The Kenya National Commission for UNESCO (KNATCOM) was established in 1964 as a Department under the then Ministry of Education. This establishment was subsequent to Kenya’s Membership to UNESCO in April 7, 1964 as the 73rd Member and in line with UNESCO Constitution of 1945.

Over the years, KNATCOM has continued to promote and coordinate UNESCO’s activities in Kenya and supported UNESCO’s agenda at the international levels. At the same time, KNATCOM is also the point of contact for the Association for Development of Education for Africa (ADEA) and the Commonwealth.


Chief Librarian
The Library services function entails: collection, compilation, processing, handling visitors and enquiries; preservation, retrieval and dissemination of information; facilitating research activities; indexing, abstracting, publication of leaflets, bulletins and newsletters; management of automated systems and other information sources; and ensuring compliance with regulations relating to the provision of information within UNESCO; building interactive networks; ensuring custody of books and materials; and managing the deaccessioning of materials

·         Remuneration Gross monthly package Ksh. 131,769 – 164,420 Pm

Responsibilities

This Officer will be responsible for managing the Commission’s Library. The Office holder will be expected to perform the following duties;
·         Be responsible for the achievement of the functions and objectives of the Library Division;
·         Be responsible for the day to day operations of the Library Division;
·         Develop and implement the annual operational plans, performance contract and budget for the Library Division;
·         Maintain effective administrative structures, processes, systems and internal controls in the Library Division;
·         Assist to formulate and communicate the Library policies, strategies, and plans and their evaluation thereof;
·         Supervise and guide staff in the Library Division;
·         Ensure that the Library Division’s management structures are effective including succession plans;
·         Prepare and submit Library policy papers to the relevant and authorized Offices in good time;
·         Provide regular communication on key technical, financial, administrative and partnerships matters related to the Library Division;
·         Coordinate stakeholders and the enhancement of the Library Division corporate image; and
·         Any other tasks as may be assigned by the Secretary General/CEO.

Qualifications

·         A minimum of a Bachelor’s degree in Records/Information
·         Management, Information Sciences or Library Sciences from a recognized institution
·         Minimum of ten (10) years of experience in the relevant field or profession two (2) of which should be at a comparable senior level or is currently serving in an equivalent position in a similar organization for a minimum period of three years
·         Demonstrated competence in heading and managing a library for a comparable organization
·         A self-motivated individual with the ability to work independently
·         Have extensive industry knowledge and experience of library processes and procedures
·         Demonstrate knowledge of records management legislations and policies affecting the institution
·         Demonstrated experience in research support activities
·         Possession of good knowledge of ethics, governance and library operations of State Corporations.

Audit Manager
The officer will be responsible to the Board functionally and administratively to the Secretary General/CEO for the development and implementation of the Commission’s audit and risk management policies, strategies and plans in a results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets.

Reports To Secretary General/CEO through the DSG, Corporate Affairs

Roles

This will entail inter alia:
·         Coordinate the day to day business and ensure the overall achievement of the functions and objectives of the Audit and risk mandate;
·         Coordinate the formulation, execution and communication of the audit policies, strategies, and plans and ensure their evaluation thereof;
·         Formulate and interpret the audit and risk management policies and coordinate the preparation of the Departments annual budget plans, and establishment of proper internal controls;
·         Ensure that the Commission’s audit and risk management structures, processes and systems are effective;
·         Develop audit and risk management reports and submit to the relevant and authorized Offices in good time and provide follow up activities as may be required;
·         Provide regular communication to the Board and Secretary General/CEO on key audit and risk management matters in order to enhance accountability and transparency.
·         Review expenditure and projects including program implementation on a periodic basis to establish effectiveness of risk management systems, controls and governance processes.
·         Advise on procedural or policy changes to improve operations and quality service delivery.
·         Assist in the investigations on any suspected fraudulent and corrupt activities within the Commission;
·         Facilitate external audits by providing the auditors with all the resources required for informed decision making.
·         Secretary to the Audit and Risk Management Committee meetings to ensure proceedings are well coordinated. and
·         Confirm compliance with statutes, regulations and government guidelines.
·         Any other tasks as may be assigned by the Secretary General/CEO.

Qualifications

·         A minimum of a Masters’ Degree in either Commerce or Business administration in (Accounting or Finance option) from a recognized and accredited institution
·         Possess certificate in Certified Public Accountant (K), ACCA or CFA from a recognized and accredited institution
·         Be a registered member of Institute of Internal Auditors (IIA), or Institute of Certified Public Accountants of Kenya (ICPAK), or Certified Information Systems Auditor (CISA)
·         Possess eighteen (18) years of experience in the relevant field or profession five (5) of which must be at a comparable senior management level position or is currently serving in an equivalent position in a similar organization for a minimum period of three years

·         Demonstrated competence in leading the Audit function of an organization
·         Have extensive industry knowledge of government auditing and risk management processes and procedures
·         Demonstrate knowledge of government financial, audit and risk management legislations and policies affecting the institution including ongoing reforms
·         Demonstrated experience in audit policy formulation
·         Possess good knowledge of ethics, governance and reporting to State Corporations Boards.


Finance Manager
The officer will be responsible to the Secretary General/CEO through the Deputy Secretary General, Corporate Support Services for the development and implementation of the Commission’s budgeting and financial management policies, strategies and plans in a  results oriented and timely manner to achieve the Corporations’ goals, objectives and agreed performance targets.

Roles

This will entail inter alia:
·         Coordinate the day to day business and ensure the overall achievement of the functions and objectives of the finance mandate;
·         Coordinate the formulation, execution and communication of the financial policies, strategies, and plans and ensure their evaluation thereof;
·         Formulate and interpret the budget and finance policies and coordinate the preparation of the annual budget plans, and establishment of proper internal financial controls;
·         Ensure that the Commission’s financial management structures, processes and systems are effective;
·         Develop budgeting and financial instruments and submit to the relevant and authorized
·         Offices in good time and provide follow up activities as may be required;
·         Provide regular communication to the Secretary General/CEO on key financial and budgetary matters;
·         Ensure efficient and effective management of Development Partner Financing for the Programme.
·         Monitor expenditure and projects including programme implementation on a periodic basis and ensuring timely disbursement of funds.
·         Monitor and implement financial procedural or policy changes to improve operations and quality service delivery.
·         Coordinate stakeholders and the enhancement of the Commission’s corporate financial image;
·         Mobilize, negotiate and source for funds for the Commission;
·         Manage cash flow and forecasting, and control the commitment of funds and expenditure trends, in line with existing regulations;
·         Ensure compliance with all financial legal and regulatory requirements; and
·         Any other tasks as may be assigned by the Secretary General/CEO.

Qualifications

·         A minimum of a Master’s degree in any of the following fields namely; Business Administration, Business Management, Economics, Commerce (Finance Option), Finance or Accounts from a recognized and accredited institution
·         Possess certificate in Certified Public Accountant (K), ACCA or CFA from a recognized and accredited institution
·         Be a registered member of a professional body
·         Possess eighteen (18) years of management experience in the relevant field or profession five (5) of which must be at a comparable senior management level position or is currently serving in an equivalent position in a similar organization for a minimum period of three years
·         Demonstrated competence in leading the finance function of an organization
·         Have extensive industry knowledge of government financial processes and procedures
·         Demonstrate knowledge of government financial legislations and policies affecting the institution including ongoing reforms
·         Demonstrated experience in financial policy formulation

Office Assistant
The Office Assistant function entail: facilitating effective and efficient hospitality services; records management services; preparation of conference rooms for meetings; ushering services; facilitate movement of equipment’s/goods within the organization; filing, photocopying and binding of documents.

Remuneration Gross monthly package Ksh. 23,900 – 33,000 Pm

Responsibilities

This Officer will be deployed to the Kitchen duties and will also be responsible to perform other duties including;
·         Sort and record items to be delivered according to the delivery schedules.
·         Deliver messages or materials to destinations
·         Record information, such as items received and delivered.
·         Facilitate simple Office duties like helping in filing, photocopying, moving equipment’s and binding of documents.
·         Assist in preparing food, snacks and beverages items for the Office or meetings.
·         Manage access control functions by verifying employee identification, issuing visitor passes, and observing and reporting any unusual or suspicious persons or activities.
·         Operate Office equipment, such as fax machines, copiers, or phone systems and arrange for repairs when equipment malfunctions.
·         Update minor paperwork and ensure security of Office records, documents and equipment’s.
·         Any other tasks as may be assigned by the Secretary General/CEO

Qualifications

·         A minimum of an O-level certificate, mean grade D+ or recognized equivalent certification
·         Certificate in customer care or hospitality of not less than one month
·         Proficient in computer applications
·         Must below 35 years
·         Possess a minimum of two (2) years of hands on experience in the relevant field or profession or serving at a comparable level
·         Demonstrated competence of Office service operations for a similar organization
·         Possess industry knowledge and experience of customer care processes and procedures
