Purpose of the Position
To provide technical support in
Sustainable Natural Resource Management (NRM), implementation, capacity
building, coordination and monitoring functions of IMARA Program within the
program sites in the County (operations will be in Marsabit and Laikipia hence
either of the two). This is towards inspiring a sustainable natural resource
management as part of the Kenya ASAL policy and Ending drought emergencies
(EDE) framework aimed to support increased resilience of vulnerable communities
in the ASAL counties of Kenya.
The incumbent will be instrumental in
capacity building and coordination of key program stakeholders on IMARA Program
efforts aimed at enhancing rangeland management and dry land forest management
strengthening tree based value chains and Non Wood Forest products, increased access
to and protection of water resources, promote sustainable and renewable energy
options plus Disaster Risk Management. S/he will also be responsible for
tracking program uptake, especially with respect to program targets, besides
documentation, reporting, and performing other M&E functions as regards
reaching the target beneficiaries.

Responsibilities
Effective Technical Program design,
Planning and Implementation 40%
·
Work closely with the Program Manager
to provide effective, innovative and technical leadership in the IMARA Program
towards reaching the program goal.
·
Responsible for the in the implementation
of the all activities in the IMARA program with focus on
·
Rangeland/dry land forest management,
Water access and protection, DRM and Renewable energy options in partnership
with partners within the consortium
·
Work with relevant ministries,
departments, private sector, civil society and partners to achieve program
objective
·
Provision of technical skills in
integrated natural resource management practices across communities and
partners in targeted areas
·
Train the partners, selected farmer
groups and partners on the various recommended focal areas (Community Based
Natural Resource management, Dry land forestry, Climate smart agriculture,
Sustainable energy options, soil and water conservation, Disaster Risk
management, Advocacy and policy influence etc).
·
Support implementation of water
access and protection for enhanced water supply in collaboration with relevant
line ministries
·
Mobilization of smallholder farmers
into Farmers Marketing groups geared to strengthen tree based value chains
market systems enhancing increased production
·
Develop a program capacity building
plan of action for partners, CBOs and Community Owned
·
Resource Persons as per context with
specific focus on the key objectives.
·
Ensure timely and efficient
expenditure at acceptable levels as per donor requirements
·
Actively participate in the
collection and collation of views from stakeholders for the development of
program plans and budgets
·
Providing strategic leadership and
supporting collaborative partnership engagements within the IMARA NRM focus
areas across county.
·
Contribute to effective and timely
implementation of all levels of interventions and initiatives with communities
and partners;
·
Collaborate with Program manager,
IMARA MEAL Coordinator, Program Director and the
·
Technical Specialist Environment and
Climate Change to effectively support the program to carry out all measurements
baselines, assessments, designs, monitoring and evaluations in accordance with
Consortium guidelines and donor requirements.

Support the program technically in
relation to your expertise in the event of any disaster and/or crisis response
when called upon to do so;
·
Monitor and support the timely and
appropriate utilization of budgeted resources for all L&R program
interventions as well as ensure effective and timely response plans.
·
Together with key partners conduct on
site trainings and strengthening community groups in issues on integrated NRM
in respect to climate change
Partnership, networking and resource

Ensures collaborative roles and partnerships
with key partners in the leverage county partners including GoK line Ministries
at the county and national, Community Based organization, NGO, Learning
Research institutions and any relevant authorities Gender and Youth integration
in program activities through the implementation strategies.

Develop working agreements / MOUs
with partners as per need.
·
Coordinate stakeholder / partner
forums on IMARA counties strengthening strategic NRM alliances.
·
Coordinate reflection and learning
forums for community and partners for purposes of providing forums for
experiential learning & reflection.
·
In liaison with Partners,
lead/support development of data collection and monitoring tools as required
·
Strengthen advocacy on prioritization
and increased resource allocation for NRM related activities by county
government and other CSOs.

Build capacity on community groups on
advocacy to engage service providers and participate in forums to relating to
sustainable NRM and related interventions
Quality Assurance, Monitoring,
Reporting & Documentation, 20%

Participate/Support program
assessments, planning, implementation, monitoring & evaluation,
documentation and dissemination of promising practices
·
Develop a monitoring and evaluation
framework that ensures that the targets from leveraging sites are tracked.
·
Coordinate joint monitoring visits
with key partners to track and document program progress in the targetted
leverage counties.
·
Ensure the feedback from monitoring
exercises feed into the working of environment technical working group within
the program counties.
·
Support the development and
submission of program reports and core documents as per WVK guidelines and
donor standards.
·
Develop context specific electronic
and live media communications on NRM activities.
·
Support development of technical
papers and or policy breifs on key issues for external engagement with decision
makers

Qualifications
Education/Knowledge/Technical Skills
and Experience:

The following may be acquired through
a combination of formal or self-education, prior experience or on the job
training:
·
The holder of this position must have
a minimum of a Bachelors degree in a relevant field from a recognized
University preferably in Natural Resource Management,
·
Environmental Science, Rangeland
Management, Forestry, or Climate Change;
·
Minimum of four years experience in
implementing sustainable natural resource management (SNRM) programs in
ASAL/degraded parts of Kenya integrating livelihoods strengthening; with
demonstrable competencies in designing, planning, implementation, documenting,
record-keeping and reporting;
·
The holder of this position must be a
results orientated person who can handle a heavy work load as well as manage
and satisfy multiple and at times conflicting organizational, donor and other
stakeholder demands and;
·
S/he must also have ample experience
in public relations and be a strong team player
·
Must have skills and ability to
provide training and mentorships;
·
S/he must be a self-starter, able to
work under minimum supervision and maintain good relationships.
·
Experience working with private
sector, local communities, institutions, governmental and traditional
authorities in ASAL regions;
·
Excellent interpersonal,

Response Director

Purpose Of Position
The Response Director (RD) has
primary responsibility for directing the response from strategy to
implementation, inclusive of performance and oversight of all aspects of the
response. She/he should develop and maintain an efficient, cohesive team, while
ensuring effective coordination and relationships with the other agencies,
officials, beneficiaries, donors and all areas of the Partnership.
Responsibilities
Develop and monitor implementation of
response strategy that addresses WV strategic goals to meet humanitarian needs:
·
Lead response strategy development
with National Director (ND), Regional Leader (RL), Partnership Executive Team
(PET) and other senior stakeholders.
·
Ensure primary and secondary
information on needs inform strategy formulation.
·
Ensure context analysis informs
strategy development.
·
Consult with ND and RL to ensure
National Office (NO) strategy and plans (including Child Wellbeing targets) are
taken into account in response strategy formulation.
·
Ensure strategy aligns with
anticipated capacity.
·
Monitor appropriateness of strategy
in addition to implementation of strategy and transition plans.
Ensure response is staffed to meet
response needs:
·
Lead team/individual development and
provide direction and support as needed to enable effective performance.

the area of emergency response in coordination with NO leadership and Human
Resources (HR).

Ensure World Vision is represented at
relevant technical and coordination mechanisms in-country.

spokesperson for media interviews, advocacy initiatives and other public

response strategy goal and objectives:

Provide oversight to funding
allocation (i.e. Private Non-sponsorship or PNS, grants, etc) to ensure
alignment with strategy and humanitarian needs.

Ensure response programme development
meets World Vision and international standards.
·
Ensure that adequate funding to address
humanitarian needs is acquired.
·
Ensure Advocacy staff are empowered
to integrate advocacy across sectors and to develop child-focused advocacy
positions which are aligned with strategy and organisational priorities, in
strong alignment with NO and Response Operations teams.
·
Facilitate the signing of MOUs and
contracts, with donors, Support Offices (SOs) and other relevant stakeholders.
·
Ensure appropriate waivers are in
place to facilitate timely response implementation.
Implement response programme in
accordance with commitments to meet international and WV standards:
·
Ensure that accessible beneficiary
feedback mechanisms are established and functioning.
·
Ensure staff establish community
accountability methods across all of the response program.
·
Monitor and identify risks to
programme quality and coordinate resources to address them.
·
Ensure that all programmes are
implemented, monitored and evaluated according to set plans and that agreements
with donors, SOs and other stakeholders are adhered to.

Initiate resourcing mechanisms and

government requirements.

Ensure that response meets World
Vision minimum quality standards and supports program improvement, reflection,
learning and innovation:

Ensure previous response learnings
from Global learning facilitator are reviewed in program design.

Encourage the incorporation of best
practice and innovation in program design.

Ensure all functions have quality
planning sessions to meet quality objectives of their TOR.

Ensure achievement level of all
function quality objectives is monitored monthly and reported.

Ensure risks that prevent the

Oversee Security function,

Ensure internal response coordination
& information sharing mechanisms are functioning.
Ensure that response staff
have appropriate housing, offices and information/communication
systems:

Ensure that staff have access to
appropriate office space/equipment, information/communication systems/equipment
and other facilities which enable them to carry out their responsibilities.

Ensure that all response vehicles and
other equipment are well managed and maintained.
·
Where necessary, ensure that relevant
staff have access to appropriate housing.
Qualifications:
Required:
·
A minimum of 5-7 years in leadership
role in the humanitarian assistance and development sector, with a significant
portion of this in INGOs.
·
5 years experience in humanitarian
assistance work.
·
Demonstrated understanding of key
humanitarian principles, standards and best practices.
·
University degree in Humanitarian
Studies or relevant field. Masters degree preferred.
·
Intensive experience in leading a
multi-cultural team of professionals.
·
Experience working in a
cross-cultural environment.
·
Experience working in war zones /
fragile contexts.
·
Experience in engaging with
governmental institutions and multilateral agencies.
·
Experience in managing humanitarian
operations that facilitate innovation and calculated risk taking.
·
Experience in serving as an
organizational spokesperson to media and other external audiences.
·
Effective in written and verbal
communication in English.
Preferred:
·
Ability to express ideas and concepts

Work Environment:
·
Work hours are often in excess of 12
hours per day during difficult periods of the response.
·
Responses are often mounted in
insecure or natural disaster-prone contexts, which may disrupt normal work
patterns and generate staff safety issues.
·
Work and housing environments may at
times be well below normal standards in terms of facilities, equipment, food
availability and hygiene.
