Job Title: Regional Research and Learning Coordinator
Role Purpose: As a key member of the East and Southern Africa (ESA)
regional programme quality support team, the Regional Research and Learning
Coordinator is responsible for supporting Country Offices in generating and
using evidence to achieve impact for children.

Key Areas of Accountability
Evidence generation through Research
and Evaluations:
·
Work with the Regional Program
Quality and Impact Manager to support country offices in developing Evidence
and Learning agendas that strategically focus all research and evaluation
activities on generating evidence of the impact of our programs and building
evidence for common approaches, policy development and advocacy work.
·
Support country offices to implement
their Evidence and Learning agenda including providing in country support to
design and implementing strategic evaluations and research.
·
Systematically monitor country
programme research and evaluation activities, to provide support in evaluation
process management, quality assurance and linkages to the ESA Evidence and
Learning agenda
·
Support country programmes in
identifying suitable expertise and partnerships for undertaking research that
meets Save the Children quality standards, including management of a database
of approved consultants
·
Working with research and evaluation
experts within SC to implement capacity building measures aimed at building
research and evaluation capacity as well as stimulating a culture of inquiry.
Learning:
·
Produce well synthesised and high
quality research and evaluation products or different audiences (internal and
external) to inform learning, programme development/improvement and advocacy
efforts.
·
Engage Technical Specialists from
Country Offices and Technical Advisors at the Regional Office to implement an
effective system for disseminating research and evaluation findings at country
office, regional and global level.

Support country offices for implement
a system for managing and effectively using knowledge generated from evaluation
and research
·
Manage the ESA learning platform,
coordinating with country office TS and member TA to share emerging program
evidence and learning through research, evaluations and program monitoring.

Qualifications and Experience
·
Master’s degree in international
development or in one or more of Save the Children’s thematic areas (e.g.
education, public health, nutrition, child protection, child rights and
livelihoods& food security)
·
At least 6 years’ experience in
program Monitoring, Evaluation and Research preferably in research focused
positions
·
Knowledge and demonstrated experience
in leading the design and implementation of program evaluations and other
research.
·
Excellent written and verbal
communications skills and an ability to produce and disseminate research and
evaluation findings to a variety of audiences
·
Demonstrated interpersonal skills,
including the ability to collaborate effectively in networks and communities of
practice
·
A flexible and resourceful attitude
with the ability to manage and prioritise an unpredictable workload.
·
Proven analytical and problem solving
skills in order to understand the range and content of both development and

Title: Regional Fraud Specialist – East and Southern Africa Regional Office
Team /
Programme: Global Fraud Team
Location: Nairobi, Kenya
Grade: TBC
Contract
Length: 24 months
Child
Safeguarding: Level 2 – either the role holder will
have access to personal data about children and/or young people as part of
their work; or they will be working in a ‘regulated’ position (accountant,
barrister, solicitor, legal executive); therefore a police check will be
required (at ‘standard’ level in the UK or equivalent in other countries
Role Purpose:
Accountable for coordinating fraud
management activities across the Region including;
·
to develop a culture of fraud
awareness, reporting and response within the organisation aligned with SCIs
zero tolerance policy
·
deliver an effective strategy of
fraud prevention, detection, investigation and recovery across the organisation
as a whole, within the centre and across the SCI landscape in the East and
Southern Africa region
·
to undertake / or coordinate
investigations of all serious incidents of fraud, bribery or corruption, which
will include providing support to and building the capability of Fraud Focal
Point staff in the Region.
·
to act as functional manager to Fraud
Focal Points in the Region.
The role may require significant
international travel including to challenging locations often with cultural
sensitivities.
In the event of a major humanitarian
emergency, the role holder will be expected to work outside the normal job
description and be able to vary working hours accordingly.
Scope of Role:
Reports to: Head of Fraud Management working closely with the Regional
Director and Regional Finance Director.
Dimensions: stakeholders include members together with country,
regional and central staff and senior leadership teams. Close working will be
required with Finance, Legal, Programme Operations and Global Assurance teams.
Although based in the Save the
Children ESA Regional Office, like the other the regional fraud specialists in
Save the Children, the post holder may be expected to provide cross support to
other team members and regions.

Key Areas of
Accountability:
Management and support of fraud
investigations
·
depending on the level of response
required, act as lead investigator or coordinate the creation and supervision
of investigative teams on specific fraud investigations where required
·
provide advice and support to senior
managers overseeing fraud investigations (at country or region), including
guidance on appropriate level of response
·
liaise with members on specific cases
ensuring they are kept informed of case progression as necessary
·
input to investigation templates,
identify and design best practice guidance as appropriate
·
key regional user and coordinator of
the data in the SCI case management system
Support/enable the embedding of an
effective fraud management culture within the organisation
·
deliver training materials to enable
decision makers and key front line staff to understand their accountabilities
and responsibilities with respect to fraud prevention, detection and reporting.

support all areas of the organisation
in managing fraud-related issues
·
support the Head of Fraud Management
to embed fraud awareness and a culture of zero tolerance

provide support and advice to
non-specialist employees such as members of the ‘fraud faculty’ and management
teams in country
