Our client, National Hospital Insurance Fund (NHIF) is a state corporation established by under the Act no 8 of 1998 whose mandate is to provide accessible, affordable, sustainable and quality social health insurance.

In order to enhance institutional capacity to deliver strategy.
NHIF is seeking to recruit a results driven and highly motivated individual to fill the following position:

Director, Finance and Investments

Ref. NHIF/DFI/10/2018
Reporting to the CEO, the job holder will provide strategic leadership in financial management, accounting and investments.
Key Responsibilities
·         Develop and install effective financial management systems and procedures aimed at improving financial reporting and accounting;
·         Ensure timely preparation and management of corporate budget, submission of periodic reports, cash flow and debt management;
·         Undertake resource mobilization to ensure availability of sufficient funds to finance the business operations;
·         Coordinate and monitor the Fund’s investment of surplus funds; and
·         Device and implement effective strategies for managing working capital.
Person Specifications
·         Be a holder of a Bachelors and a Masters Degree in any of the following fields; Accounting, Business, Finance, or Economics, or any other relevant field from a recognized university;
·         Be a Certified Public Accountant of Kenya CPA (K), or the Association of Chartered Certified Accountants ACCA (UK), or the Chartered Financial Analyst (CFA) and a member in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK), or any other relevant professional body; and
·         Have knowledge and relevant experience of not less than 15 years in finance, accounting and investments with five (5) years at senior management level ¡n a large finance function in an organisation of similar size and complexity as NHIF.

Corporation Secretary / Head of Legal Services
Ref. NHIF/CS-HLS/10/2018
Reporting administratively to the CEO and functionally to the Board, the Corporation Secretary / Head of Legal Services will be responsible for ensuring the integrity of the governance framework, NHIF’s compliance with statutory and regulatory requirements, and implementing decisions made by the board of directors.
Key Responsibilities
·         Lead, oversee and coordinate effective board secretarial services;
·         Act as custodian of Corporation Seal and legal documents;
·         Provide legal advice and ensure compliance with the applicable legal and regulatory requirements; and
·         Review Corporation’s legal and regulatory framework to ensure compliance, removal of impediments and security of members’ contributions.
Person Specifications
·         Be a holder of a Bachelors and a Masters Degree in Law (LLB) from a recognized university;
·         Possess a Diploma ¡n Legal Practice from the Council of Legal Education ¡n Kenya;
·         Be a Certified Public Secretary CPS(K); and be a member in good standing of the Institute of Certified Public Secretaries of Kenya;
·         Is an Advocate of the High Court of Kenya, member of the LSK, and have a valid practicing certificate; and
·         Have knowledge and relevant experience of not less than twelve (12) years, with five (5) years at managerial level in a busy legal and/or corporate board secretarial function in an organisation of similar size as NHIF.

Head, Supply Chain Management
Ref. NHIF/HSCM/10/2018
Reporting to the CEO, the job holder will be responsible for overseeing implementation and delivery of procurement and assets disposal plans in line with Funds’ strategy and provide advise to the accounting officer on all Procurement and Assets Disposal matters.
Key Responsibilities
·         Coordinate the development and implementation of procurement plans and budgets;
·         Coordinate the development of tender specifications and performance standards:
·         Co-ordinate disposal of obsolete machinery, equipment and other salvage goods;
·         Ensure effective procurement management for optimal and cost effective supply processes: and
·         Ensure compliance with the Public Procurement legal framework and policies.
Person Specifications
·         Be a holder of a Bachelors and a Masters Degree in any of the following fields; Supply Chain Management, Commerce, Economics, Law, or any other relevant field from a recognized university;
·         Possess a post graduate Diploma in Procurement/Supply Chain Management and be a member in good standing of the Kenya Institute of Supply Chain Management (KISCM), with valid practicing certificate, as stipulated in the Supplies Practitioners Management Act 2007; and
·         Have knowledge and relevant experience of not less than twelve (12) years in supply chain with five (5) years at senior management level.

Manager, Business Systems
Ref. NHIF/MBS/10/2018
Reporting to the Head of ICT, the job holder will be responsible for reviewing, analyzing and upgrading IT systems to support business operations and processes.
Key Responsibilities
·         Analyse user requirements, develop and maintain systems to support business operations & processes;
·         Determine and document user procedures to inform training requirement;
·         Facilitate Backups and Disaster Recovery services to ensure systems availability and business continuity; and.
·         Set, monitor and evaluate performance targets for the Business Systems team.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Computer Science, IT, Computer Engineering, Information Systems, or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage;
·         Possess Professional Certifications in Microsoft Certified Solutions Developer (MCSD), Oracle PL/SQL Developer and in methodologies including Agile, DevOps, etc from a reputable institution;
·         Have experience in any of the following technologies: Git, Jenkins, Cloud orchestrators and Containers; and
·         Have knowledge and relevant experience of not less than eight (8) years in a busy IT environment with three (3) years at managerial level in an organisation of similar complexity as NHIF.

Manager, Human Resource Services
Ref. NHIF/MHRS/10/2018
Reporting to the Director Human Resources Management & Administration, the job holder will be responsible for overseeing and coordinating human resource management services within the Fund.
Key Responsibilities
·         Support the development and implementation of human resources strategic and operations plans ensuring alignment with best practice;
·         Participate in review of HR policies and procedures and overseeing the enforcement of statutory regulations:
·         Work with line management to build a sustainable positive workforce environment and culture within the Fund; and
·         Develop and coordinate staff benefits and welfare programmes.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Human Resources Management, Business, Social Sciences, Economics, Organisation Development or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage;
·         Possess a Professional Qualification in Human Resource Management and be a member in good standing of Institute of Human Resources Management Kenya, with valid practicing certificate, as stipulated in the Human Resource Management professional Act 2012; and
·         Have knowledge and relevant experience of not less than eight (8) years in human resources with three (3) years at managerial level in a busy HR function.

Manager, Informal Sector & Agency
Ref. NHIF/MISA/10/2018
Reporting to the Head of Registration and Compliance, the job holder will be responsible for developing and executing the Fund’s strategies relating to member registration, revenue collections, benefits management and claims processing in the informal sector.
Key Responsibilities
·         Establish market segments within the informal sector;
·         Implement agency model for mobilization and public education;
·         Develop and coordinate implementation of informal sector registration strategies;
·         Establish and enhance retention strategies for the informal sector in liaison with other relevant divisions; and
·         Conduct appropriate education and sector engagements in liaison with the Marketing directorate.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Economics, Social Science, Business, Medicine or Pharmacy, or any other relevant field from a recognized university;

·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage; and
·         Have knowledge and relevant experience of not less eight (8) years with three (3) years at managerial level preferably in health, insurance, banking or related sector.

Manager, Treasury and Investments
Ref. NHIF/MTI/10/2018
Reporting to the Director Finance and Investments, the job holder will be responsible for coordinating and monitoring the Fund’s investment of surplus funds and making recommendations on viable investments.
Key Responsibilities
·         Prepare monthly, quarterly and annual Treasury reports;
·         Prepare investment proposals based on the highest return and lowest risk:
·         Negotiate with financial institutions for optimal rates of returns on investments;
·         Initiate and coordinate review of investment policy; and
·         Manage assets with respect to insurance, valuation, depreciation and disposal.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Accounting, Finance, Economics, or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage;
·         Be a Certified Public Accountant of Kenya CPA (K), or the Association of Chartered Certified Accountants ACCA (UK), or the Chartered Financial Analyst (CFA), and a member in good standing of the Institute of Certified Public Accountants of Kenya (ICPAK), or any other relevant professional body; and

Manager, Corporate Risks and Actuarial Services
Ref. NHIF/MCRAS/10/2018
Reporting to the Director Finance and Investments, the job holder will be responsible for conducting risk analysis used to develop pricing for new and existing products; and applying actuarial analysis to support cross functional activities.
Key Responsibilities
·         Establish and integrate risk management framework in business processes
·         Develop and ensure implementation of strategies for risk management
·         Monitoring of claims experience, loss ratio and combined ratio
·         Run and validate the risk based capital model developed by the appointed Actuary; and
·         Recommend improvements on risk, finance, underwriting and claims process, including liaison with ICT.
Person Specifications
·         Be holder of a Bachelors Degree in any of the following fields; Actuarial Science, Data Science, Mathematics, Statistics, or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage;
·         Possess a Post Graduate training/ Professional certification in Actuarial science and be a member in good standing of the Actuarial Society of Kenya: and
·         Have knowledge and relevant experience of not less than eight (8) years in Corporate risks and actuarial services with three (3) years at managerial level.

Manager, ICT Projects
Ref. NHIF/MICTP/10/2018
Reporting to the Head of ICT, the jobholder will be responsible for defining, managing and delivering corporate ICT projects and programmes within the specified time, cost, quality, scope, risk and benefits.
Key Responsibilities
·         Define business, ICT systems and service requirements and solution for service areas within NHIF;
·         Deliver projects and programmes according to business priorities, ICT Systems and service requirements; contribute towards the development of an in-house ICT project management and governance framework; and
·         Act as key advisor to project and programme boards, resolving issues and recommending corrective measures.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Computer Science, IT, Computer Engineering, Information Systems, or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage:
·         Possess Post graduate certification in Project Management from a reputable institution; and

Manager, Digital Communications
Ref. NHIF/MDC/10/2018
Reporting to the Head of Corporate Communications, the job holder will be responsible for developing and executing the Fund’s digital communication strategy, managing the Fund’s reputation and all activities that promote the profile of the Fund’s brand.
Key Responsibilities
·         Develop and implement annual digital communication strategy and plan;
·         Monitor website and online social networks and respond to any information inaccuracies;
·         Support service provision through emails, web charts and digital media; and
·         Produce digital communication analytics for decision making.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; IT, Communications, Public Relations, or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised In Kenya will be an added advantage;
·         Possess a professional qualification in Web Design/Development; and
·         Have knowledge and relevant experience of not less than eight (8) years in digital communications with three (3) years at managerial level.

Manager, Forensic Audit
Ref. NHIF/MFA/10/2018
Reporting to the Head of Internal Audit, the job holder will be responsible for providing leadership in carrying out forensic investigations and special audits.
Key Responsibilities
·         Plan, execute and lead information security audits across the organization;
·         Evaluate the efficiency, effectiveness and compliance of operation processes with corporate security policies and related government regulations;
·         Assess the exposures resulting from ineffective or missing control practices; and
·         Collaborate with departments to improve security compliance, manage risk and bolster effectiveness.
Person Specifications
·         Sea holder of a Bachelors Degree In any of the following fields: Accounting, Finance, Economics, or any other relevant field from a recognized university;
·         A Masters Degree In any of the above, or related fields from a university recognised in Kenya will be an added advantage;
·         Be a Certified Public Accountant of Kenya CPA (K), or the Association of Chartered Certified Accountants ACCA (UK), a Certified Internal Auditor (CIA), and a member in good standing of both the Institute of Certified Public Accountants of Kenya (ICPAK), and the Institute of Internal Auditors; and
·         Have knowledge and relevant experience of not less than eight (8) years in Audit and/or Forensic Audit with three (3) years at managerial level.

Manager, Innovations and Management Systems
Ref. NHIF/MIMS/10/2018
Reporting to the Director Strategy, Planning and Marketing, the job holder will be responsible for developing and executing the Fund’s corporate innovation strategy.
Key Responsibilities
·         Develop corporate innovation and management systems strategies and plans;
·         Assess Innovation programs and management systems;
·         Drive the acceleration of the organization’s digital transformation by rethinking the Fund’s customer experience, improving operational efficiency and testing new business models;
·         Identify opportunities to leverage Artificial Intelligence and Intelligent Automation to change the way services are sold and delivered;
·         Motivate generation and management of innovations and management systems; and
·         Coordinate innovation and management systems. ensuring NHIF compliance to the international standards.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Business, Finance, ICT, Project Management, Engineering, or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage; and
·         Have knowledge and relevant experience of not less than eight (8) years in innovation and management systems with three (3) years at managerial level in an organisation of similar complexity as NHIF.

Manager, Inventory and Stores
Ref. NHIF/MIS/10/2018
Reporting to the Head of Supply Chain Management, the job holder will be responsible for managing the stores and inventory for the Fund.
Key Responsibilities
·         Plan and facilitate inventory management, demand planning and ensure sufficient stocks are maintained;
·         Monitor supplies’ cycle, track goods and services to ensure delivery to specifications and standards;
·         Execute the import duty procedures and ensure all incoming goods and material are well documented; and
·         Participate in disposal of idle assets and records.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Procurement and Supplies, Stores and Inventory Management, Commerce, Economics, or any other relevant field from a recognized university;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage;
·         Possess a postgraduate Diploma In Procurement/Supply Chain Management from a reputable institution, and be a member in good standing of the Kenya Institute of Supply Chain Management (KISCM), with a valid practicing certificate, as stipulated in the Supplies Practitioners Management Act 2007; and
·         Have knowledge and relevant experience of not less than eight (8) years in Inventory and Stores with three (3) years at managerial level.

Executive Secretary
Ref. NHIF/ES/10/2018
Reporting to the Chief Executive Officer, the job holder will be responsible for providing administrative support to the CEO.
Key Responsibilities
·         Efficient and effective management of CEO’s office, agenda and diary;
·         Manage and coordinate visits of high level officials and business contacts;
·         Maintain accurate and up to date contacts database and proper filing of documents and communications; and
·         Supervise staff in the CEO’s office.
Person Specifications
·         Be a holder of a Bachelors Degree in any of the following fields; Secretarial Studies, Business, Management or Public Administration;
·         A Masters Degree in any of the above, or related fields from a university recognised in Kenya will be an added advantage; and
·         Have knowledge and relevant experience of not less than eight (8) years in a secretarial role with three (3) years of providing secretarial services for C-suite level and/or senior level executive in an organisation of similar size as NHIF.
