Assistant Health Records & Information Management Officer


Responsibilities

An officer at this level will w ork under the guidance of a senior officer.
Duties and responsibilities at this level will entail;
·         Receiving and documenting patients at hospital reception;

·         registering and booking appointment for patients to clinics and consultants;
·         Storing and retrieving medical records documents; preparing clinics; updating bed bureau;
·         Editing of patient case records;
·         Gathering data from different sources;
·         Capturing data from service points;
·         Maintaining record safety and confidentiality; storing and retrieving medical records;
·         Balancing daily bed returns;
·         Creating and maintaining master index and updating patient master index;
·         Directing patients to relevant clinics;
·         Scheduling of patients to the consultants and specialty clinic;
·         Assigning codes to diseases and surgical procedures according to the international classification of diseases and procedures in medicine; and
·         Preparing health records and reports.

Requirements

For appointment to this grade, a candidate must have:
·         Diploma in Health Records and Information Technology from a recognized institution; and
·         Certificate in computer application skills from a recognized institution.

Senior Medical Specialist (Psychiatrist)
Responsibilities 
·         Performing complex and advanced clinical patient management in psychiatry;
·         Coordinating training ,coaching and mentoring of health personnel; managing health stores including essential medicines and/ or plant and equipment; managing larger facilities/ hospitals;
·         Developing intervention activities or programs for the management of diseases and conditions; developing medical standard operating procedures (SOPs) and protocols;
·         Developing training curricular and syllabi in collaboration with training institutions;
·         Coordinating emergency response and clinical care;
·         Coordinating health projects and programs;
·         Managing health information systems; carrying out health surveys and research; and
·         monitoring the provision of forensic and medico – legal services.
Requirements
For appointment to this grade, an officer must have:
·         Served as a senior Assistant Director of medical service/ medical specialist I for a minimum period of three (3) years;
·         Bachelor of Medicine and Bachelor of Surgery M.B.Ch. B) degree from an institution recognized by Medical Practitioners and Dentists Board;
·         Masters degree in Psychiatry
·         Certificate of registration by Medical Practitioners and Dentists Board;
·         Valid practicing license from Medical Practitioners and Dentists Board;
·         Certificate in Strategic Leadership Development Program lasting not less than six (6) weeks from a recognized institution;
·         Certificate in computer application skills from a recognized institution; and
·         Demonstrate professional competence and managerial capability as reflected in work performance and results.


Director Human Resources Management   J/G ‘R’
The Officer will be responsible to the Chief Officer for planning, coordinating and Administration of human resource activities.
Duties and Responsibilities
·         Establishing and operationalizing the human resource management function;
·         Carrying out staff audits; identifying gaps and purposing optimal staffing level in the County
·         Preparing the Personnel Budget for the Health Department;
·         Ensuring correct interpretation of human resource policies, rules, regulations, labor laws and other relevant statutes;
·         Coordinating performance management systems in the Department;
·         Oversee the development of Human Resource plans in coordination with other directorates and departments;
·         Develop and ensure the implementation of human resource strategies are in line with the Department’s strategy;
·         Ensuing compliances with public service values and principle in counties;
·         Establishing and maintenance of records management systems;
·         Performing any other duties as assigned.
·         Advise authorized Officers on the exercise of delegated powers and ensuring that professional human resource management and development standards are maintained.
Requirements
·         Have a Bachelor’s degree in Human Resource Management from a recognized University in Kenya.
·         Higher National Diploma in Human Resource management from a recognized institution in Kenya.
·         Masters degree in Human Resource Management, Industrial Relations, Public/Business Administration, Government or any other relevant qualification from a recognized institution will be an added advantage.
·         Relevant working experience of not less than (10) years.
·         Shown merit and ability as reflected in work performance and results.
·         Demonstrated a high degree of professional competence, administrative capabilities and initiative in the general organization and management of the human resource and a thorough understanding of the human resource issues and emerging human resource management practices/ techniques.
·         Must be a member of the Institute of Human Resource Management
Terms of service: Permanent
Salary Scale: 115,290 – 153,170 p.m.

Radiographer
Responsibilities
This will be the entry and training grade for Radiographers cadre. An officer at this level will work under the supervision and guidance of an experienced officer.
Specific duties will include:
·         Set up and operate imaging equipment used in the medical diagnosis and/or treatment of patients
·         Select proper ionizing factors for radiological diagnosis
·         Under supervision of the radiologist, evaluate patients’ medical information to determine patients’ risk factors or appropriate procedure
·         Develop, fix, wash, and dry exposed films using film processing and drying equipment.
·         Provide ultrasound services and reports
·         Ensure that there are adequate supplies of radiographic and photographic supplies, and equipment
·         Providing radiographic services to the patients;
·         Processing, verifying and maintaining information relating to patients;
·         Ordering and maintaining records of radiographic and photographic supplies.
 Requirements
For appointment to this grade, a candidate must have
·         Kenya Certificate of Secondary Education (KCSE) mean grade C (plain) with grade C (plain) in English/Kiswahili, Biology/Biological Sciences or Physics/Physical Sciences and C- in Mathematics.
·         Diploma in any of the following: Diagnostic Radiography/Medical Imaging Sciences, Ultrasound, Computerized Tomography, Magnetic Resonance Imaging, Mammography, Nuclear Medicine, Radiation Therapy and Digital Medical imaging equipment or its equivalent from a recognized Institution.
·         Be registered with a professional body – SORK
·         Must have a valid practicing licence

PITC Counselor
Responsibilities
This position  will provide psycho-social support to clients in medical facilities in relation to identifying clients’ needs, prepare them for testing, provide HIV testing services, and offer posttest counselling. It will also link those who test positive to treatment, do treatment preparation counselling and offer enhanced adherence counselling and support.
Duties and Responsibilities at this level will entail;
·         Offer HTC (Target testing) to clients in accordance to the new testing algorithm and new testing guidelines (2015)
·         Line list and follow up Index clients at the facility and community levels for testing of sexual partners and other family members

·         Offer health talks at OPD to mobilize clients for HTC services
·         Offer HTC services during outreaches including door to door testing
·         Offer treatment preparation counselling for newly diagnosed HIV positive clients starting ART.
·         Provide enhanced adherence support including home visits for HIV positive clients.
·         Fill in daily RTK tracking forms and the FCDRR at the end of the month and submit them to the laboratory technologist to facilitate refill of RTKs
·         Liaise with other technical areas (HIV, TB, MNCH, RH, FP social determinants of health) to ensure integration of PITC and CITC services into the different technical areas
Requirements
·         Certificate in HTC from NASCOP and the HTS new algorithm training. A diploma in a related course will be an added advantage.
·         Minimum of 2 years working experience in HIV counseling and testing
·         Experience with Government of Kenya guidelines, standards, tools and best practices with good knowledge of PEPFAR programs.

Medical Laboratory Technologist III
Responsibilities
This is the entry and training grade for Diploma holders. An officer at this level will work under the supervision and guidance of a senior and experienced officer.
Duties and responsibilities at this level will entail –
·         Decontaminating working benches;
·         Receiving and scrutinizing laboratory requisition forms and specimens;
·         Preparing clients for collection of specimens; receiving, collecting ,labeling and registering of specimens;
·         Disaggregating specimens for processing and analyses; preparing reagents ;
·         Examining specimen; writing and recording of results;
·         Dispatching the results for use in clinical management; preparing stains; performing blood group grouping;
·         Issuing blood and blood products to peripheral health facilities; and
·         Storing blood products according to their requirements.
Requirements
For appointment to this grade, a candidate must have
·         Diploma in Medical Laboratory Sciences or any other equivalent qualification from an institution recognized by the Kenya Medical Laboratory and Technologists Board.
·         Registration Certificate Issued by the Kenya Medical Laboratory Technicians and Technologists Board (KMLTTB)
·         Valid practicing license from Kenya Medical Laboratory Technicians and Technologists Board.; and
·         Certificate in Computer application skills from a recognized institution.

Pharmaceutical Technologists
Responsibilities
Duties and responsibilities mainly involve dispensing and impounding medicines;
·         Verifying and maintaining information relating to drugs issued to patients;
·         Ordering and recording of drugs and other supplies;
·         Guiding and counseling trainees and supervision of other staff working under him
Requirements
·         Diploma in Pharmaceutical technologists from a recognized institution
·         Registered by the Pharmacy and Poisons Board
·         Certificate in Computer application Skills from a recognized Institution.
·         Ability to communicate and explain treatments to patients as well as liaise and co-ordinate treatment with other clinical staff

Registered Clinical Officer
Duties
An officer at this level will work under guidance of a Senior Officer
Duties and responsibilities at this level will include,
·         Taking history, examining, diagnosing and treating patients common ailments at am outpatient health facility
·         Implementing community health care activities in liaison with other health workers,
·         Guiding and counseling patients, clients and staff on health issues,
·         Sensitizing patients and clients on preventive and promotive health,
·         Carrying out minor surgical procedures as per training and skill,
·         Collecting and compiling clinical data and referring patients and clients to appropriate health facilities.
Requirements
For appointment to this grade, an officer must have:-
·         Diploma in Clinical Medicine and Surgery or Clinical medicine and Community Health from a recognized institution
·         Certificate of registration from Clinical Officers’ Council and :
·         Certificate in Computer Applications Skills from a recognized institution.

Senior Medical Officer
Responsibilities
Duties and responsibilities will entail:-
·         Undertaking “First –on Call” duties including:-Clerking, investigating and managing patients, conducting weekly clinic and theater days,
·         Performing emergency surgeries, working with Medical Specialists in wards, theatres and clinics, undertaking medico –legal duties including filling pg P.3 forms, court attendance and performing post mortems,
·         Undertaking medical examinations, responding to intern calls, training and supervising Medical Officers(intern) and other students,
·         Carrying out outreach services, ensuring data and information is collected,
·         Transmitted and utilized to benefit the customer and service provider, and preparing medical reports.
Requirements
For appointment to this grade an officer must have:-
·         Served as Senior Medical Officer for a minimum period of three (3) years
·         Bachelor of Medicine and Bachelor of Surgery (M.B.Ch.B) degree from an Institution recognized by the Medical practitioners and Dentist Board
·         Registration certificate by the Medical Practitioners and Dentist Board.
·         Valid practicing License from Medical Practitioners and Dentist Board.
·         Certificate in Senior Management Course not lasting not less than four (4) weeks form a recognized institution.
·         Certificate in Computer applications skills from a recognized institution: and
·         Shown merit and ability as reflected in work performance and results.

Nutrition & Dietetics Technician
Responsibilities
Duties and responsibilities at his level will include:
·         Conducting nutrition assessment ,nutrition screening and referring cases to various existing programs:
·         Collecting dietetic nutrition data, carrying out child growth monitoring and promotion activities,
·         Conducting routine weight mentoring for expectant women, assisting in lifestyle disease prevention and management programs,
·         Running out patient supplementary feeding programs and outpatient
·         Therapeutic feeding programs (sfp and otp),carrying out micronutrient supplementation,
·         Preparing monthly reports for use in planning and monitoring nutrition programs, following up on home based nutrition care,
·         Promoting baby friendly hospital and community initiatives,
·         Carrying out nutrition education and counseling of patients in health care facilities, promoting consumption of fortified foods and dietary diversification at the community and facility level.
Requirements
For appointment to this grade, an officer must have:-
·         Served in the grade of Nutrition and Dietetics Technician IV for a minimum period of three (3) years
·         Certificate in Community Nutrition from a recognized Institution
·         Certificate in Computer Application Skills from a recognized institution
·         Registration by the Council of the Institute of Nutritionist and Dieticians (CIND) and
·         Shown merit and ability as reflected in work performance and results.
