The Kenya National Commission for UNESCO (KNATCOM) was established in 1964 as a Department under the then Ministry of Education. This establishment was subsequent to Kenya’s Membership to UNESCO in April 7, 1964 as the 73rd Member and in line with UNESCO Constitution of 1945.

Over the years, KNATCOM has continued to promote and coordinate UNESCO’s activities in Kenya and supported UNESCO’s agenda at the international levels. At the same time, KNATCOM is also the point of contact for the Association for Development of Education for Africa (ADEA) and the Commonwealth.
The Division exists to achieve a dual function of ensuring Kenya is well represented in UNESCO and that UNESCO’s presence is visible in Kenya. Specifically, work in the Division entails: participation in UNESCO Basic Education and Learning international meetings and processes; contribution to UNESCO Basic Education and Learning activities; provision of expert advice to government on UNESCO Basic Education and Learning matters; coordination of ratification of UNESCO Basic Education and Learning related conventions and protocols; formulation, implementation and evaluation of UNESCO Basic Education and Learning activities in Kenya; promotion of UNESCO Partnerships & collaborations in Basic Education and Learning ; mobilization of resources for UNESCO Basic Education and Learning activities; capacity building on UNESCO’s Basic Education and Learning agenda; dissemination and creation of awareness on UNESCO Basic Education and Learning activities; collaborating with UNESCO and other UN agencies on Basic Education and  Learning issues; and nomination of candidates for UNESCO Basic Education and Learning prizes, awards, fellowships, scholarships, study grants and posts.


Deputy Director of Programme
The Division shall form part of the secretariat to the Education Programme and Expert Committee.

Roles

·         Coordinate the formulation, execution and communication of UNESCO related Basic Education and Learning policies, strategies, and plans and ensure their evaluation thereof;
·         Prepare relevant Basic Education and Learning policy and technical papers and provide follow up activities as may be required;
·         Mobilize technical support for the execution of the Division’s programmes and activities
·         Serve as the focal point of the Basic Education and Learning Division;
·         Promote effective partnerships and collaborative networks within the Basic Education and Learning sector;
·         Develop relevant programme and project proposals for implementation
·         Be responsible for stakeholder management dealing with the Basic Sciences and Engineering;
·         Facilitate and support the activities of the Education Programme and Expert committee; and
·         Any other tasks as may be assigned by the Secretary General/CEO.

Qualifications

·         A minimum of a Master’s degree in Education from a recognized and accredited institution
·         Possess a minimum of fifteen (15) years continuous experience in the education profession in a reputable organization three (3) of which must be at a comparable senior management level position or is currently serving in an equivalent position in a similar organization for a minimum period of three years
·         Demonstrated proven ability and results in managing national and/or international related functions;
·         Demonstrate good industry knowledge of the basic sciences sector and ongoing reforms;
·         Demonstrated knowledge and experience in the formulation and/or implementation of international agreements/conventions/protocols and priorities;
·         Demonstrated good international exposure in international meetings and processes;
·         Demonstrated experience in national policy formulation and/or implementation processes;
·         Have knowledge/experience in international partnerships/collaborations frameworks;
·         Demonstrated competence in project management (design, proposal writing and/or implementation)

The officer will be responsible to the Programme Director, Natural Sciences for the development and implementation of UNESCO Basic Sciences and Engineering programmes and activities in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:

Roles

·         Be responsible for the day to day operations of the Basic Sciences and Engineering Division and achievement of its functions and objectives;
·         Develop and implement the Division’s annual operational plans, performance contract and budget;
·         Recommend to the Programme Director effective processes, systems and internal controls in the Division including succession plans;
·         Coordinate the formulation, execution and communication of UNESCO related Basic Sciences and Engineering policies, strategies, and plans and ensure their evaluation thereof;
·         Prepare relevant Basic Sciences and Engineering policy and technical papers and provide follow up activities as may be required;

The officer will be responsible to the Secretary General/CEO for overall policy and strategy formulation and implementation of the five UNESCO Technical Programmes in a results oriented and timely manner to achieve the Commission’s goals, objectives and agreed performance targets.

Roles

This will entail inter alia:
Represent the Secretary General/CEO when called upon;
·         Provide overall leadership and guidance within the Directorate of Technical Programmes;
·         Ensure the development and implementation of the overall budget, annual operational plans, and performance contract of the Directorate of Technical Programmes ;
·         Ensure the establishment of effective and efficient administrative structures, processes, systems and internal controls in the Directorate of Technical Programmes;
·         Oversee general administration and planning activities in the Directorate and influence procedural or policy changes to improve operations and quality service delivery;
·         Coordinate the preparation of Board papers from the Directorate and provide follow up activities as may be required;
·         Coordinate the processes for formulation of UNESCO policies, programmes, strategies, and plans and ensure their implementation thereof;
·         Coordinate monitoring and evaluation of compliance to UNESCO protocols, conventions and treaties;
·         Advise and promote UNESCO partnerships and linkages within the Directorate;
·         Manage effective internal and external office communication’s;
·         Review, interpret and advise on the recommendations of the five (5) Programme and Expert committees;
·         Advise and recommend on the official position on UNESCO related matters; and
·         Any other tasks as may be assigned by the Secretary General/CEO.

Qualifications

·         A minimum of a Master’s degree in any of the above fields namely; education; environmental sciences; social sciences; arts; communication or information sciences from a recognized and accredited institution;
·         Possession of Doctorate degree in any of the above fields will be an added advantage
·         Have served at Director level or its equivalent for a minimum period of three years OR have eighteen (18) years cumulative, relevant and continuous work experience in a reputable organization eight (8) of which should have been in an equivalent or comparable senior management position dealing with leadership and senior management responsibilities
·         Demonstrated proven ability and results in heading an equivalent or comparable senior management portfolio;
·         Demonstrated proven leadership capabilities in financial, material and human capital management within a reputable institution;
·         Demonstrated proven ability and results in coordinating multiple portfolios of a reputable organization with a national or international character;
·         Demonstrated good industry knowledge in either the education; natural sciences; social sciences; culture; or communication and information sectors including involvement with ongoing national reforms;
·         Demonstrated working experience in the formulation and/or implementation of international agreements/conventions/protocols and processes within the UNESCO areas of competence;
·         Demonstrated wide experience in national and/or international policy formulation processes;

Responsibilities

The Officer will be responsible to the Manager, Human Resource for the management of the HR Division in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets. This will entail inter alia:
·         Be responsible for the day to day operations and the overall achievement of the functions and objectives of a Human Resource Division;
·         Ensure the development and implementation of the Division’s annual operational plans, performance contract and budget;
·         Develop effective administrative structures, processes, systems and internal controls in the Division including succession plans;
·         Develop appropriate Human Resource policy papers and provide follow up activities as may be required;
·         Analyze and advise on technical, financial, administrative and partnerships matters related to the Division;
·         Support stakeholder management processes and the promotion of partnerships and collaborations within the Division;
·         Monitor and implement procedural or policy changes to improve Human Resource operations and quality service delivery.
·         Monitor and supervise the training and performance management processes and systems;
·         Design effective employee wellness programs and facilitate guidance and counseling programs;
·         Any other tasks as may be assigned by the Secretary General/CEO.

Qualifications

·         A minimum of a Master’s degree in any of the following fields namely; Social Sciences such as Government, Sociology, Public/Business Administration, Human Resource/Personnel Management from a recognized and accredited institution
·         Be a registered member of the IHRM
·         Possess a minimum of twelve (12) years of experience in the relevant field or profession two (2) of which should be at a comparable senior management level or is currently serving in an equivalent position in a similar organization for a minimum period of three years
·         Demonstrated competence in the management of a similar human resource Division of a comparable organization
·         Have good industry knowledge and experience of government human resource processes and procedures
·         Demonstrate working knowledge of human resource legislations and policies affecting the institution
·         Possession of good knowledge of ethics, governance and HR operations of State Corporations.

Roles

This will entail inter alia:
·         Manage the Offices communications by handling telephone calls and appointments;
·         Ensure proper Office layout and coordinating schedules of meetings and venues;
·         Using e-office to research and process data
·         Manage the customer care services by receiving and attending to clients and enquiries;
·         Ensuring security, integrity and confidentiality of data;
·         Schedule and confirm appointments for customers, staff or VIP clients.
·         Set up and manage paper or electronic filing systems and maintain Office documents
·         Operate Office equipment, such as fax machines, copiers, or phone systems and arrange for repairs when equipment malfunctions.
·         Maintaining an up to date filing system in the office.
·         Ensure security of Office records, documents and equipment’s including classified materials.
·         Guide and supervise other office administrative service personnel.
·         Establish and monitor procedures for record keeping of correspondences and file movement;

Qualifications

·         A minimum of a Bachelor’s Degree in Secretarial Studies or a Bachelor of Business and Office Management or equivalent
·         Certificate in secretarial management course from a recognized institution
·         Certificate in computer applications from a recognized institution
·         Possess a minimum of four (4) years of experience in the relevant field or profession working in a similar State Agency or comparable organization;
·         Demonstrated competence in managing a senior management Office in a comparable organization
·         A self-motivated individual with the ability to work under minimal supervision
·         Possess industry knowledge and experience of executive Office processes and procedures
·         Possession of good knowledge of ethics, protocol and executive Office etiquette
