and reporting on the implementation of SDGs;
·         Preparing policy briefs, reviews and reports on the status of County Economy;
·         Facilitating government departments to develop donor funding proposals;
·         Presenting statistical data in the form of survey reports and bulletins;
