Lake Basin Development Authority is a Regional Development Authority established by an Act of Parliament cap 442 of the laws of Kenya and is mandated to spearhead Development within the Lake Victoria Basin and its catchment regions, with a view of fostering integrated sustainable economic development and empowering the communities of the Region.

In view of this and as part of fulfilling our mandate, the following position is open for application from qualified candidates:
General Manager, Lake Basin Development Company

Duties and Responsibilities

The position reports to the Managing Director in performing the following duties and responsibilities:
·         Provide overall leadership and sound management of the company.
·         Implement Board decisions in a results oriented and timely manner to achieve the set goals, objectives and agreed performance targets.
·         Initiate, develop and implement long term strategies, business plans/proposals and annual budgets.
·         Implement sound and prudent financial practices, accountability as well as be the principal custodian of the company’s assets.
·         Develop and implement robust and effective marketing strategies of the company products.
·         Oversee the Company’s human resource by ensuring appropriate management structures and policies are developed and implemented.
·         Control and supervise staff of the company in the matters of administration and leadership.
·         Maintain conducive work environment and strategies for attracting, retaining and motivating employees.
Specific Qualifications and Experience
·         Masters degree in Agriculture, Electrical Engineering. Business Administration, Strategic Management or any other related field from a recognized institution.
·         At least ten (10) years’ experience in senior management position.
·         Must be registered with relevant professional body.
·         Demonstrate clear understanding of the role of Regional Development in line with vision 2030
·         Computer literate.
·         Meets the requirements of chapter six of the Constitution of Kenya.

Corporation Secretary
Ref: LBDA/HR/CS/09/20 18/02
The successful applicant shall report to the Managing Director and will be responsible for providing secretarial services and overall legal advice to the Authority as provided for under the Authority’s Act.
Duties and Responsibilities
·         Be the Secretary to the Board and Head of Legal Department.
·         Provide guidance to the Board on their duties and responsibilities and on matters of governance.
·         Assist the Board in carrying out the following; Board induction and training, updating Board and Committee charters, preparation of Board workplans, Board evaluation, Governance Audit and implementation of the code of conduct and ethics.
·         Ensure timely preparation and circulation of Board and Committee papers.
·         Advise management and the Board on all legal matters affecting the Authority
·         Ensure safe custody of and proper use of the Authority’s seal.
·         Participate in negotiating, drafting, and reviewing of contracts, leases and other legal instruments entered into by the Authority and third parties.
·         Ensure proper representation for the Authority in court and in arbitration proceedings.
·         Ensure compliance with relevant regulatory and all legal requirements as stipulated in the Authority’s Act.
Minimum Requirements
·         Be a Kenyan citizen
·         Must be a holder of Bachelors of Law degree from a recognized institution.
·         Masters degree in law or Social Science is an added advantage
·         Be an advocate of the High Court of Kenya, hold a valid practicing license and a post graduate Diploma in Law from Kenya School of Law
·         At least five (5) years post qualification experience
·         Be a member of Institute of Certified Public Secretaries ICPS (K)
·         Comply with Chapter Six (6) of the Constitution of Kenya 2010.

Chief Manager, Technical Services & Operations

Duties and Responsibilities
The position reports to the Managing Director in performing the following duties and responsibilities:
·         Provide strategic leadership to Technical Services & Operations Division.
·         Coordinate Agriculture, Engineering Services, Water Resource Management and Regional Based integrated functions.
·         Responsible for achievement of agreed performance targets set for the region based integrated activities and other technical and operation functions.
·         Provide technical direction for the development, design and systems integration for service engagement from definition phase to implementation.
·         Implement the Authority’s technical projects and programmes.
·         Manage technical resources within budget and project schedule.
·         Ensure delivery of consistent and high-quality services to the Authority and /or clients.
·         Responsible for Internalization of Results Based Management and performance culture within Technical Services and Operations Division.
Specific Qualifications & Experience
·         Masters degree in Agriculture, Natural Sciences, Civil Engineering or other related fields from a recognized university.
·         At least ten (10) years’ experience in senior management position.
·         Must be registered with relevant professional body.
·         Demonstrate clear understanding of the role of Regional Development in line with vision 2030
·         Computer literate.
·         Meets the requirements of chapter six of the Constitution of Kenya 2010.

Manager, Human Resource

Duties and Responsibilities
The position reports to the Managing Director in performing the following duties and responsibilities:
·         Facilitate the formulation and continuous review of appropriate Human Resource management policies, procedures and strategies ensuring they are aligned to the legal framework that governs the Authority.
·         Develop guidelines for the implementation of human resource strategies and policies and building the capacity of line managers to implement.
·         Manage the performance management process including facilitating the setting and reviewing of performance objectives, training and development, succession planning and career development.
·         Implement terms and conditions of service including salary administration, reward and recognition, pension management and all other staff welfare matters.
·         Managing employee relations within the Authority including dispute handling and discipline management.
·         Provide technical assistance/ advisory support
·         Maintain up-to-date staff records including leave, assessments, contracts etc as required by the Employment Act.
·         Prepare and submit periodic reports to the various stakeholders as necessary.
Specific Qualifications and Experience
·         Bachelor’s degree in Human Resource Management or relevant social sciences with post graduate qualifications in HR, CPS (K) Final or equivalent.
·         Masters degree in a relevant field will be an added advantage
·         Membership with Institute of Human Resource Management
·         At least 5 years relevant experience with in senior management position.
·         Excellent knowledge of Kenya labour laws.

·         Good managerial, interpersonal and communication skills.
·         Must be computer literate.
·         Meets requirements of chapter six of the Constitution of Kenya 2010.

Manager, Administrative Services

Duties and Responsibilities
The position reports to the Managing Director in performing the following duties and responsibilities:
·         Determining and implementing general office services and accommodation.
·         Formulation and implementation of headquarters and Fields stations security arrangement.
·         Realization of Agreed Departmental Performance Targets, and general staff performance management
·         Administration of Authority transport services.
·         Responsible for Authority Registry services.
·         Acquisition and maintenance of offices accommodation and Authority houses.
·         Administration of office supplies and equipment.
·         Provision of protective wears and clothing.
·         Responsible for Administration of utilities i.e. electricity, water and telephone.
Specific Qualifications and Experience
·         Bachelor’s degree in Business Administration / Management or its equivalent with post graduate qualification in Public Administration, Business Management.
·         Master’s degree in the relevant field will be an added advantage.
·         Membership with relevant professional body.
·         At least 5 years relevant experience in senior management position.

Manager, Procurement

Duties and Responsibilities
The position reports to the Managing Director in performing the following duties and responsibilities:
·         Provide technical leadership to drive the implementation of procurement and supplies policies and plans aimed at cost effective acquisition of goods and services.
·         Implement procurement policies in line with Authority strategies and the law.
·         Prepare strategic procurement plan and budget outlining key activities to be undertaken.
·         Confer with service providers to obtain goods and services, prices, availability and delively schedule
·         Maintain a database of service providers and undertake market surveys.
·         Process procurement requests of goods and services as per the laid down procedures.
·         Provide overall effective leadership on procurement in the Authority
·         Advise management on procurement matters and provide update to ensure compliance with relevant legislation.
·         Implement an effective disposal system in line with Authority policy and relevant laws.
·         Prepare requisite reports and submit to relevant offices/institutions including PPOA
·         Prepare relevant tender documents
·         Ensure full compliance with Authority policies and relevant legislation
Specific Qualifications and Experience
·         Bachelor’s degree in Procurement and Supply Chain Management or relevant social sciences with post graduate qualification in Procurement and/or Supply Chain Management
·         Master’s degree in the relevant field will be an added advantage.
·         At least 5 years relevant experience in senior management position
·         Be a member of Kenya Institute of Supplies Management/ Chartered Institute of Purchasing and Supplies
·         Must be computer literate.
·         Strong management and negotiation skills.
·         Excellent interpersonal and communication skills.

ICT Manager

Duties and Responsibilities
The position reports to the Managing Director through the Chief Manager, Planning and Strategy in performing the following duties and responsibilities:
·         Maintain and update the Management information System (MIS) for the collection, analysis and dissemination of data within the Authority.
·         Establish a Wide Area Network (WAN) to increase network accessibility and capacity to all staff.
·         Maintain and revise the CT and Security Policy Manual to govern how the Authority’s technology will be utilized in line with the changing technological environment and legal framework
·         Design and update an interactive web database from information gathered from departments & implement E-commerce solutions.
·         Advise on appropriate technology and infrastructure to support the Authority in achieving its strategic objectives.
·         Prepare ICT annual budgets, monitor and control expenditure.
·         Continually update and administer antivirus, firewall and VPN infrastructure to ensure that all systems are secure and comply with data protection requirements.
·         Responsible for achievement of set performance targets.
Specific Qualifications and Experience
·         Bachelor’s degree in Computer Science or its equivalent from a recognized institution.
·         Master’s degree in the relevant field will be an added advantage.
·         At least 5 years relevant experience in senior management position.
·         Good managerial, interpersonal and communication skills.
·         Trouble shooting, analytical and problem solving skills
·         Meets requirements of chapter six of the Constitution of Kenya 2010.
