Meru
University of Science and Technology (MUST) is a state owned University
established by the Government of Kenya under the Universities Act 2012. The
University is located in Meru County, along the Meru-Maua road.
MUST

The mission of the University is to provide Quality University Education,
Training and Research in Science, Technology and Innovation.
Responsibilities
·
Academic planning and development;
·
Academic policies and procedures;
·
Teaching and training which includes
planning for academic programmes, preparation of syllabi and their regulations,
timetables, examinations, certificates and transcripts and graduation, library
services, and students attachment and training of academic staff;
·
Students affairs which include
admissions and records, University students welfare (recreational, sports and
games), counselling and discipline;
·
Academic support services which
include library services, co-ordination of the allocation of resources for academic
purposes and safety in teaching areas;
·
Academic quality assurance.
·
Allocation of academic facilities
such as buildings, rooms and offices in the University as well as the
formulation of the rules governing their allocation and utilization;
·
Planning and coordination of election
of Deans of Schools.
·
Exercise such other powers, and
discharge other academic functions as are assigned to him/her by the
Vice-Chancellor in accordance with the statutes;
·
Shall be a member of Senate and
University Management Board.
Qualifications
·
Be at least an Associate Professor
with an earned Ph.D. from a recognized University;
·
Have at least ten (10) years of
academic and research experience at a senior lecturer position in a University
setting with a demonstrated capacity for leadership and academic excellence;
·
Be registered with, and be an active
member of professional associations in his/her profession;
·
Have held senior administrative posts
of at least Chair of Academic department or leadership of comparable levels in
a university or other institutions of higher learning for at least five (5)
years;
·
Possess an outstanding and
internationally recognized scholarship record as evidenced by peer-refereed
journal publications and university level books or book chapters and
supervision of masters and doctoral students;
·
Have ability and leadership skills to
effectively co-ordinate teaching and research functions in the University;
·
Have the capacity to promote learning
in competitive environment through commitment to academic excellence;
·
Possess demonstrable knowledge of
Performance Contracting and Quality Management System and strategic planning in
academic development of the University;
·
Have demonstrated ability to attract
research grants and other awards;
·
Have excellent understanding of
current trends in university education and training globally and the factors
and conditions shaping development of university education in Kenya;
·
Have demonstrated competence in
academic leadership in an academic/research environment;
·
Demonstrate capacity to initiate and
facilitate the development of relevant and quality market and society driven
academic programmes
·
Have excellent analytical, problem
solving, decision making, team building, organizational, interpersonal and
communication skills;
·
Demonstrate ability to analyze
complex problems, interpret operational needs, and develop integrated creative
solutions.

Have knowledge and understanding of
computerized management information systems, applications and tools.

Have strong interpersonal skills and
ability to effectively communicate with a wide range of stakeholders.

Chief Legal Officer
Grade 14
– MUST/ADM/05/18 (1 POST)
The Chief Legal Officer shall be
responsible to the Vice-Chancellor and is responsible for efficient legal,
advisory and secretariat services of the Council.
Responsibilities
·
Serving as Secretary to the Council
and all its Committees
·
Guiding the Council on the key
Governance and compliance issues
·
Recording and circulating minutes of
the Council
·
Acting as custodian of seals, minutes
and various records to ensure conformity with regulations
·
Proactively promoting good governance
in all committees of Council
·
Providing guidance to the Council and
its committees about its responsibilities and accountabilities under the
Universities Act, Charter and Statutes; and on how these should be discharged
·
Ensuring that the Council and its
committees adopt best practice in all their work
·
Working closely with the Vice
Chancellor to ensure that Council meetings and business are conducted
efficiently and in compliance with relevant legislation.
·
Review university’s legal and
regulatory framework to ensure compliance, removal of impediments and security
of member’s contributions.
Qualifications
·
A Master’s Degree in Law
·
Bachelor of Law Degree from a
recognized University
·
Advocate of the High Court of Kenya,
a member of the LSK, and have a valid practicing certificate.
·
Certified Public Secretary and member
of ICPSK with a valid membership certificate
·
At least 3 years’ experience as a
board Secretary in a large corporation.
·
Fully computer literate
·
Proven knowledge of corporate
regulatory and company law, rules and norms
·
Have excellent interpersonal and
communication skills,
·
Be of high integrity and ensure
confidentiality.
·
Have the ability to work under
pressure and meet deadlines.
·
Comply with the requirements of

Deputy Chief Security Officer
GRADE 11/12 – MUST/ADM/04/18 (1 POST)
The Deputy Chief Security Officer
shall be responsible to the Vice Chancellor and will be in charge of the
Department of Security and Safety, in overall management, direction, control
and co-ordination of Security Operations at the University.
Responsibilities
·
In-Charge of the security department.
·
Responsible for security matters
related to students and staff.
·
Manage security intelligence systems
within the University
·
Carry out any investigation requested
by Vice-Chancellor
·
Investigation of disciplinary matters
as referred by Management Board
·
Attend to all security meetings in
all Campuses
·
Plan and organize training for
security staff
·
Execute periodic security surveys for
all campuses
·
Liaise with the external security
agent
·
Advisor to the University Management
Board on security Issues
·
Responsible for formulation, planning
and control of the departmental budget
·
Effective coordination and
implementation of policies in the department
·
Responsible for formulation and
implementation of departmental strategic plan
·
Responsible for the procurement of
stores for the department
·
Perform any other duties and
responsibilities as may be assigned from time to time
Requirements
·
Must possess Bachelor’s Degree in
Criminology/Security Science or its equivalent from a recognized Institution. A
Master Degree in Criminology/Security Science will be an added advantage

Must have worked with any of the
Disciplined Forces of Kenya for at least ten (10) years
·
Must have served at the level of
Chief inspector of police or captain
·
Must have a clean Discharge
Certificate

Must possess Bachelor’s Degree in
Counseling psychology or its equivalent from a recognized Institution.

or equivalent.
·
A minimum of thirty two (32)
publication points as a Lecturer or equivalent, of which at least twenty four
(24) should be from refereed scholarly journals.
·
Evidence of attendance and
contribution at learned conferences, seminars or workshops.
·
Evidence of winning grants either
individually or as a group since being appointed as a Lecturer.
·
Registered with the relevant
