Job Description
Subject title Finance Assistant

CHS is currently sourcing for a high calibre, self-motivated and
dynamic individual to fill the position of Finance Assistant in its Key
Population Project. This project will support the provision of high quality HIV
prevention and treatment services targeting sex workers, Men who have sex with
men (MSM) and Female Sex Workers (FSW) in Machakos and Kitui Counties.
Job Function
Reporting administratively to the Program Manager and
functionally Senior Finance Officer, the Finance Assistant will ensure proper
recording of project expenditures in the Key Population Project.
Key Responsibilities
·
Responsible for making payments via MPESA platform to field staff,
workshop participants and movement of funds in Utility and M-Pesa platform.
·
Preparing payment requisitions (invoicing in Navision system) and
relevant documents and processing for payment.
·
Ensuring timely payments of monthly bills and utilities to vendors
and suppliers.
·
Preparing statutory payments such as withholding tax, HELB, NSSF,
NHIF, NITA and ensure timely and compliance with regulatory bodies.
·
Preparing bank reconciliations and follow up on any outstanding
items.
·
Maintaining an updated filing system and ensuring posting of all
transactions.
·
Maintain a monthly creditor aged analysis
·
Maintain a system for the use of the office Imprest/ petty cash and
undertake a monthly cash verification procedure to ensure proper use of the
imprest.
·
Ensure full compliance with USG and CHS policies and
regulations.
·
Maintain a proper system of advances to employees, according to
CHS policy
·
Ensure optimum utilisation of resources within the program
Qualifications
·
Must have a Bachelor’s degree in Commerce (Accounting Option) or
Business Studies from a recognized university
·
A professional seeking accountancy qualification, such as CPA
(part 1)
·
Minimum of two (2) years’ relevant work experience in an NGO
·
Computer literate and working experience in NAVISION accounting
package.
·
Understanding the donor rules and regulations requirements
·
Familiarity with the local and International accounting and
auditing standards

Purpose
Reporting to the Program Director – Naishi Project the Program
Manager will provide overall strategy for CHS-Naishi’s support for HIV
prevention activities to ensure that the goals and objectives of the program’s
prevention activities are achieved with a special focus on Key Populations. The
position will provide oversight, technical assistance and capacity building.
The position holder will be the in-house expert for mainstreaming and
integrating key population needs in all HIV/AIDS services across most health
facilities supported by the program through mentorship of prevention officers
on the implementation of an efficient and effective program.
Key Responsibilities
·
Provide strategy for the provision of HIV prevention messaging and
counselling services to key populations including HIV testing services as per
the national guidelines coordinate assessments, site strengthening, follow-up
and supervision of integrated HIV prevention and treatment services for key,
priority and other at-risk populations
·
Establish systems to ensure KP programs function as per the
national guidelines, periodically monitor KP risk behaviour patterns and
provide feedback for programmatic adjustments where necessary.
·
Supervise the work of prevention officers in KP targeted peer-led
and hotspot based outreach, providing technical and managerial guidance for
conducting their work efficiently.
·
Conduct monthly reflection and review meetings with the field
officers
·
Undertake specific capacity building initiatives for prevention
officers.
·
Oversee data review and DDIU activities for HTS and services to
KPs, monitor the core KPs program indicators and provide feedback to respective
County Health Management Team, NASCOP KP program and funding agency.
·
Organize and coordinate journal review meetings and CMES for
technical staff. Provide regular updates to the line manager on KP programs
·
Represent the organization in various technical and other working
groups established.
·
Contribute to the program executive management team.
·
Lead KP program stakeholders’ engagement initiatives on behalf of
the organization
·
Perform any other relevant duties/assignments that may be assigned
from time to time.
Specifications
·
A degree in public health, nursing, social science, behavioural
sciences or other related fields required. A clinical credential such as MD,
nursing degree, and/or experience working in clinical settings will be an added
advantage.
·
Minimum five (5) years working experience in HIV&AIDS programs
with at least three (3) years working in combination prevention of HIV and STI
transmission
·
Minimum of four (4) years working experience on issues relating to
HIV programming for Key Populations (SW, MSM, and PWID) within developing
country settings required.
·
Demonstrated knowledge of gender inequalities, stigma, economic
barriers, discrimination and the legal rights and status of key populations in
Kenya
·
Ability to coach, mentor and develop technical capacity in
national programs and technical staff.
·
Strong public health and strategic thinking background showing
resourcefulness, initiative, leadership qualities, skills to deal with
difficult situations and sensitive areas
·
Demonstrated ability to identify, assess, analyze, synthesize and
provide recommendations on key political and technical issues.
·
Strong writing skills.
·
Experience and competence in public health evaluation, including
working with data sets and more than average data analysis capabilities.

Purpose
Reporting to Monitoring and Evaluation Advisor the Monitoring and
Evaluation Officer will be responsible for coordinating all M&E
field-related activities and providing constant feedback to the program teams
and health care workers in DICES
Key Responsibilities
·
Facilitate routine data management activities that include; data
collection, cleaning, validation, compilation analysis, and reporting to
relevant stakeholders.
·
Facilitate the process of developing the capacity of health care
workers to monitor and evaluate strategic programming for key populations.
·
Ensure timely and proper implementation of the Ministry of
Health’s (MoH) monitoring and evaluation guidelines including the roll-out of
new tools in all CHS-supported DICEs.
·
Contribute in the review and/or development of monitoring and
evaluation tools and systems that are responsive to data needs.
·
Strengthen data utilization for decision making at DICES, counties
and program level.
·
Work closely with stakeholders to strengthen systems for
monitoring client’s outcomes; monitoring the quality of care; tracing clients
who default; and data quality assurance.
·
Support data quality initiatives and prepare data analysis
required for program performance review as well as for quarterly and annual
progress reports.
·
Provide expertise in developing and/or review of indicators for
monitoring and evaluation of program performance.

Document best M&E practices and disseminate the same to

Person Specifications
·
Bachelor’s degree in Public Health, Biostatistics, Information
Technology or any other related discipline.
·
Training in M&E systems will be an added advantage.

At least 3 years’ experience in supporting M&E systems for
public health projects.
·
Proficiency in the use of spreadsheet packages (Ms-excel),
database management systems (Ms-Access or Epi-Info), Ms-Word, Ms-Power-Point,
the internet, SPSS or STATA.

Overall Job Function
Reporting to the Program Manager – HIV Prevention (Key Population)
Program, the Prevention Officers will be responsible for planning, coordinating
and providing technical assistance to outreach workers and peer educators to
help them implement efficient and effective HIV prevention programs targeting
KPs.
Key Responsibilities
·
Plan and coordinate the implementation of HIV prevention programs
among key populations within their area of coverage.
·
Establish, strengthen and coordinate key populations outreach team
for optimum coverage and reach with HIV prevention services.
·
Collaborate with HTS counsellors to ensure 100% linkage and
retention in care for KPLWHIV.
·
Network and collaborate with governmental and non-governmental
organizations (NGOs, CBOs, FBOs) involved in key populations programming.
·
Disseminate information, education and communication materials on
advocacy for key populations
·
Regularly document processes of key populations programming
activities, highlighting challenges and lessons learned.
·
Maintain contact directories for NGOs, FBOs and CBOs involved with
key populations programs, including key activities undertaken by each for
complete linked – referrals.
·
Prepare monthly work plans for clinical outreach activities to
mapped KP hotspots and prepare summary reports after every planned outreach.
·
Ensure HIV prevention commodities stock is adequate at all times.
·
Prepare and submit monthly reports to the government and the
program.
·
Perform any other relevant duties that may be assigned from time
to time.
Qualifications
·
Degree in social sciences, public health, community
development or a related field.
·
At least three (3) years working experience in key populations in
Kenya with two years’ experience in HIV prevention activities in community
settings with skills in training and facilitation, monitoring and evaluation.
·
Familiarity with Kenya’s HIV epidemic and the status of HIV
programs among key populations is desirable.
·
Computer literate and able to work with minimal supervision.
·
Strong analytical and presentation skills.
·
Ability to work independently but also as a team member.
·
Demonstrated excellent written and oral communication skills.
·
Strong leadership, facilitation and decision-making skills.
