In Somalia, Trocaire has been providing humanitarian and development support since 1992, with a focus on the Gedo region. The programme provide basic support in healthcare, nutrition and education in five districts – Belet Xaawa, Dollow, Luuq, Garbahareey and Burdhubo.


Trocaire is responding to the need to build and strengthen the basic package of health services and emergency response activities which will maximise the impact of expansion of EPHS services in Garbaharey district. This will include leveraging on existing WASH interventions targeting schools, health facilities and IDP camps to reduce the risks of outbreaks.
In responding to this need, Trocaire Somalia is recruiting a Nutrition Officer. Nutrition Officer provides technical leadership, guidance and training as well as providing hands on support to Ministry of Health (DHB), and community groups to enhance their capacity and skills in the rollout of High Impact Nutrition interventions.

Nutrition Officer 
Reporting to Nutrition Coordinator Technically and Zonal Coordinator Administratively this is a fixed term contract for one year and is based in Garbaharey, Gedo region.
Safeguarding[1] Children Policy:

Key Duties & Responsibilities

·         Provide technical support to MoH through structured OJT/mentorship on delivery of High Impact Nutrition intervention components at health facilities;
·         Developing and implementation of monthly work plans for the district by working closely with the District Health Board Nurses, Nutrition Officers, Health Officers, Hospital matron
·         Liaise with MoH at the district level to promote ownership and integration of nutrition services into existing medical systems including the development of a concrete plan of action for the programme at the health facilities;
·         Ensure programme quality control through implementation of monthly and quarterly M&E;
·         Work closely with the MEAL Officer in monitoring the nutrition situation in Trocaire areas of work;
·         Provide input that contribute to programme documents ( proposals, reports etc)
·         Support the rural health facilities to establish referral systems and create referral links for access to the nearest in-patient facility and other services beneficial to the beneficiaries not provided by the rural health facilities in collaboration with the hospital matron and the DHB
·         Play an active role in the operationalization of community mobilization activities; facilitate recruitment, training, engagement and supervision of Community Health/Nutrition Workers.
·         Actively provide technical support to teams conducting outreaches across the district
·         Support MOH in quality inpatient service delivery.
·         Writing of monthly reports and briefs as well as quarterly reports;
·         Significantly contribute to development of regular donor draft reports;
·         Work together with MOH and other partners involved in delivery of nutrition services in the district, and conduct joint monthly Support Supervision visits
·         Oversee and coordinate the implementation of IYCF activities at the health facilities and through Mother-to-Mother Support Groups;
·         Work closely with the Trocaire, Donors ,UNICEF and WFP(where applicable) contact staff to ensure that all health facilities have adequate supplies of therapeutic commodities at all times;
·         Ensure that supplies pipeline is established and consistency in timely delivery of supplies to health facilities is maintained.
·         Any other responsibilities deemed appropriate;
·         Support the Project coordinator in documentation of the programme implementation process to generate lesson learning as well as case studies;
·         Participate in coordination of nutrition, KAP and coverage surveys to assesses the Nutrition situation of the target population;

Qualification

Key Duties & Responsibilities

·         Medical Officer is responsible for implementing all activities grouped under Health and Family Welfare delivery system in the hospitals, MCH and outreach level. He/she is responsible in his individual capacity, as well as overall in charge. However, by virtue of his designation, it is implied that he/she will be working closely with the Zonal Coordinator who is responsible for the proper functioning of the hospitals, MCH and outreach facilities in the disctrict.
·         General Practitioner Service
·         Ensure that the clinical services at hospital, MCH and Outreach level are of a high standard.
·         Carry out daily ward rounds to review patient progress and care
·         Diagnose and manage common and emergency surgical, obstetric, and gynaecological, paediatric and tropical medical conditions and refer those outside his or her skills.
·         Physically review patients, attend to emergencies and instruct nursing staff in writing on the required patient care at any given time of the day.
·         Perform emergency surgeries including Caesarean sections, as required.
·         Provide continuous on-job training, mentoring and coaching for nurses and midwives in clinical skills and good patient care.
·         Take in keeping highest standards and professionalism, ethics and integrity of the health facility teams.
·         Arrange and chair all clinical and administrative meetings and ensure all data and information is collected, transmitted and utilized to benefit the patients and service providers as is necessary.
·         Work with the HMIS Coordinator to roll out the new data management systems and will support staff to ensure that it is correctly implemented.
·         Analyse the health data for the district and make the necessary recommendations for improved service provision.
·         Supervise activities on the control of major endemic/epidemic diseases.
·         Ensure that the essential equipment and supplies required for good patient care are available, managed well and maintained in good condition.

Nurse/ Midwife

Responsibilities

In responding to this need, Trocaire Somalia is recruiting a Nurse/Midwife. The Nurse/midwife will be overall responsible for capacity building /mentoring of Nurses/Midwives
·         Nurse training
·         Overall supervision of health workers working at the hospital, health centre and Primary Health Unit (PHU)
·         Routinely monitor staff performance according to their job description and provide written feedback in a timely manner
·         Compile and submit the call list to the medical officer at the end of every month for the beginning of the next month
·         Convene and attend monthly meetings with medical officer, Hospital staff and other support staff on information sharing and problem solving
·         Support in all disciplinary issues as they arise with support of the Medical officers and coordinators
·         Participate in the recruitment process of all nursing positions, including participating in the interview process
·         Ensure all hospital activities run smoothly and services are provided timely and efficiently
·         Ensure quality of care is given to all patients accessing the hospital and other periphery health facilities
·         Ensure universal precautions and infection prevention guidelines are followed in service provision

·         Co-ordinate referrals of in-patients in a timely manner, through the Medical officers and other nurses
·         Identify and follow up on hospital facility and equipment repairs, with the assistance of the hospital logistician.
·         Program activities:

·         Keep an inventory of all of the hospital assets, and update this on a monthly basis and share the same with the Medical officers in the zones.
·         Attend and participate in weekly Continuous Medical Education (CME) sessions at the hospital.
·         Reporting and Coordination
·         Review, authorize and keep accurate records of all requisitions, duty rosters and applications for leave.
·         Ensure that all HIS statistical reports are accurate and submitted on a weekly basis.
·         Evaluation of services through monitoring morbidity and mortality rates through monthly statistical reports.
·         Forward hospital daily categorized patients bed occupancy to the Clinical Services Manager
·         Keep the Medical officer informed of major issues at the hospital without fail
·         Maintain an updated record and submit regular inventory reports of hospital equipment and furniture.

·         Train partners to gather lessons learnt, best practice and stories of change across the program.
·         Act as a contact point for the field office on all education operational and project issues, and ensure that field and Nairobi office concerns are addressed while adopting to organizations procedures

Key Duties & Responsibilities

Procurement of goods and services
·         Receive procurement requests/purchase orders from the requester and process in collaboration with Nairobi office
·         Follow-up with Nairobi office on order processing to ensure timely deliveries are done
·         Facilitate weekly/monthly meetings with programme teams to review their needs/orders
·         Ensure adherence to Trocaire procurement procedures when processing orders
·         Do quality checks and control for all supplies ordered and delivered
·         Supervise proper management of all programme stocks in the field
·         Ensure good relationships are established with local suppliers
·         Facilitate proper paper trail and filing of all procurement documents at the field level
·         Focal contact person for Trocaire partners for In-kind donations in the field (UNICEF, WFP)
·         Facilitate proper tracking of all In-kind donations received directly in the field and ensure related documents (delivery notes, waybills) are properly filed and copies forwarded to the Logistics department in Nairobi.
Asset & Stock Management
·         Receive new equipment and ensure proper equipment files are updated with all relevant documents
·         Ensure all equipment are appropriately labelled with asset tags
·         Ensure proper installation, maintenance and repair of equipment at the field level
·         Do regular updates of both the Garbaharey and other field as requested equipment registry and inventories
·         Regularly conduct physical asset inventory checks at the field level and advise Nairobi office.
·         Provide programme teams with support in all technical equipment issues in terms of proper use and maintenance.
Stocks
·         Ensure stocks cards are updated regularly and all supplies well documented
·         Dispatch goods or medical supplies as requested by the program team while ensuring good paper trail for reference
·         Prepare & send monthly stock reports to the Nairobi Logistics
·         Ensure stores are well maintained and cleaned
·         Coordinate well with Field Logistic Assistant based in Bula Hawa with regards to dispatch of stocks and transport
·         With the support/advice of other logs team members ensure physical stock count is done periodically/twice annually
Fleet Management
·         Act as the focal contact person for vehicle movement in the field offices.
·         Manage local vehicle contracts and follow-up on their implementation and renewal
·         Ensure proper control of vehicle use and fuel consumption
·         Follow-up on the safety and general maintenance of hired vehicles (tool kits, first aid kits)
·         Ensure the mileage, fuel and service logbooks for all vehicles are kept updated

Anaesthetist
Reporting to Medical Officer this is a fixed term for one year and is based in Garbaharey Gedo region of Somalia.

Key Duties & Responsibilities

·         Surgical Care
·         Ensuring all anaesthetic medical activities (pre-anaesthesia evaluation, administration of anaesthesia, recovery period, specific pharmacy, equipment, general organization, etc.) is done in accordance to protocols and universal hygiene standards.
·         Ensure quality of pre, during and post-operative care of patients is maintained (Assists the doctor in evaluating the risks of operating in collaboration with the surgeon, checking that patients authorize their operations in writing, providing them with appropriate information on their illness and treatments, and deciding on what type of anaesthetics to be used before surgery.
·         Ensure that anaesthesia checklist is followed before all operations as per protocol and guidelines (oxygen level, presence of emergency material, intubation equipment, etc.)
·         Evaluates the risks of operating in collaboration with the Surgeon Doctor.
·         Carry-out all anaesthetics related activities during surgery in accordance to the procedures set before-hand (by the doctor (if any)), in order to patient’s is adequately anaesthetized and safe during the process.
·         Preparing beforehand the drugs, material, and equipment required.
·         Administering and maintains anaesthetics following the rules of hygiene and asepsis in force.
·         Monitoring patients throughout the whole intervention.
·         Assist the doctor in providing post-operative care, including immediate post-operative surveillance in the recovery room (ensuring patient’s recovery of consciousness and setting analgesic protocol) and special patients present in the intensive care unit, in order to adapt the prescriptions (hydric resuscitation, anti-biotherapies, analgesics), with special focus on patient’s pain relief, during the stabilization and recovery process.
·         Supports the medical officer to prepare and circulate health related reports
·         Perform other duties as required by the line manager.
·         Participates actively in Trocaire strategic planning processes to determine future direction of the programme. Provides advice to ensure that plans are sensitive to the cultural context and reality of Gedo and ensures programme staff are aware of lessons learned from past interventions.
