In 2013, five international NGOs with
long experience in Somalia – Cooperazione e Sviluppo (CESVI), Concern Worldwide
(CWW), the Norwegian Refugee Council (NRC), the International Rescue Committee
(IRC), and Save the Children International (SCI) – formed a Consortium to

Building Resilient Communities in
Somalia (BRCiS) is a humanitarian Consortium that takes a holistic approach to
supporting Somali communities in developing their capacity to resist and absorb
minor shocks without undermining their ability to move out of poverty.
The Consortium now has 8 Members
including Action Against Hunger, Candlelight and Kaalo. It manages a portfolio
of 6 grants implemented in all Federal Member States of Somalia.
BRCiS is looking to recruit for a
Consortium Finance Manager who is to be responsible that the financial set up
is according to NRC standard and to support programme / poject implementation.
Job Description
Generic Responsibilities
1. Ensure that country set up adhere
to Financial Handbook, NRC policies, donor and auditor requirements
2. Implement NRC’s financial systems,
routines and procedures
3. Maintain overall budget control
and monitor cash flows
4. Management of financial team
5. Training of line managers and
staff with financial responsibilities
6. Provide regular analysis and
reports
7. Implement anti corruption policy
8. Promote the rights of
IDPs/returnees in line with the advocacy strategy
Qualifications
·
Minimum 4 years of experience from
working as a senior Financial Manager in a humanitarian/recovery context
·
Experience from working in complex
and volatile contexts
·
Documented results related to the
position’s responsibilities
·
Knowledge about own leadership
skills/profile
·
Solid knowledge of computer software
and modern accounting systems
·
Fluency in English, both written and
verbal
·
Knowledge of the context of Somalia
·
Experience from working in complex
and volatile contexts, multi-country disaster preparedness, response and
recovery programming.

Experience with project development

We Offer
Duty Station: Mogadishu, Somalia
Travel: Frequent travel to all areas of programme Implementation,
with approx. 30% travel to Nairobi.
Contract Duration: 12 months

BRCiS
is looking to recruit for a Programme Manager who will be based in Nairobi.
The
programme Manager will be responsible for coordinating the implementation of
the integrated programmes in the BRCiS Consortium portfolio.
The
Programme Manager represents the BRCiS at coordination forums, as delegated by
the Chief of Party.
Job Description
Generic Responsibilities
·
Line management for DFID II project
manager and DEVCO, World Bank coordinators
·
Compliance and adherence to NRC
policies, guidance and procedures
·
Responsible for ensuring programme
support to integrated programme, coordination and technical quality in BRCiS
Consortium
·
Ensures that BRCiS programmes are
implemented in a transparent and compliant manner
·
Provision of specific inputs relevant
for BRCiS strategies
·
Supervises the compliance to donor
standards, and grants management and regular reporting to donors for all BRCiS
projects
·
Identify funding opportunities,
develops funding strategy, and forecast
·
Responsible for grants management and
budget allocations
·
Ensure compliance with contractual
commitments and extracting and implementing key learnings from project
implementation
·
Provide overall coordination for any
new funding coming in for emergency responses
Qualifications
·
Applicable degree in international
relations, business, economics or related field.
·
7 years’ experience in
humanitarian/development aid in complex and/or insecure environments,
preferably in East/Horn of Africa.
·
Excellent report and proposal writing
skills in English language. Experience in interpreting data and writing reports
to a rigorous technical standard.
·
Excellent English language
communication skills – negotiation, networking, influencing, public speaking
and facilitating workshops at different levels.
·
Documented results related to the
position’s responsibilities
·
Ability to work closely with field
based national staff and experience in various staff training and development
approaches
·
Strong planning, monitoring and
organizational skills with good knowledge of the use of logical and
result-based monitoring and evaluation frameworks;

Ability to write high quality concept
notes and technical sections for donor proposals
·
Knowledge of the context of Somalia
·
