Requirements
·
Served in the grade of Senior Human
Resource Officer Job group M for a minimum period of three (3) years or
cumulative ten (10) years’ experience in a comparable and relevant position in
the Public or Private Sector;
·
Bachelor’s degree in either of the
following disciplines: Human Resource Management/Development, Industrial
Relations, Business Administration (Human Resource Option) or equivalent
qualification from a recognized Institution;
OR
·
Bachelor’s degree in Social Sciences
with a Higher Diploma in Human Resource Management or equivalent qualification
from a recognized institution;
·
Attended Management Course lasting
not less than three (3) weeks from a recognized institution;
·
Registered as a professional member
with Institute of Human Resource Management (IHRM) or any other relevant and
equivalent organization;
·
Certificate in computer application
skills; and
Responsibilities
·
Implementing and interpreting Human Resource
strategies, policies, rules and regulations;
·
Coordinating human resource and
organizational succession planning;
·
Organizing recruitment and,
processing appointments and employee on-boarding;
·
Coordinating implementation of
compensation and reward policies:
·
Coordinating payroll and employee
benefits administration;
·
Coordinating employee performance
management system;
·
Coordinating corporate and individual
employee Training Needs Analysis and developing Annual Training Plans;
·
Managing the human resource
information system;
·
Developing and implementing annual
and semi-annual Departmental work plans and budget;

Managing employee relations and

Responsibilities
An Officer at this level will be
responsible for the following duties:

Recording dictation in shorthand and

·
Attending to visitors/ clients;

Requirements
For appointment to this grade, a
candidate must have:
·
Be a Kenyan Citizen;
·
Serve in the grade of Senior Deputy
Director / Supply Chain Management Services JIG “Q” or in a comparable and
relevant position in the public service for a minimum period of three (3)
years;
·
A diploma in Supplies Management or
its approved equivalent from a recognized institution;
·
A Bachelor’s Degree in any of the
following: – Commerce, Business Administration, Economics, Procurement and
Supply Management, Marketing, Law or their equivalent qualification from a
recognized institution;
·
A Master’s Degree in any of the
following;- Procurement and Supply Management, Business Administration,
Commerce, Logistics and Supply Chain Management or any other relevant field
from a recognized institution;
·
Member of Recognized Purchasing and
Supplies Management Professional Body;
·
Demonstrated professional competence,
administrative capabilities and initiative in the general organization and
management of the supply chain management function and possess through
understanding of supply chain management trends and techniques.

Responsibilities
An Officer at this level will be
responsible for the following duties:

Ensuring adherence to the laid down
procedures, rules and regulations;
·
Analyzing the impact of supply chain
management policies, rules and regulations;
·
Advising the Accounting Officer on
supply chain management standards;
·
Assisting in procurement planning and
budgeting preparation;
·
Advising the county department on
supply chain management matters and interpreting of other laws and statutes
that impact on supply chain management matters.

Requirements
For appointment to this grade, a
candidate must have:

Be a Kenyan citizen;
·
Have a Bachelor’s Degree in in a
relevant field from a University recognized in Kenya;
·
CPA (K) OR ACCA Finalist;
·
Possession of Master’s degree in
relevant field will be an added advantage;
·
Must be a member of professional body
relevant to the possession applied and in good standing;
·
Have vast knowledge and experience of
not less than (10) years in the relevant field, five of which should be in
managerial position in the private or public sector;
·
Must be a member either ICPA or ACCA
professional body;
·
Be conversant with the constitution
of Kenya and all the devolution laws
·
Be a strategic thinker and result
oriented;
·
Have excellent communication,
organizational and interpersonal skills;
·
Have capacity to work under pressure
to meet deadlines
·
Have ability to work in a
multi-ethnic environment with sensitivity and respect for diversity;
