Social Protection Program Officer
Location: Siaya

Position Summary:
Under the direction of the Technical Director, the Program
Officer, Social Protection, will be responsible for providing technical
guidance and coordination of social protection interventions on the PEPFAR‐funded
DREAMS (Determined, Resilient, Empowered, AIDS‐free, Mentored, and Safe) project in
Siaya and Migori Counties. The Program Officer, Social Protection, will provide
technical assistance in evidence‐based social protection
interventions proven successful in reducing HIV risk behaviors, HIV
transmission, and Sexual and Gender‐Based Violence amongst adolescent
girls and young women.
Responsibilities:
·
Provide Social Protection (SP) technical assistance (TA) through
trainings, mentorship and support to staff and lay workers supporting the
project. The Program Officer, Social Protection, will focus on areas such as
social asset building, cash transfers (CT), economic empowerment, school re‐integration
and post violence care.
·
Work to build the SP capacity of affiliated partner organizations
and groups such as local school faculty, civil society organizations (CSO),
community‐based organizations (CBO), local
government entities and engaged lay workers.
·
Coordinate SP capacity building and mentorship programs alongside
AIHA program and technical coordinators.

Conduct site‐level support supervision and mentorship to ensure SP

Qualifications

Monitoring & Evaluation Officer
Location Bondo, Siaya and/or Migori, Migori County
Reports to Regional Monitoring & Evaluation Manager
Under the direction of the Regional Monitoring & Evaluation
Manager, the Monitoring & Evaluation (M&E) Officer will be the county/s
level M&E lead on the DREAMS (Determined, Resilient, Empowered, AIDS‐free,
Mentored, and Safe) project. As the county/s‐level M&E lead, s/he will work
closely with the Data Officer, Data Clerks and county‐level
Programs staff to ensure compliance to project implementation
guidelines and M&E reporting requirements. The M&E Officer
will be responsible for coordinating, collecting and reviewing data submitted
by field staff to ensure quality assurance and monitor the impact of the DREAMS
Initiative.
Responsibilities:

Ensure that AIHA/Kenya is compliant with all PEPFAR/OGAC reporting
requirements for the DREAMS project for MERS, DATIM, SIMS, special initiatives,
etc.
·
Review, analyze, and compile monthly, quarterly, annual activity
reports to comply with PEPFAR and AIHA reporting requirements.
·
Review all weekly and monthly reports from the field staff and
provide feedback prior to forwarding onto the county‐level
Project Coordinators and data team.

Ensure that quality data is received from field‐level
staff and partners and handed over to the data team to be entered in the DREAMS

Biomedical Interventions Program Officer
Location: Siaya County

Under the direction of the Technical Director, the Program
Officer, Biomedical Interventions, will be responsible for providing technical
guidance and coordination of the required package of biomedical and clinical
interventions on the PEPFAR‐ funded DREAMS (Determined, Resilient,
Empowered, AIDS‐free, Mentored, and Safe) project in Siaya and Migori
Counties. The Program Officer, Biomedical Interventions will provide technical
assistance in evidence‐based biomedical interventions such as HIV testing
services, contraceptive method mix, Post Rape Care management, PEP, PrEP
and other required biomedical services proven successful amongst adolescent
girls and young women (AGYW).
Responsibilities:
·
Coordinate and provide biomedical services technical assistance
through trainings, mentorship and support to staff and lay workers supporting
the project. TA will focus on areas such as HIV testing services, contraceptive
method mix, Post Rape Care management, PEP and PrEP.

Dreams Field Officer

Position Summary
Under the direction of the Program Coordinator, the Field Officer
(FO) will be the site‐level coordinator of all interventions in the FO’s
assigned ward service delivery points on the DREAMS (Determined, Resilient,
Empowered, AIDS‐free, Mentored, and Safe) project. As the site
level coordinator, s/he will work closely with all levels of the program staff,
lay workers, and project partners and stakeholders within the assigned
wards/county. The FO will ensure all interventions are implemented per evidence‐based
guidance and reported per project and donor requirements.
Responsibilities:

Coordinate the implementation of the package of DREAMS
interventions within the assigned wards per intervention guidance and
directives

Work closely with the Program Coordinator, technical coordinators
and Monitoring &

(AFO), the Administrative and Finance Assistant (AFA) will be responsible for
supporting the various administrative and financial tasks within the DREAMS
(Determined, Resilient, Empowered, AIDS‐free, Mentored, and Safe) project
offices.
Roles
Finance Responsibilities:

Ensure all completed transactions are sufficiently supported by
third party receipts or any acceptable justifiable evidence.
·
Ensure all completed transactions are sufficiently approved and
have all approval documents on file.
·
All completed transactions are arranged by date order that match
chronological order of cash logs.
·
Monitor and update the schedules for the account receivable and
account payable on a daily basis.
·
Follow up on reconciliation of advances with partners within 10
days to ensure compliance.
·
Provide oversight of partner and staff travel reconciliations to
ensure compliance.

Provide financial guidance in the development of monthly,
quarterly and annual budgets.

Position Summary
Under the direction of the Administrative & Finance Officer
(AFO), the Human Resources & Administrative Assistant (HR/AA) will be
responsible for supporting the various human resources and administrative tasks
within the DREAMS (Determined, Resilient, Empowered, AIDSfree,
Mentored, and Safe) project offices. The HR/AA will oversee HR
policy compliance and implementation while supporting the various
administrative tasks of the offices.
Responsibilities:
Human Resources Responsibilities:

Support AIHA staff to understand AIHA’s human resource (HR)
employment manuals, policies and procedures to ensure adherence.
·
Provide HR support to AIHA/Kenya staff when issues arise while
adhering to AIHA’s employee manual.

Maintain HR records for all AIHA/Kenya staff in both hard and soft
copy and ensure staff update required files as applicable.
·
Maintain records of all engaged consultants and ensure files are
complete and meet AIHA’s procurement policies.

Liaise with supervisors to monitor staff performance and put plans
in place when issues arise to support staff to succeed in their positions.

Position Summary:
Under the direction of the Data Officer and working closely with
the county level
Monitoring & Evaluation (M&E) Officer, the Data Clerk/s
will play a key role in data team on the DREAMS (Determined, Resilient,
Empowered, AIDS‐free, Mentored, and Safe) project. The Data Clerk/s will
be responsible for all data entry into the DREAMS database and filing of the
required DREAMS data files per project requirements. S/he will ensure data
integrity and compliance of all data before entering it into the database and
updating project files.
Responsibilities
·
Ensure that all final data is compliant with all DREAMS reporting
requirements before entering it into the database and filing.
·
Enter approved, correct DREAMS data into the DREAMS database per
set timeframes to meet reporting requirements.
·
Regularly update DREAMS files and ensure all required
documentation (enrollment forms, service update forms, verification forms,
etc.) are completed as required before saving into the project files.
·
Conduct basic data quality assessment (DQA) to check on the
quality of data and edit accordingly as needed.

Conduct regular reviews of program data to enable the team to
identify whether targets are being met and take immediate corrective actions.

Execute data quality audits using DQA tools and ensure follow‐up
is complete.
Qualifications
·
Diploma in Health Records and Information Management, Computer
Science, Applied Mathematics, Statistics or related courses desired. Data
management and/or M&E training from a recognized Institution is an added
advantage.
·
A minimum of two years’ specific data entry work experience in the
health sector, additional experience with M&E in regards to HIV/AIDS, youth
and/or DREAMS program an added advantage.
·
Understanding of PEPFAR expectations and DATIM, MERS, SIMS and
other PEPFAR M&E reporting requirements
·
Proficiency in management information systems with precise
accuracy and efficiency in keying in data.
·
Experience conducting data review and cleaning.
·
Flexible, able to deal with ambiguity and changes in designing and
monitoring M&E systems and standards.
·
Willingness to work additional hours (and possibly weekends) in
order to meet strict deadlines as necessary.
·
Ability to handle multiple tasks simultaneously in a fast‐paced
environment, set priorities, work independently and in a team environment.
·
English and Swahili fluency is essential, Luo fluency will be an
added advantage.
·
Proficiency in Microsoft Office applications (Word, Excel,
PowerPoint, Outlook,
·
Access) and the Internet.
·
Must be willing to travel in‐country to other project offices as
needed.
·
Self‐motivated and able to work without close supervision.
·
Excellent organization and planning skills; detail oriented to
complete tasks.
