Records Management Officer

The Technical and Vocational Education and Training Authority (TVETA) is a State Corporation under the Ministry of Education established under the TVET Act of 2013. The mandate of the Authority is to promote quality access, equity and relevance in Technical and Vocational Education and Training (TVET) by developing standards, inspecting, registering and licensing trainers, institutions and training programmes.

Grade TVETA 5

Basic Salary Scale: Kshs. 81,000 – 108,000 pm

Responsibilities

Reporting to the Manager, Human Capital and Administration, the Records Management Officer I will be responsible for the following:

·         Ensuring security of files and documents in the registry

·         Developing a records storage plan, which includes the short and long-term housing of physical records and digital information

·         Maintaining a comprehensive file classification scheme and indices for TVETA records

·         Controlling access to records internally and outside of the organization while ensuring confidentiality of information

·         Developing and implementing policies and practices regarding records including their organization and disposal

·         Providing direction and supervision of dispatch services in so far as the movement of mail, files and related documents are concerned

·         Advising on the appropriate records management systems as well as creation, maintenance and use of electronic records

·         Supervising, developing and providing guidance to staff in the records unit.

Requirements

For appointment to this grade, one must have: –

·         Served for a minimum period of six (6) years as a Records Management Officer in the public service/private sector or in an equivalent and relevant position;

·         A Bachelor’s degree in Information Science/Records Management from a recognized Institution OR

·         A Bachelor’s degree in any of the social sciences and a diploma in Records/Information Management, Library /Information Science or equivalent qualifications from a recognized institution

·         Attended a Management Course lasting not less than four (4) weeks from a recognized institution;

·         Certificate in computer applications from a recognized institution.

Responsibilities

Reporting to the Senior Human Capital and Administration Officer, the Human Capital and Administration Officer I will be responsible for the following:

·         Implementing human resource management and administration policies and strategies;

·         Preparing regular Human Resource and Administration status reports and agenda for discussion by the Board;

·         Implementing Board’s decisions as regards human resource and administration matters

Responsibilities

Reporting to the Senior Internal Auditor, the Internal Auditor I will be responsible for the following:

·         Developing audit programs and testing procedures relevant to the risk and test objectives of assigned assignments

·         Conducting audits on operational procedures, systems, practices and records to ensure conformity with laws, regulations and policies

·         Tracking the Implementation of audit report findings and recommendations

·         Preparing audit reports for assignments undertaken

·         Conducting reviews to ensure risk mitigation measures are developed and implemented

·         Preparing Board Papers for Board meeting discussion

·         Liaising with external auditors on external audits assignment

·         Providing support on the implementation of risk management strategy, policy and framework;

Requirements

Reporting to the Senior Supply Chain Management Officer, the Supply Chain Management Officer I will be responsible for the following:

·         Implementing the tender and procurement committee’s decisions

·         Raising and processing purchase/service orders

Responsibilities

Reporting to the Manager, Human Capital and Administration, the Senior ICT Officer will be responsible for the following:

·         Analyzing user requirements and problems in order to prepare plans and specifications to computerize and network operations

·         Testing and reviewing systems and software programmes to determine their efficiency, reliability, compatibility with the changing environment

·         Coordinating the implementation of computer security policies and guidelines to safeguard information resources and infrastructure.

·         Guiding the monitoring, diagnosis and troubleshooting of the computer network backbone

·         Planning, monitoring and evaluating ICT program activities;

Responsibilities

Reporting to the Director Policy and Planning, the Manager, Policy and Planning will be responsible for the following:

·         Coordinating Preparation and monitoring implementation of TVETA Performance Contract and workplans including collating of evidence from other departments and ensuring submission of quarterly and annual reports.

·         Developing and managing a monitoring and evaluation framework to overseeing effective implementation of the strategic plan.

·         Preparing policy memorandum for funding/partnerships and collaboration on projects

·         Administering, directing, and reviewing policy and planning programs

Responsibilities

Reporting to the Compliance and Enforcement Officer I, the Compliance and Enforcement Officer II will be responsible for the following:

·         Enforcing standards on institutions, programmes and trainers;

·         Undertaking audits on institutions, programmes and trainers for standards compliance;

·         Compiling reports on TVET institutions annual returns;

·         Monitoring TVET Assessments and examinations for compliance with set standards;

·         Liaising with relevant programme developers and examining bodies on occupational standards compliance;

·         Making follow ups on recommendations of audit reports.

Requirements

For appointment to this grade, one must have: –

·         Served in the grade of Senior Technical Education Officer/Senior Youth Training Officer for a minimum period of three (3) years in the Public Service or in any other comparable and relevant position in the Public Service/Private Sector;
