Responsibilities
The Chief Officer shall be the Accounting and Authorized Officer for the department or division for which they are in-charge in accordance with Section 45 of the County Government Act, 2012. The Chief Officer will be responsible to the County Executive Committee Member under which the department/division falls
Specific duties will include:
·         Administration of a County Department;
·         Formulation and implementation of programs to attain Vision 2030 and sector goals;
·         Development and implementation of strategic plans and sector development plans;
·         Implementation of policies and regulations;
·         Providing strategic policy direction for effective service delivery;

Qualifications

·         Be a holder of at least a first Degree in a related discipline from a recognized institution
·         Masters’Degree in a relevant field from an institution recognized in Kenya.

Plant Operator III J.G ‘G’ (1 position)

Responsibilities
·         Operating farm tractors and plants in field operations that include ploughing, harrowing, seeding, harvesting;
·         Keeping monthly records of the plants;
·         Preparing monthly and weekly service schedules and ensuring that they are adhered to;
·         Supervising, Guiding and assisting in training of turn boys and machine assistants;
·         Repairing minor defects on assigned plant;
·         Liaising with Field supervisor for major repairs;
·         Will be charged of ensuring safety of the assigned plant;
·         Will be in charge of ensuring that the plant is in good condition;
·         Ensuring cleanliness of the assigned plant;
·         Assisting in training junior plant operators;

Plant Mechanic J.G ‘G’ (1 position)

This is the entry and training grade for degree holders. An officer at this level will work under guidance of an experienced officer. Duties and responsibilities will entail: –
·         keeping equipment available for use by inspecting and testing machinery;
·         Maintaining machinery in functional condition;
·         verifying quality of spare parts;
·         Ensuring and maintaining a healthy, safe and secure working environment in compliance with procedures, regulations and government requirements.
Qualifications
This is the entry grade for Plant Mechanic. An officer at this grade will work under the direction and supervision of a senior officer. The Officer should have;
·         Kenya certificate of secondary education (KCSE) mean Grade, ‘D’ plain or equivalent qualification from a recognized institution.
·         Diploma in Automotive Engineering (Heavy Plant option). Candidates in Craft/certificate level but with wide experience will be considered.
·         Passed the occupational Trade Test I for Mechanics;
·         Attended a refresher course for Mechanics lasting not less than one (1) week within a period of three (3) years at the Kenya institute of Highway and Building Technology (KIHBT) or any other recognized institution;
·         At least two (2) year experience in heavy diesel/mobile plant environment.
·         Good knowledge of IC engines, hydraulic systems and electrical circuits.
·         Attended a First-Aid course lasting not less than one (1) week from St. John Ambulance or the Kenya institute of Highway and Building Technology (KIHBT) or other recognized institution;
·         A valid driving license, Class D and Special Type

Duties and responsibilities will entail: –
·         receiving and compiling fisheries related statistical data from field officers;
·         analyzing fisheries data and preparing reports;
·         assisting in monitoring, control and surveillance of the fisheries resources;
·         undertaking fisheries extension activities; maintaining of ponds at fish farms and hatcheries;
·         inspecting fish and fish handling facilities at fish landing sites, markets and farms; and
·         assisting in the promotion of fish marketing and value addition.
Qualification

Veterinary Officer I J.G ‘L’ (1 position)

Responsibilities
This will be the entry and training grade into this cadre. An officer at this level will work under the guidance of a senior officer.
Duties and responsibilities will entail: –
·         undertaking disease control activities such as disease search, vaccination and enforcement of livestock movement regulations;
·         participating in the training of stakeholders in vector control programmes;
·         treating sick animals;
·         advising on good veterinary practices;
·         collecting’ data and preparing reports on animal health, products and markets;
·         providing advice on animal breeding and welfare;  and
·         undertaking postmortem examination and other diagnostic tests.
Qualifications
For appointment to this grade, a candidate must;
·         be in possession of a Bachelor of Veterinary Medicine (BVM) Degree from a recognized institution;
·         be registered by the Kenya Veterinary Board; and
·         have a Certificate in computer applications from a recognized institution.
