The College seeks to recruit results driven and highly motivated individuals to fill the following position;
Reporting to the CEO, the job holder will provide leadership in Strategy, Human Resource Administration, Procurement, Finance & Accounts, ICT and Hospitality.
Responsibilities
·         Oversee the Human Resource and Administration, Finance & Accounts, Corporate Communications, Strategy and Information Communication Technology management in the Board;

·         Formulate, interpret and implementation of strategy, Finance & Accounts, human resource, corporate communications and information communication technology policies, strategies, and programmes;
·         Ensure prudent management and utilization of all the resources under the above departments;
·         Development of a master strategy and business continuity management of the Directorate;
·         Implementation of the Board’s resolutions on matters affecting the departments under his or her oversight role;
·         Consolidation of the departmental procurement plans and budgets;
·         Team work and collaboration among various departments under his or her supervision;
·         Coordinating the preparation of respective board papers for Finance and Administration Board committees;
·         Ensuring efficient, effective, professional and sustainable human resource and administrative systems within the College; and
·         Responsible for the development and implementation of the strategies of the respective departments.
Qualifications
·         Have a Minimum of twelve (12) years relevant work experience with at least six (6) in Management Position;
·         Have Bachelors Degree in any of the following: Economics, Commerce, Accounting, Business Administration, Computer Science, Information Technology, Human Resource Management or equivalent qualification from a recognized institution
·         Have Masters Degree in any of the following: Commerce, Accounting, Business Administration, Computer Science, Information Technology, Human Resource Management or equivalent qualification from a recognized institution;
·         Have a certificate in Leadership Course lasting not less than four (4) weeks from a recognized institution;
·         Be proficient in computer applications;
·         Be a registered member of a recognized professional body in Good standing;
·         Demonstrate competence in work performance; and
·         Fulfil the requirements of Chapter Six of the Constitution;

Internal Audit Officer

The College seeks to recruit results driven and highly motivated individuals to fill the following position;
Reporting to the Board, the manager is responsible for the provision of independent and objective assurance services on the College’s internal controls, risk management and governance.
Responsibilities
·         Providing the secretarial services to the Board Audit Committee;
·         Preparing annual internal audit work plan for approval by Audit Committee of the Board;
·         Preparing and reviewing internal audit charter;
·         Preparing quarterly reports on the status of implementation of the internal audit annual work plan for submission to the Audit Committee;
·         Developing and implementing an internal risk-based audit strategy;
·         Planning and undertaking audits to assess controls, operational and technical efficiencies and compliance with policies, procedures and regulations;
·         Conducting audit tests on internal controls in all processes;
·         Evaluating the effectiveness of the overall enterprise risk management program;
·         Liaising with the Auditor General and ensuring follow up on the process of implementation of Internal and external audit recommendations; and
·         Recommending mitigation measures to address identified weaknesses where necessary;
·         Ensuring that the Internal Audit systems, procedures and guidelines are prepared for approval;
·         Supervising the preparation of work programmes to ensure that audits are planned and well managed;
·         Review and submission of audit reports to the Chief Executive Officer and the Board;
·         Draft Audit Committee Board Charter.
Qualifications
·         Have a minimum of ten (10) years’ experience in relevant work and at least two (2) years in management.
·         Bachelors Degree in any of the following disciplines: Finance, Accounting, Business Administration or any other equivalent qualification from a recognized institution
·         Masters Degree in any of the following disciplines: Finance, Accounting, Business Administration or equivalent qualification from a recognized institution;
·         Be in possession of CPA (K) and any of the following: CISA, CFE, CIA or its equivalent and either;
·         Be a member of Institute of Certified Public Accountant of Kenya (ICPAK) and any of the following professional bodies-Institute of Internal Auditors of Kenya (IIA-Kenya), Information Systems Audit and Control Association (ISACA), Association of Certified Fraud Examiners (ACFE);
·         Have a certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
·         Be proficient in computer applications.

Finance & Accounting Officer

The College seeks to recruit results driven and highly motivated individuals to fill the following position;
Reporting to the Director Corporate and Strategy Services, the Manager is responsible for ensuring prudent management of financial resources by implementing accounting policies, systems and procedures; and report on financial performance of an organization.
Responsibilities
·         Consolidating and revising budget as per guidelines issued by the National Treasury and the Parent Ministry;
·         Checking and approving expenditure and payments and sign bank instructions/cheques;
·         Presentingfinancialreports to the Board and advice on financial implications and consequences of management/business decisions;
·         Developing and reviewing financial policies and procedures to enhance internal controls;
·         Ensuring compliance with relevant laws, regulations and procedures in management of financialresources;
·         Reviewing and ensuring timely submission of annual report and financial statements;
·         Ensuring that the College liquidity position is appropriate and liaise with the Parent Ministry and Treasury for release of allocated funds;
·         Reviewing of audit queries and implementing corrective actions;
·         Developing and implementing effective processes in the finance unit to ensure seamless flow of servicedelivery. Such processes include but not limited to budgetary process, analysis and reporting;
·         Developing short term, medium and long term revenue and expenditure framework;
·         Ensuring compliance with various requirements of government agencies and statutory institutions as setout in various circulars and legislations;
·         Controlling the College’s Finances to ensure that they are utilized in a lawful and efficient manner;
·         Planning and determining cash flow needs, forecast and establish cash flow trends of the College;
·         Preparing the annual budget execution reports, quarterly financial statements for programme andoperational budgets;
·         Preparing Board and management financial reports;
·         Liaising with the parent Ministry for GOK’s Grants and development partners’ funding;
·         Ensuring the provision of adequate financial resources for the College programs and activities; and
·         Staff performance management, training development and, mentorship.
Qualifications
·         Have Bachelors degree in any of the following disciplines: Commerce (Accounting/Finance Option),        Business     Management (Accounting/Finance Option), Economics, or equivalent qualification from a recognized Institution.
·         Have Master’s degree in any of the following disciplines: Business Administration, Finance, Commerce, or equivalent qualifications from a recognized university;
·         Be Certified Public Accountant CPA (K) or its equivalent;
·         Be registered with a professional body such as CPA, ACCA from a recognized institution;
·         Be a Member of the Institute of Certified Public Accountants of Kenya (ICPAK) or any other recognized professional body in good standing;
·         Have a certificate in Management course lasting not less than four (4) weeks from a recognized institution;
·         Have proficiency in computer application skills:
·         Demonstrated professional competence and administrative capability as reflected in work performance and results; and

Reporting to the Director, Strategy and Corporate Services the manager is responsible for the policy formulation, Research, Quality Assurance, Coordination of Risks Management and Performance Management.
Responsibilities
·         Developing monitoring systems of the performance of the College;
·         Developing performance contracts for the College;
·         Developing strategies on improvement of performance; and
·         Coordinating the preparation of quarterly and annual performance reports.

Qualifications
·         Have at least ten (10) years relevant work experience in public or private institution four (4) of which should have been at management level;
·         Have Bachelors’ degree in any of the following disciplines: Economics, Statistics, or equivalent qualification from a recognized Institution;
·         Have Masters degree in any of the following disciplines: Economics, Statistics, or equivalent qualification from a recognized Institution;
·         Be registered member with a professional body in good standing;
·         Have a certificate in professional qualifications in quality systems, risk management or related field from a recognized institution;

Accountant

The College seeks to recruit results driven and highly motivated individuals to fill the following position;
Reporting to the Senior Accountant the officer is required to ensure prudent management of financial resources by implementing accounting policies, systems and procedures; and report on financial performance of an organization.
Responsibilities
·         Preparing payment vouchers as well as revenue vouchers and submit for processing in accordance with the laid down rules and regulations;
·         Maintaining registers of documents received by and dispatched from the department;
·         issuing receipts for monies received;
·         Filling payments and receipt vouchers and ensure safety of accounts files;
·         Filing simple statutory returns with relevant institutions;
·         Maintaining primary records such as cashbooks, ledgers, vote books, registers and preparation of simple management reports e.g. imprest
and expenditure returns; and
·         Entering in the system entries relating to revenues and expenses.
Qualifications

Supply Chain

Reporting to the Senior Supply Chain Management Officer, the officer is responsible for procurement of goods, works and services, inventory management and Assets Disposal pursuant to the provisions of the Public Procurement and Disposal Act 2015.
Responsibilities
·         Monitoring inventory, movement of stores, recommending requisition when stocks approach reorder levels in accordance with the laid down regulations and procedures;
·         Ensuring proper storage of stock items;
·         Issuing required quantities against authorized stores requisition;
·         Preparing list and making recommendation for assets, stores and equipment for disposal;
·         Conducting periodic and annual stock taking;
·         Drafting inspection and acceptance of goods, works and services reports;
·         Maintaining procurement documents and records related to stores;
·         Carrying out periodic market surveys to inform the placing of orders or adjudication by the relevant award committee; and
·         Participate in the opening of tenders, bids and quotations.

Farm Assistant

Reporting to the Senior Farm Assistant, the officer is responsible to controlling and managing the College Farm by setting and implementing appropriate policies and guidelines    geared towards commercialization of the farm enterprises.
Responsibilities
·         Keeping and maintaining farm records by filing and capturing data in the Computer;
·         Ensuring that farm implements are in good condition by provision of assistance in the developmentof a schedule for repair and maintenance;
·         Computing gross margins for various farm enterprises by analyzing the costs of production against the revenue of individual enterprises;
·         Conducting farm visits and trainings by guiding clients around the farm;
·         Supporting farm program activities to meet safety standards to mitigate risks that may impact on the health, safety and welfare of employees in the college;
·         Providing support to farm interns during their internships and maintain an active role in mentoringand providing opportunities for skill and leadership development to other subordinates.
