Proposal Writer & Fundraising Coordinator

Dimensions of the Role
Working closely with resource mobilization teams including; Technical Advisors from Country Office and staff from the field, field offices and National Offices:  the position holder will play a pivotal support role to ensure competent writing of concepts, proposals, capacity statements, and other write ups as required for fund development; scope for and evaluate new opportunities including calls for proposals and Expression of Interest, reporting on current and potential opportunities in Pipeline Tracking Tool  (GPMT).

Responsibilities

Proposal Writing:
·         Reviews and Analyses the requirements of Requests for Proposals (RFPs), Requests for Proposals (RFPs), Requests for Expressions of Interest (EOI) and other solicitation documents and proposes the way forward on go or no-go
·         Leads the programme teams to and technical leads to Plan and develop unsolicited proposals and responses to RFPs, RFQs and EOIs including researching, writing, editing and design of final product;
·         Writes and edits proposals for readability, consistency and appropriate tone describing Plan Kenya capabilities, management approach and/or past performance;
·         Collaborates with technical Advisors, Program Managers, and other technical teams to develop and write technical and management content for responses in line with proposal requests;
·         Edits and proofreads proposal and other related materials to ensure accuracy, clarity, readability, consistency with Plan’s guidelines and standards for business development;
·         Formats proposal  documents to meet Plan Global standards and guidelines.
Management of Proposal Process:
·         Meet proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval;
·         Maintains database system and filing system (electronic and paper-based) for proposal tracking of wins/losses, type, including RFP’s, proposal submissions and presentations
·         Develops proposal by assembling information including project nature, objectives/ outcomes/ deliverables, implementation, methods, timetable, staffing, budget, standards of performance, and evaluation; writing, revising, and editing drafts including executive summaries, conclusions, and organization credentials.
·         Maintains up-to-date files to supplement proposal writing process (staff CVs, project descriptions, capacity statements, Theory of Change strategies for Plan’s Areas of distinctiveness, donor trends, potential partners, etc);
·         Follows up on unsuccessful proposals to develop recommendations for improving success rate;
·         Performs other duties as assigned
Fund Raising:
·         Research, and identify potential funding opportunities with trusts, foundations, institutional funders, governments and, corporates and private donors.
·         Assists on special projects in the Business Development department and fund raising
·         Maintain and update database of fundraising pipeline in the grant management tracking tool (GPMT)
Key Relationships
Excellent working relationships will need to be built with the Director of Programmes and the team of technical advisors, Area Managers, Program Managers, and other members of the country management team and other relevant units within Plan International Kenya, National Organization counterparts. The post holder will also be required to work closely with the grants department.

·         First Degree in a relevant discipline. Master’s degree an added advantage, or equivalent practical experience in related field or at least five years’ work experience in writing environment

Responsibilities

The incumbent will report to the Regional Civil Society Strengthening (CSS) Advisor.
·         The position will Assist and support with Project partner reporting ensuring quality reporting and implementation of the Regional projects; in line with relevant components of Plan Internationals Policy for Program Quality (PQP), program plans and donor requirements.
·         The position will develop and manage project related meeting schedules and record keeping ensuring documentation and implementation of key decisions between Plan RESA and Project partners.

Chief of Party – Nilinde Project

Dimensions of the Role
The COP will serve as the key liaison with USAID, the Government of Kenya, and implementing partners, and partners involved with the programme. Primary responsibilities include providing overall leadership, management, and general technical direction of the programme, assuring an integrated vision among different components and actors, and ensuring programme performance, achievement of programme requirements and adherence to donor regulations and reporting. S/he will be required to work with various stakeholders, including high level government and USAID officials.
The Chief of Party will work with the existing Plan Kenya office and report to the Country Director.  S/he will work closely with the Program Team at the US National Office.
Candidates for this position should be senior level professionals with a proven track record of having managed and successfully implemented community based Health & HIV and/or Child Protection programs.

Responsibilities

·         Provide overall technical and managerial oversight and leadership for the project, including provision of guidance that responds to promising practices and new approaches;
·         Serve as the primary liaison for USAID and key government counterparts;
·         Ensure efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures;

Qualifications

·         Minimum of a Master’s Degree in social sciences, public health, management, business administration, or a related field;
·         At least seven years’ experience in managing complex orphans and other vulnerable children (OVC) programs, social services programs, and/or public health programs of similar scope and size;

·         At least seven years demonstrated state-of-the-art experience as senior staff in at least three of the following areas: child protection, economic strengthening, social protection, education, health and nutrition including HIV/AIDS care and support; social service systems strengthening; quality improvement/quality assurance; M&E; and operations research;
·         Demonstrated knowledge about gender and development, and demonstrated experience and proficiency in managing programs that mainstream gender;
·         At least five years international experience in development, managing, overseeing, or evaluating comprehensive social services programs of similar size and complexity;

Dimensions of the Role
The Finance & Grants Manager contributes to the success of the Nilinde Project by effectively managing all financial and grants support services for the USAID funded Nilinde project. S/he will provide leadership and direction and day to day management to the finance and grants team and will be responsible for overseeing all aspects of financial management, including financial systems implementation, budgeting, expenditure tracking, and financial reporting and accounting for the prime award as well as sub-awards.
S/he will be a strategic thought-partner; a hands-on and participative manager who will lead and develop an internal team to support the following areas: finance, planning and budgeting, human resources, administration, and IT.
S/he will play a critical role in ensuring transparency, accountability, effective grant management and compliance in all aspects of the Nilinde Project. S/he will uphold Plan’s Core Values, promote mission and vision, programme principals (transparency, gender equity and diversity) and ensure modelling of Plan’s values among staff.
S/he will be based at the Nilinde Nairobi Office with occasional travel to the Coast region, and will report directly to the Chief of Party.

Responsibilities

·         Oversee and lead annual budgeting and planning process for the project in partnership with the Chief of Party;
·         Ensure adequate cash flow for all on-going project operations;
·         Administer and review all financial plans and budgets; monitor progress and changes – with timely updates to the senior leadership;
·         Implement robust contracts and financial management/reporting systems that comply with organizational policies, procedures, and accounting principles, and donor regulations.
·         Responsible for the preparation of all donor and organizational financial reports in an accurate and timely manner;
·         Ensure project expenses are reasonable, allocable, and prudent and spent in accordance with the donor’s rules and regulations;
·         Work closely with project department leads to ensure that all project budget monitoring, payments and booking of expenses by providing monthly budget versus actual reports to budget holders;

·         Review financial controls and liaise with relevant country office leads to update policies and procedures;

Responsibilities

Procurement
·         To be responsible for processing procurement requests under the supervision of Office Coordinator – Nilinde in accordance with the Plan procurement policy.
·         Responsible for follow up and timely delivery of supplies to the field sites in line with project implementation.
·         To be responsible for establishing detailed requirements for office supplies, equipment and other goods required for workshops and meetings.  Ensure that requisite quotes are obtained from the list of approved suppliers and ensures that such purchases are adequately supported by Local Purchase Orders (LPOs), Invoices and Delivery notes.
Transport/Travel/Accommodation
·         To be responsible for coordinating travel and accommodation for project staff, volunteers and visitors by making relevant travel arrangements and hotel bookings.  Liaise with the approved travel agents to source tickets in accordance with the approved procedures.
Warehousing/Assets
·         Ensure there is an up-to date stores inventory and stationery records.
·         Manage all documents related to stored items including stock cards, delivery and receipt papers.
Administration
·         To be responsible for providing administrative and logistical support to conferences, workshops and meetings.  Make relevant hotel reservations and liaise with other suppliers as appropriate.
·         Ensure procurement and administration documents are scanned and filed accordingly.
·         To oversee repairs and maintenance of offices, furniture and equipment for the project.
·         To oversee provision of cleaning services ensuring proper maintenance and cleanliness of the offices.
·         Input and maintain up-to-date records for all the trackers and share the data with OC on a weekly basis.

·         Manage the petty cash floats in the office and ensure adequate funds are available for the project requirements.
