The Anti-Counterfeit Agency was
established under the Anti-Counterfeit Act 2008 as a State Corporation with the
mandates to enlighten and inform the public on matters relating to
counterfeiting, combat counterfeiting, trade and other dealings in counterfeit
goods, devise and promote training programs to combat counterfeiting and
co-ordinate with national, regional or international organizations involved in

Responsibilities
The Manager, Human Resource and
Administration and is responsible to the Deputy Director Corporate Services
for:-
·
Supervising all staff in the
division;
·
Developing and reviewing on a
continuous basis the training policies for staff to ensure relevance and
adherence to the laid down official policies and guidelines;
·
Coordinating recruitments,
appointments and promotions exercises;
·
Upholding staff discipline and
secretary to the disciplinary committee
·
Establishing and maintaining a
registry for proper storage of the Agency’s documentation and files;
·
Formulating and reviewing on
continuous basis terms and conditions of service;
·
Establishing and ensure proper
management staff retirement benefits Scheme;
·
Developing and implementing an
effective and transparent performance management policy;
·
Coordinating staff performance
appraisals;
·
Developing and implementing
succession plans;
·
Coordinating transport activities for
the Agency both internal and overseas;
·
Performing any other duty as may be
assigned by the management.
Requirements
For appointment to the grade of
Manager, Human Resource and Administration a person must have:
·
Master’s degree in Human Resource
Management or its equivalent from a recognized institution;
·
Postgraduate Diploma in Personnel/Human
Resource Management or its equivalent from a recognized institution;
·
Bachelor of Arts degree in Social
Sciences (Sociology, Economics, Public/Business Administration, Commerce) or
its equivalent from a recognized institution;
·
at least ten (10) years working
experience, five (5) of which must have been at a managerial level in Human
Resource and Administration;
·
Membership of IHRM professional body
in good standing;
·
Strategic leadership course not
lasting less than four (4) weeks;
·
Must have a valid practicing
certificate from Institute of Human Resource Management.
Manager Finance & Accounts

Responsibilities
The Manager Finance/Accounts is
responsible to Deputy Director Corporate Services for:-
·
Ensuring that all financial resources
of the Agency are effectively and efficiently managed by maintaining financial
controls, prudent procedures, adequate records, and accountability standards
that meet requirements of the oversight governance body and regulatory
authorities;
·
Ensuring financial practices of the
organization are carried out in adherence to professional ethics and standards
of accounting (per ICPAK and IAS, IFRS);
·
Coordinating, generation and analysis
of financial and management accounts for the Management and Board;
·
Supporting the Agency in the
preparation, co-ordination and control of budget, cash flow projections and
actual cash analysis;
·
Managing annual audits and liaising
with external auditors on issues related to audit;
·
Liaising with tax consultants and
other regulatory authorities (KRA, RBA, NSSF, and NHIF) on areas relevant to
them;
·
Authorising payroll and ensuring that
all statutory and non-statutory deductions are made properly, promptly and are
remitted to the respective authorities as required by law;
·
Approving payments;
·
Acting as the financial advisor to
the Agency and provide management with investment advice;
·
Ensuring the Agency’s financial
resources are safeguarded from loss through fraud and error by maintaining an
adequate system of internal controls;
·
Ensuring the Agency complies with all
the legal, regulatory, and audit requirements;
·
Ensuring that timely and accurate
reports are submitted to the Management and to Board;
·
Ensuring that financial reports are
timely and accurate and are in accordance to IPSAS;
·
Coordinating preparation and
submission of final accounts in a timely manner;
·
Providing effective supervision to
staff in the division; and
·
Performing any other duty as may be
assigned.
Requirements
·
Masters degree in Business
Administration or related disciplines;
·
Bachelor’s degree in Commerce,
Business Administration, Economics, Statistics, Sociology, or related
disciplines;
·
obtained Certified Public Accountants
CPA(K) or its equivalent from a recognized Institution;
·
at least ten (10) years working
experience, five (5) of which must have been at a managerial level in Finance
& Accounting;
·
attended a strategic leadership
course not lasting less than four (4) weeks; and
·
Must be a member of the Institute of
Certified Public Accountants of Kenya..
Senior Accountant

The Anti-Counterfeit Agency was
established under the Anti-Counterfeit Act 2008 as a State Corporation with the
mandates to enlighten and inform the public on matters relating to
counterfeiting, combat counterfeiting, trade and other dealings in counterfeit
goods, devise and promote training programs to combat counterfeiting and co-ordinate
with national, regional or international organizations involved in combating
counterfeiting.
Responsibilities
The Senior Accountant is responsible
to the Chief Accountant and will:-

Processing payments as per
established procedures and policies
·
Capturing invoices/certificate of
contract into the system
·
Reviewing payments vouchers to ensure
compliance to approved procedures
·
Supervising daily cash count and
posts transactions as per approved systems
·
Liaising with suppliers to facilitate
reconciliation of accounts
·
Sorting out the reconciliation items
in the bank statements, payroll and accruals accounts
·
Processing payments and making
appropriate entries into staff bank accounts.
·
Carrying out reconciliations of
salaries and wages accounts as per approved procedures and policies
·
Preparing payroll as per approved
procedures and policies
·
Maintaining accurate accounting
records
·
Ensuring that all revenues/incomes
are receipted and banked intact as per laid down procedures.
·
Ensuring that all banking
reconciliation is done promptly and timely follow-ups made on any identified
discrepancies
·
Ensuring proper accounting for the
petty cash and effective management of imprest system from various departments.
·
Participating in the process of
conducting annual stock takes and reconciliation of the same to the respective
ledger accounts.
·
Maintaining a fixed asset register
ensuring that assets purchased are properly recorded on the register.
·
Reconciling accounts of debtors as
per policy and procedures
·
Preparing of external audit schedules
as directed by the Head of Finance.
·
Preparing monthly management accounts
for the management
·
Ensuring statutory deductions and
payments are remitted to the respective authorities
·
Performing any other duties as
assigned.
Requirements
For appointment to the grade of
Senior Accountant, the officer must have:-

Bachelor’s degree in Commerce,
Business Administration, Economics, Statistics, Sociology, or related

Obtained Certified Public Accountants

and

Requirements
For Promotion/appointment to the
grade of Senior Anti-Counterfeit Inspector, a person must have:-

Bachelor’s degree in Law, Criminology
or related disciplines from a recognized institution;
·
at least four (4) years working
experience in litigation, criminology or law enforcement;
·
demonstrated managerial,
administrative and professional competence in work performance;
·
must be a member of a relevant
professional body in good standing; and
·
attended a Senior Management Course.

facilitate and conducting prosecution

files/cases;

supervise conducting of raids on
suspected counterfeit goods;

Anti-Counterfeit Inspectors (II)

mandates to enlighten and inform the public on matters relating to

goods, devise and promote training programs to combat counterfeiting and
co-ordinate with national, regional or international organizations involved in
combating counterfeiting.
Responsibilities
An Anti-Counterfeit Inspector II will
perform a variety of Enforcement duties of limited scope and complexity under
appropriate guidance and supervision of Anti-Counterfeit Inspector I.
The Anti-Counterfeit Inspector II is responsible to Anti-Counterfeit Inspector I for:-

Driver II

Starting Basic Salary: – Kshs 24,775
Responsibilities
The Driver I is responsible to the
Senior Administration Officer for:-
·
Carrying out minor mechanical
repairs;
·
Recognizing and reporting
malfunctioning of the vehicles;
·
Ensuring security of the vehicles on
and off the road;
·
Ensuring safety of passengers and/or goods
in the vehicle;
·
Maintaining cleanliness of the
vehicle assigned to him; and
·
Ensuring possession of all the
requisite documents and tools for any specific journey.
Requirements
For appointment to the grade of
Driver II, a person must have:-
·
Served in the grade of Driver Grade
III for at least three (3) years;
·
The Occupational Trade Test II
Certificate for Drivers;
·
A valid driving licence free from any
current endorsements(s) for classes of the vehicles the driver is required to
drive;
·
Must be of good conduct, smart,
courteous and respectful;
·
Demonstrated professional competence
in driving the class of the vehicle he/she is licensed to drive;
·
A defensive Driving Certificate from
the Automobile Association of Kenya (AA) or its equivalent qualification from
any other recognized institution;
·
A Certificate of Good Conduct
(renewable after two (2) years);
·
A First Aid Certificate course
lasting not less than one (1) week from St. Johns Ambulance or any other
recognized institution; and
·
A refresher course for drivers
lasting not less than one (1) week every three (3) years
Internal Auditor II

Responsibilities
The Internal Auditor II is
responsible to the Senior Internal Auditor and will:-

Assisting carrying out routine Audits
in accordance to policies and procedures;

Drafting audit reports on assignment
for review with supervisor;
·
Assisting in carrying out audit tests
and procedures as instructed;

verifications of payment documents as per approved procedures;
